Organizational Overview:

Rural Self-reliance Development Centre (RSDC), a non-profit making and non-governmental organization affiliated with the Social Welfare Council, was registered in 1991 with the Kathmandu District Administration Office under the Social Organizations Registration Act 2034 BS (1977 AD). It has been promoting and implementing the idea of Swabalamban as a conceptual and programmatic tool for catalyzing and revitalizing the hope, aspirations as well as capabilities of the poor and oppressed households over the past three decades.

In partnership with Malteser International and with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ), RSDC is implementing the project titled “Global Programme for the Sustainable Realization of the Human Right to Water and Sanitation through the Innovative Combination of a Rights-Based and WASH Systems Approach in Nepal” in Balara Municipality and Dhankaul Rural Municipality of Sarlahi District, and Manara Sishwa Municipality and Samsi Rural Municipality of Mohattari District.

The main objective of the project is to promote the Making Rights Real (MRR) approach and WASH Systems Strengthening to build the capacity of local governments to deliver sustainable water and sanitation services to their citizens.

RSDC Field Office invites quotations from reputed suppliers and construction companies for the construction and maintenance of public toilets and water supply schemes in the Sarlahi and Mahottari districts (listed below). Interested suppliers/companies are requested to submit sealed quotations to the RSDC Malangawa Office within the specified timeframe.

Invitation for quotation for the construction and maintenance of the following schemes:

1. Public Toilet Maintenance in Balara-7, Balara Municipality, including: Site clearance (9.1m*6.09m), drainage cleaning(4.5m*2.5m*3.08m), septic tank slab casting RCCM15 (4.5m*2.5*0.10m), PCC flooring M15 (1:2:3) (6.7m*6.7m*0.10m), Iron Rod (10mm),Sink Basin-1,  septic tank cleaning, ramp slab casting M15 RCC (4m*4m*0.15m), barbed mesh jali (12 gauge), concrete poles (RCC pillars 6ft), hand pump installation with hand pump set, brick soiling 9.25 sqm, water pump motor-1HP, water tank(1000ltr), PVC pipe (1/2 inch), Gas pipe (4 inch), drainage pipe (4 inch), L bow (1-4 inch), T-pipe (1-4 inch), metal tap-5 pcs, 5 wooden frame door with plain sheet (2.5ft*6ft), electrical works wiring with materials for 5 rooms (Wire, switch, bulb, gang sucket), painting works with materials for 5 rooms (liquid colour, brush,tarpin oil), and toilet-related accessories such as jug, harpic, brush, soap stand, dustbin, and project information board (3ft by 5ft).

Water Supply Scheme Maintenance in Mithuwaba, Balara-7, Balara Municipality, including: Site clearance (7m*7m), Brick soiling (6.5m*6m), second-class bricks, PCC flooring M15 (1:2:3)(5m*5m*0.10), metal door(0.91m*1.82m), Painting work with labour cost and materials (liquid colour, brush, tarpin oil), barbed mesh (jali 12 gauge), concrete poles (RCC pillars 6ft), pipe repair and maintenance and 1 L-socket (2.5 inch) and  1 Socket (2.5 inch), 5 L - (1.5 inch) and 5 socket (1.5 inch) including plumber charge.
3. Public Toilet Maintenance in Dhankaul-2, Dhankaul Rural Municipality, including: Site clearance(6m*7m), PCC flooring M15 (1:2:3)(5m*5m*0.10m), 1HP motor-1HP, PVC pipe (1/2 inch), gas pipe-4 inch, drainage pipe-4 inch, metal tape, aluminum door (3’ x 6’), window glass (1’5” x 3’6”), hand pump installation with hand pump set, painting works with materials and labor, plumber/electrician installation and maintenance, iron gate for motor house (0.71m*0.81m*1m) and toilet accessories such as bucket, jug, Harpic, brush, dustbin, basin sink pipe, plastic urine pipe etc.
5. ESP Pipeline Distribution Work in Manara Sishwa-8, Manara Sishwa Municipality, including: HDPE pipe 2” @10kgf/cm², PVC socket 2.5 inch, PVC T-socket 2.5 inch, metal tank stand, Tank (2000 ltr) Including Materials (PVC pipe 20ft, 5 L socket - 2.5 inch, 5 T socket - 2.5 inch, 2 union socket - 2.5 inch, 2 check valve 2.5 inch), PCC work M15 (1:2:3)(2m*2m*0.10m), heavy tap, PVC T-socket 2.5 inch, heavy water tap , drainage pipe 4 Inch (10 ft), soap stand, labor cost including plumber technician, flex/banner, and painting in water tank (logo) with material.
6. 7. Public Toilet Maintenance in Samsi-7, Samsi Rural Municipality, including: Site clearance (4.5m*4.5m), water tank (plastic 1000 ltrs), hand pump installation with hand pump set, wash basin-medium, urine pipe, metal tap, Metal Door(0.91m*1.8m), 1HP motor, plumber/electrician installation and maintenance (motor, house, PCC work), painting works with (liquid colour, brush,tarpin oil), and toilet accessories such as bucket, jug, Harpic, brush, dustbin, etc.
8. Drain Construction Work in Samsi-7, Samsi Rural Municipality, including: Project Signboards (5ft by 6 ft) flex, excavation for structures foundation depth upto 3 m in ordinary soil by manual means, arry out additional test for material and works per required and instructed by the GWP team, earthwork in filling, compaction all complete as per Instruction (10% of E/w (slope), stone soling work all complete as per instruction of site engineer, providing and laying of plain cement concrete M15(1:2:4) in foundation complete as per specification and drawing.( with formwork), reinforcement works cutting, bindings, placing as per instruction of site engineer all complete, main bar 12mm double layer 15cm c/c, diameter  bar 12mm double layer 1500 cm c/c, form work- slab edge & slab bottom, providing and laying Brick masonry work in cement mortar [ cement(1) : sand(4) in foundation as per drawing and technical specification, 12.5 mm. thick cement sand plaster work 1:6 on wall (drain wall), 3 mm thick Cement flushing plaster (drain wall).

Selection Criteria:

1. Bidder may submit their quotation for the construction and maintenance of the schemes. Bidder can either construct all schemes or schemes of one Municipality. RSDC highly encourages local-level parties to apply for the respective maintenance and construction work.

Application Procedure

Interested parties are requested to submit a sealed hard copy of their Expression of Interest (EOI) along with all the required documents to the Admin & Finance Department, RSDC, Malangawa-10, Sarlahi, not later than 25th June 2025 before 5:00 PM. Please contact to field office for the RFQ format.
