for

Final Evaluation of Enhancing Mental Health & Psychosocial Wellbeing of Migrant Workers and their Family members (PRABARDHAN Project) 

Centre for Mental Health and Counselling – Nepal (CMC-Nepal), a national NGO established in 2203 and  working in the areas of mental health and psychosocial support, invites qualified and experienced individual consultants or consulting firms to submit an Expression of Interest (EOI) for conducting the final evaluation of the “ Enhancing Mental Health & Psychosocial Wellbeing of Migrant Workers and their Family members” (PRABARDHAN Project).

 

Enhancing Mental Health & Psychosocial Wellbeing of Migrant Workers and their Family members which is the subject of this evaluation, is funded by Felm-Nepal from 2022 till December 2025. The project follows a three-tier approach, promoting availability, accessibility, and utilization of MHPS services; empowering migrant workers and Self-Help Groups; and advocating for the mainstreaming of mental health in local governance. Through capacity-building, counseling, policy advocacy, and livelihood support, the project has expanded MHPS service points from 4 to 26 health facilities and fostered inclusive community practices. It has also driven policy reform, resulting in local MHPSS policies with allocated budgets and improved services for persons with mental health condition, including person with disabilities. This initiative not only reduces stigma and enhances service uptake but also supports the broader rights-based development goals in line with national strategies and the Sustainable Development Goals.

 

Objective of the Evaluation

The main purpose of the evaluation to assess the Relevancy, effectiveness, efficiency, impact sustainability and coherence of the project and also determine the relevance and fulfilment of objectives, and accumulate information that is credible and useful, enabling to provide lessons and recommendation as to any improvements that should be included in development of the project in future.

Duration of Assignment and Location

·       Evaluation Period (time frame): July 2025 – September 2025

·       Final Report Submission: Last week of August 2025

·       Working Areas: 7 local government of Salyan (Sharada, Bangadkupinde, Bagchaur, Chatreshwori) and Kailali (Ghodaghodi, Tikapur and Janaki) of Karnali and Sudurpachhim province 

Required Qualifications and Experience

The lead consultant or consulting firm will be responsible for conducting a comprehensive evaluation, ensuring alignment with community mental health, disability-inclusive development, and rights-based approaches.

Key qualifications and responsibilities include:

  • The lead consultant must have master’s degree in public health, psychology, or inclusive development from a recognized university
  • Five years of proven experience in conducting and leading evaluation or research MHPSS and disability inclusion programs.
  • Good understanding of human rights, disability inclusion, government mechanism, policies, strategies and action of government in relation to mental health and psychosocial wellbeing and ensuring the rights of person with disability.
  • Strong background in mental health programs, preferably in low-resource or rural settings.
  • Experience in qualitative and quantitative evaluation methods (e.g., surveys, FGDs, case studies).
  • Experience in assessing programs for accessibility and participation of persons with disabilities.
  • Familiarity with socio-cultural context, health systems, and local stakeholders of purposed working areas.

Application Process

Interested consultants or firms must submit the following documents in their application:

Cover letter expressing interest

Technical proposal (including methodology, work plan, and team composition)

Financial proposal (including taxes)

CVs of key team members

Copies of PAN/VAT registration and firm registration certificates

At least one sample of a similar evaluation assignment completed previously

Terms of Payment

The consultancy amount shall be paid in two installments:

  • 50% upon signing the contract and submission of the inception report.
  • Remaining 50% upon submission and approval of the final report. (Note: Applicable government taxes shall be deducted at source.).

Ethical Compliance

The selected consultant/firm must adhere to the Code of Conduct and Safeguarding Policies of CMC-Nepal and Felm, including policies on Child Protection, PSEAH, Disability Inclusion, and Confidentiality.

Interested organizations meeting the requirements are requested to send their proposal with details of methodology and other requirements (including budget) included in the Terms of Reference to the following address not later than 26th  June 2025.

Only short-listed organizations will be invited for the further process. All the rights for selection of organizations are reserved by CMC-Nepal.
