Centre for Mental Health and Counselling – Nepal (CMC-Nepal), a national NGO working in the areas of mental health and psychosocial support, invites qualified and experienced organizations or consulting firms to submit an Expression of Interest (EOI) to provide consultation services in KER-MHPSS project. Centre for Mental Health and Counseling-Nepal (CMC-Nepal) is a national non-governmental organization (NGO) established in May 2003. It is registered in Kathmandu District Administration Office (Registration No. 838-059/060) and is affiliated with the Social Welfare Council (Affiliation No. 14822).

CMC-Nepal) is implementing the Karnali Earthquake Recovery- Mental Health and Psychosocial Support Project with support from CBM Global. The project aims to strengthen inclusive mental health and psychosocial support systems and promote the rights and protection of persons with disabilities, including those with mental health conditions, in the context of disaster recovery and preparedness.

In this regard, CMC-Nepal invites Expressions of Interest (EOI) from eligible and experienced organizations or consultancy firms from qualified organizations or consultancy firms with relevant expertise in disability inclusion and mental health to support training, workshop, technical review, and planning processes as outlined below and in Terms of Reference (ToR).

Scope of work

The consultancy firm/organization is expected to carry out the following tasks:

·        Task 1: Digital Accessibility Training (In Surkhet)

·        Task 2: Accessible IEC Materials Workshop (in Surkhet)

·        Task 3: Review of DRRM Plans of the project municipalities (at convenient space)

·        Task 4: Capacity-Building Workshops for LDCCs (In Nalgad & Barekot)

·        Task 5: Capacity Building Training on Humanitarian Response (In Kathmandu)

·        Task 6: Update Humanitarian Preparedness Action Plan (review at convenient space and workshop in Kathmandu)

Duration and Timeline

The consultancy is expected to be completed over a period of eight weeks, starting from the contract signing date (anticipated June 24, 2025) and ending by August 25, 2025. A detailed workplan and timeline will be finalized upon selection.

Required Qualifications

For Organizations:

  • Registered NGO or consultancy firm with at least 3 years of experience in disability inclusion, humanitarian responses, and/or DRRM. Experience in the field of MHPSS will have added value.

  • Proven experience working with OPDs, especially NFDN.

  • Demonstrated capacity to conduct trainings, workshops, and policy reviews.

  • Experience working in Karnali Province preferred.

For Team Members

  • Advanced degree in disability studies, psychology, social work, disaster management, or related field.

  • At least 5 years of relevant professional experience.

  • Experience working with NGOs and coordination with local governments.

  1. Cover letter expressing interest

  2. Technical proposal outlining understanding of the assignment, methodology, work plan, and deliverables

  3. Financial proposal with detailed budget breakdown

  4. Organizational/Consultant profile with relevant experience

  5. CVs of proposed key personnel

  6. Registration and VAT certificate (for organizations)

Ethical Compliance

The selected consultant/firm must adhere to the Code of Conduct and Safeguarding Policies of CMC-Nepal and CBM Global, including policies on Child Protection, PSEAH, Disability Inclusion, and Confidentiality.

Interested organizations meeting the requirements are requested to send their proposal with details of methodology and other requirements (including budget) included in the Terms of Reference to the following address in a sealed envelope not later than 20th June 2025.

Only short-listed organizations will be invited for the further process. All the rights for selection of organizations are reserved by CMC-Nepal.
