Centre for Mental Health & Counselling- Nepal (CMC-Nepal) is a national Non-Governmental Organization (NGO) and is dedicated to enhance and provide quality & affordable mental health & psychosocial counselling service. It works on prevention, promotion, curative and community rehabilitation aspect of mental health through various programs and activities in collaboration with the Government, I/NGOs and CBOs. It also works to contribute quality education through psychosocial wellbeing of children and adolescents.

CMC-Nepal invites sealed quotation from the registered media house for development of documentary on School Mental Health Program (SMHP)

The purpose of this documentary is to raise awareness on need of school mental health program at school for the psychosocial wellbeing and quality education of children and adolescents at schools.

1)     Eligible bidders may obtain further information from CMC-Nepal, Thapathali, Kathmandu, Nepal 014102037

2)     Bidders should submit their bid in a sealed quotation in company's letterhead along with the following documents . Quotations sent via email shall not be entertained. 

Brief technical concept note with methodology of video documentary

b.      Financial proposal – full costing of the development

c.      Copy of Company Registration certificate

d.      Copy of Vat/Pan certificate

e.      Copy of Tax Clearance certificate

f.       Proof of previous assignments

3)     Sealed bids should be submitted to CMC-Nepal Central Office in Thapathali, Kathmandu on or before 24 June 2025.  Bids received after the deadline shall not be entertained. 

                        a.    Bids must be valid for at least 30 days 

4)     Proposal Guidelines & Requirements

a.   The documentary should be produced in Nepali with English subtitles at the highest market quality standards, high-definition, fast-paced and colorful, with clean innovative touches. The products should be presented in a concise and clear manner. The total running time of the documentary is to be a maximum of 20 minutes.

b.    In documentary there should include the what is school mental health, why it is important, at school, what school based psychosocial intervention implemented by CMC Nepal, what impact observed after the intervention and recommendation to the schools, LGs, Provincial and Federal government for promoting the quality education thorough the promotion of psychosocial well-being of children and adolescents.

c.    The entire documentary including but not limited to, scripting, writing, storyboarding, filming, editing, voice over etc. is to be done by the contractor, delivering a final ready-to-air product in broadcast standards and in HD (4K video resolution with 4096x2160 pixels) with 16:9 aspect ratio. The entire development process will be closely monitored by CMC Nepal - providing continuous review, comments and thematic inputs support when needed.

d.    The documentary should adhere to CMC-Nepal branding guidelines and ensure correct fonts, colors, logos etc. are used. Guidelines shall be provided to contractor.

e.     Use motion graphics where appropriate to showcase information in a concise, clear and compelling manner.

f.     The documentary should be produced in consultation with CMC-Nepal. CMC-Nepal will retain exclusive use rights to all photo/video material gathered by the contractor and any part of the footage or by products may only be used with prior permission from CMC-Nepal. Script should be submitted to CMC-Nepal as soon as the TOR shall be signed.

g.    Video Quality

                                                     i.     4K video resolution with 4096x2160 pixels or better, with frame aspect ratio set to 16:9

                                                   ii.     Ensure that correct video formats are used as requested by CMC-Nepal and Felm-Nepal

                                                  iii.     Audio: 48000 Hz, Stereo, CBR, 24-bit depth, AAC codec

                                                  iv.     High quality b-roll or cutaway  footage,  including  of  any  people  featuring  in  recorded interviews

h.      Service deliverables should include

                                                     i.     Concept note, story outline and production schedule for the documentary;

                                                   ii.     Storyboards and scripts for the documentary;

                                                  iii.     Draft of the documentary to be reviewed by the CMC-Nepal team.

                                                  iv.     Finalized copy of the maximum 20 minutes of the documentary with subtitles.

                                                   v.     Submission of the working file of the documentary

                                                  vi.     Raw footages recorded during the project

 

i.       The selected vendor should provide high quality videos to CMC-Nepal. The copyrights of the developed short film documentary will be of CMC-Nepal.

j.       The selected vendor should develop PSA on awareness about Conversion Disorder


5)      Timeframe for pre-production

a)      Pre-production Phase

                               I) By the 1st week: The contractor will first undertake a review of literature and any other material relevant to selected documentary. These include, but are not limited to, existing documentary, photographs, project documents, human interest stories, scripts and reports. In consultation with the CMC-Nepal team, develop the documentary concept, work plan and detailed themed narrative

                                 

                                         II) By the 2nd week: Develop the documentary script and storyboard for the documentary, under the guidance of the CMC-Nepal team.

b)     Production Phase

                                 I) By the 3rd and 4th week: Travel to the pre-identified locations (if needed) and record high-quality video footage (broadcast quality) using own camera equipment in raw/editable formats, aligned to approved storyboards, identified narratives and themes. Interviews will be conducted with all identified stakeholders under pre-approved questions. Consent will need to be obtained for each person. Alongside the interviews, relevant area specific B-roll footage to be captured as well.

c)      Post Production

                                  I)  By the 5th week: Edit the raw footage, package the video, insert relevant copyright free background music, and submit a first draft of the video documentary for review and comments.

                        II) By the 6th week: After incorporating three rounds of comments and input from CMC-Nepal, Felm-Nepal and Centre for Education and Human Resource Development (CEHRD), a final draft of the video documentary to be submitted (max 20 mins) for final review to CMC-Nepal.

6)      Video Approach should consider following:

a.   The documentary will have a strong emphasis on voices of the teachers, students, local level authorities and representative from the field, best practices, achievements, of school mental health program of CMC Nepal

b.    Priority to be given to stories with a clear difference between the before and after the implementation of SMHP intervention.

c.    Documentary should present facts and figures with clean motion graphics.

d.   Interviews should portray clearly and concisely the roles and responsibilities in terms of project’s success and implementation but also challenges and how they were mitigated.

e.    Disability inclusion to be considered throughout the video as such sign language interpretation to be factored in the final product


7)   If the last date of submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.


8)   Ethical Compliance : The selected consultant/firm must adhere to the Code of Conduct and Safeguarding Policies of CMC-Nepal and Felm, including policies on Child Protection, PSEAH, Disability Inclusion, and Confidentiality.

9)    CMC-Nepal shall retrain/reserve exclusive rights to accept or reject, wholly or partly any or all the sealed quotations without assigning any reason, whatsoever. Only short-listed organizations/company will be invited for the further process. All the rights for selection of organizations are reserved by CMC-Nepal.
