Criterion 1: Experience in Programme Quality with proven track record in designing and implementing quality assurance frameworks, tools, guidance; leading programme reviews and evaluations, and ensuring compliance with organizational standards.
Criterion 2: Hands-on experience in Monitoring, Evaluation, Accountability & Learning (MEAL) with demonstrated examples of designing and implementing MEAL frameworks, participatory tools and processes, and systems that support evidence-based decision-making and adaptive learning.
Criterion 3: Feminist Leadership with an ability to lead cross-functional teams, champion a culture of learning and innovation, and collaborate with diverse stakeholders to drive programme quality, impact and upholding mutual accountability.
Criterion 4: Capacity Building of staff and partners in monitoring, reporting, and programme design and quality, community feedback mechanisms, and manage partnerships effectively to achieve programme goals.

The Role:
Oxfam in Nepal is seeking a dynamic and visionary Impact and Program Quality Lead to drive strategic programming and policy development in these critical areas. The successful candidate will lead and support the design and implementation of impactful interventions, contribute to resource mobilization efforts, and foster meaningful partnerships and alliances. They will ensure accountability, generate robust evidence and learning, and provide deep contextual analysis to inform programmatic decisions.
As a key member of the Nepal Country Leadership and Management Team (CLMT), the Impact and Program Quality Lead will work collaboratively across teams to ensure effective operations and management, while actively role modelling Feminist Leadership principles in all aspects of their work.

Essential Qualification: A dynamic leader with a deep commitment to development impact and social justice, backed by strong professional credentials in international development and non-profit management. The ideal candidate will bring a proven track record in programme quality, monitoring, evaluation, and learning.
Education: Master’s degree in social sciences / or equivalent. Minimum 5 years of relevant experience required; preference for 10+ years across non-profit, corporate, or government sectors.
Skills and experiences:
- Demonstrated leadership in Programme Quality (PQ) and MEAL across development, influencing and humanitarian work and context
- Strong analytical and strategic thinking skills
- Deep commitment and experiences of embedding and applying feminist principles, rights-based approaches, and participatory methodologies
- Experience in donor reporting, proposal development, and resource mobilization
- Expertise in designing and implementing MEAL systems for both community-based, development, influencing and humanitarian programs
- Expertise in and commitment to impact-driven programming and continuous learning backed by solid evidences and data
- Sound understanding of non-profit organisations, program design, and strategic implementation
- Excellent facilitation, communication including use of sound data, digital platforms and tools for MEAL, and stakeholder engagement skills
- Proven ability to lead cross-functional teams and foster collaborative environments
- Good grasp of the intersections between poverty, climate and water, gender justice, and humanitarian response
- Skilled in training and capacity building design and facilitation (online and in-person)
- Ability to inspire and support teams in adopting innovative approaches
Desirable
- Line management experience including of diverse and flexible working teams.
- Experience of collegiate/peer management and co-leadership.
- Lived experience of struggles for social justice and against power inequalities.
