Samagra Jan Utthan Kendra (All People's Development Center, APEC) is a non-profitable social development & humanitarian organization. APEC was legally established in 2002 A.D. by an intellectual and youth group in Lahan, Siraha, Nepal. The organization's main vision is to create a society that upholds human rights and justice for all through peaceful and cooperative social mobilization. APEC's mission is to promote the establishment of an equitable, self-reliant, and developed peaceful society where everyone has equal access to opportunities and human rights. APEC has been working on human right protection, civil peace service, transitional justice initiatives, GBV reduction initiatives, security & justice promotion, adolescent development, resilient development, Public Service Awareness in partnership with local government and different funding partners since its establishment in Madhesh Province. The organization works to strengthen both community demand and service providers' supply to address the voices of marginalized and deprived communities, eliminate economic exclusion and social discrimination, strengthen human rights, increase access to justice, and promote civic engagement for inclusive development.
Samagra Jan Utthan Kendra has announced the vacancy for the below positions for qualified, dynamic, and motivated Nepali citizen under "Bright future: Empowered Children, Adolescents and Youths (CAY)" project supported by the Plan International Nepal, is designed to enhance Adolescent and young people especially Young women are empowered to break the cycle of child marriage and poverty to enjoy their rights. The project is implementing in Siraha district.
NOTE: These all positions are Subject to contingent upon the availability of funds.
1. Project Coordinator – 1
Job Title: Project Coordinator
Reports to: Executive Director/ Project Specialist Plan International Nepal
Supervises: MERL & Knowledge Management Officer, Field Supervisor, Project Staff.
Duty Station: APEC Office (with travel as required)
Purpose of the Position
To provide overall leadership, coordination, and management of the “Bright Future” project, ensuring effective implementation of activities aimed at empowering adolescents and youth-especially girls and young women-to challenge child, early and forced marriage (CEFM) and improve economic opportunities.
Major roles and responsibilities:
A. Program Management
- Develop a project operational calendar highlighting key milestones and financial projections
- Conduct market assessments, and opportunity mapping to identify viable enterprise and skills options for young people especially young women in project area.
- Identify project participants as per criteria of the project.
- Assessment and maintain harmony to private service provider and market driver for linkages and resource leverage to youth and women entrepreneurs.
- Facilitate access to grants, seed funding, and youth-friendly financial services.
- Ensure program quality implementation and achieve good result
- Ensure to include cross-cutting themes to contribute to project goal
- Identifying potential risks, developing mitigation strategies, and effective risk management in place
- A strong financial and supply chain management leadership to manage projects effectively and stewardship principles adhere well.
- Facilitate meaningful engagement and mobilization of private-sector actors in enterprise development initiatives.
- Connect enterprises to lead firms, cooperatives, aggregators, suppliers, and buyers.
- Identify and broker partnerships with local market actors, BFIs/MFIs, cooperatives, chambers of commerce, and business service providers.
- Support linking youth businesses to digital marketplaces and e-commerce channels.
- Facilitate networking, peer-learning, and knowledge-sharing among youth-led enterprises.
- Ensure timely, efficient, and quality delivery of planned activities in line with approved plans and budgets.
- Lead planning, implementation, and monitoring of all project activities in line with approved work plans and budgets.
- Ensure project outcomes related to social norm change and youth economic empowerment are achieved.
B. Team management and Capacity building
- Support implementing partner and respective local government for regular monitoring providing technical support.
- Coordinate and support for joint monitoring of local stakeholders and political leaders as applicable.
- Lead the team to manage the provided resources in an efficient and responsible manner
- Guide the team in achieving community empowerment and promote sustainability drivers.
- Demonstrate strong leadership to coach, mentor, and guide the team in delivering their plan/tasks
- Conduct regular capacity assessments of the project team and provide needful support to demonstrate better leadership
- Support team in best utilizing the provided digital platforms to input correct data and regular review and analysis of the data and information
- Strongly lead the team in maintaining integrity in data and information management
- Manage effective communication and coordination with staff, local government, and funding partners as well.
- Capacity building of team and delivery different soft skills trainings in the community
C. Coordination and Collaboration
- Collaborate with TVET schools/institutions, industries, Technical Training Providers (TTPs) to run market driven and practical skills development trainings.
- Coordinate with stakeholders like Child right committee, child club, municipalities, DCC, AKC, TTPs, Cottage industries, CTEVT, ministries, private sectors along with Child Networks,
- Coordinate with Local government to review policies, guideline and budget allocation based on Ending child marriage strategy of Nepal’s government
- Build network with likeminded organizations, networks, government agencies working in the sector of livelihood and child marriage to promote resource sharing at palika/district/province level.
- Organize stakeholder meeting, share the project progress and collect feedback throughout the project cycle
- Represent project in different forums and collaborate accordingly in common issues.
- Lead planning, implementation, and monitoring of all project activities in line with approved work plans and budgets.
- Ensure project outcomes related to social norm change and youth economic empowerment are achieved.
- Ensuring effective delivery of activities agreed to achieve the result.
- Ensure budget expenditure in cost effective way follow up financial rules and regulations of organization.
- Diligently perform duties assigned by the organization in support of institutional campaigns.
D. Monitoring Evaluation, Reporting and Documentation
- Conduct field visit and provide support to team accordingly to effectively implementation.
- Ensure quality program deliverance in coordination with subordinates and Plan International Nepal.
- Prepare Periodic Reports as per compliance and requirements.
- Prepare case stories and documentation of project’s challenges and learnings.
- Accept and do other responsibility as per the need of project and organizations.
- Prepare monthly, quarterly progress report, database, event report.
- Ensure timely and quality narrative and donor reports.
- Work closely with MERL Coordinator to use data for adaptive programming.
- Ensure safeguarding, accountability, and inclusion standards are upheld.
E. Communication
- Maintain regular working relationships with local level and Stakeholders.
- Maintain clear and specific communication strategies of project implementation to relevant.
- Undertake any other relevant responsibilities assigned by APEC.
- Required Qualifications & Skills
- Master's Degree in the given sector, management, social science, or Development Studies, or related field.
- 5 years of working experience in TVET, Enterprise Development, Livelihood, Private Sector Engagement and humanitarian projects.
- Work base learning, on farm and off farm enterprise, climate sensitive livelihood (Vocational) Strong coordination skill, report writing, and facilitation skills.
2. MERL & Knowledge Management Officer -1
Job Title: MERL & Knowledge Management Officer
Reports to: Project Coordinator
Duty Station: APEC Office (with field visits)
Purpose of the Position
To design and manage Monitoring, Evaluation, Research, Learning (MERL), and knowledge management systems that track progress, measure impact, and promote learning across the project.
Major roles and responsibilities:
A. MONITORING
- Support to update project participants’ information regularly in an online system (developed by Plan International Nepal) to track all project beneficiaries
- Monitor project activities, and produce and submit a monthly report
- Carry out the regular monitoring and provide the feedback in time to project team
- Carry out the quality outcome and quality monitoring and submit reports
- Prepare human centric case story, develop project impact videos and capture good photos
- Perform regular field visits to ensure the quality of data collected by project/program staff and verify the accuracy of reported data
- Maintain project database including relevant documents and reports
- Support in income and employment verification of project participants
- Support and facilitate project related surveys, studies and assessments
- Support the project team to ensure accountability and Safeguarding Children and Young People (SCYP)
- Develop learning log sheet and update regularly
- Work closely with MERL team of Plan International Nepal and perform the act as per need
B. EVALUATIONS
- Collect and collate secondary data from various sources in working districts and municipalities for the purpose of assessments, baseline surveys, and evaluations- as per the requirement of Plan International Nepal
- Take the lead role in coordination, communication, and getting necessary approval from local government authorities regarding baseline surveys, evaluations, and special research/studies
- Provide necessary information to the project team during the time of DPAC (district project advisory committee) meeting.
- Support project teams to draw key learning, good practices, and significant case stories from and share with senior management of the organization as well as Plan International Nepal.
- Prepare monthly, quarterly report, database, event report.
- Ensure timely and quality donor reports.
C. Learning & Adaptive Management
- Facilitate reflection and learning sessions with project staff and stakeholders.
- Support evidence-based decision-making and adaptive programming.
- D. Knowledge Management
- Document best practices, success stories, case studies, and lessons learned.
- Support knowledge sharing with partners, donors, and communities.
E. Data Quality & Reporting
- Ensure data quality, ethical standards, and confidentiality—especially when working with adolescents.
- Contribute to donor reports with strong evidence and analysis.
- Required Qualifications & Skills
- Bachelor’s degree in social science/ development studies/ statistics or related field (Master’s preferred).
- Social works in the field relevant to M&E At least 3 years of experience working with I/NGO in the field of monitoring, evaluation, and accountability including depth knowledge of the GESI sector.
- Strong data analysis, report writing, and facilitation skills.
3. Admin and Finance Officer – 1
Job Title: Admin and Finance Officer
Reports to: Project Coordinator
Duty Station: APEC Office
Purpose of the Position
To ensure efficient financial management, administrative support, and compliance with organizational and donor policies for the project.
Major roles and responsibilities:
A. Financial Management
- Prepare, review, and monitor project budgets in coordination with Program Coordinator and Executive Director.
- Responsible for accounting of all incoming and outgoing financial transactions and ensure all the payments are made following proper financial procedures.
- Review and check all the financial documents, bills and supporting documents before submitting administrative and program expense statements, making payments to the employees and other third parties
- Maintain accurate financial records, vouchers, and documentation for all project expenditures.
- Process payments, reimbursements, and ensure timely salary disbursement to staff.
- Monitor and report on budget utilization and variances regularly.
- Ensure compliance with organizational financial policies and donor guidelines.
- Assist in internal and external audits and provide required documents.
- Track the Issuance and settlement of employee advance and ensure all the advance are settled timely.
- Create and update the cost sharing table amongst projects, and ensure that all office expenditures are allocated fairly and consistently among all of the available projects.
B. Administrative Management
- Maintain official project records, correspondences, and documentation.
- Ensure proper filing and documentation of contracts, agreements, and administrative records.
- Support logistics arrangements for meetings, workshops, and training sessions.
- Maintain inventory of office and project assets, and ensure proper utilization and safeguarding.
C. Reporting
- Produce monthly financial reports package reviewing bank reconciliation, accounts payables & receivables and ensure that spending is done in-line with approved budget.
- Prepare cashflow (liquidation plan) by coordinating with program coordinator and request fund transfer to ensure adequate supply of funds. Participate in establishing procedures and forms for request and the issue of funds for program needs.
- Provide financial analysis to the project lead including the board with burn rate and phasing.
- It is the is the responsibility to make sure that all financial documents are kept safe and secure moreover maintain an external backup of all financial data on a regular basis.
- Provide timely financial updates to Program coordinator, Executive Director and donor as required.
- Maintain transparency in all financial and administrative processes.
D. Procurement and Compliance
- Manage procurement processes following organizational policies.
- Ensure compliance with financial, HR, and administrative guidelines.
- Maintain contracts and agreements with suppliers and service providers.
- Preparation and administration of payroll adhering to the required compliance.
- Support and act as finance representative for procurement committee to prepare procurement plan and facilitate to perform procurement process adhering procurement policies and guideline.
- Be familiar with and are updated on partnership compliance, Local/National Laws and Tax regulations of the Government of Nepal.
E. Coordination
- Liaise with partner organizations, local government, and relevant stakeholders regarding financial and administrative matters.
- Support project staff in financial and administrative queries.
- Provide guidance on finance-related procedures to field staff.
- Any transactions that are doubtful or suspicious (by employees, organization, or other linked parties) should be reported through the adequate reporting channel.
Required Qualifications & Skills
- Bachelor's Degree of Commerce, Business Studies or Equivalent or Master's Degree in Finance/Accounting.
- Equivalent, preferred Minimum 3 years of experience in independently handling budgeting, financial accounting, planning, analysis, Procurement Management/Finance/ Office Administration in I/NGO and preferably within the Plan's project.
4. Field Supervisor
Job Title: Field Supervisors (Protection)-1
Reports to: Project Coordinator
Duty Station: Working Municipality field area.
Purpose of the Position
To oversee day-to-day field implementation of project activities, ensuring meaningful participation of adolescents, youth, families, and communities in efforts to prevent CEFM and promote economic empowerment.
Major roles and responsibilities:
- Prepare, compulsorily, the monthly action plan of the allocated program, take approval from the project coordinator and accomplish the project accordingly.
- Facilitate and provide Protection related training and aware on Positive Parenting, Child Protection and youth related issues.
- Formation of Adolescent club in coordination with local government and support in the campaign led by the club.
- Organize awareness raising activities/orientations to prevent child marriage.
- Encourage/ensure active participation of adolescents and youths in campaigns. Facilitate dialogue between youth, adolescent’s community leaders, social /religious leaders to end child marriage
- Work closely with local government to declare child marriage free palika /ward
- Collect and document successful stories, data of project participants/beneficiaries.
- Advocate for the need of program and budget to act against child, early and force marriage with local government through local level planning process.
- Support in implementation of Project with quality and timely completion.
- Ensure safe, inclusive, and youth-friendly spaces for adolescents and young people.
- Support collective actions and community-led initiatives against harmful norms.
- Identify and mobilize the resources relating to enterprises in Coordination with Palika and PC.
- Inform, written or verbally with reasons, the project coordinator if any unfavorable situation occurred during the course of the implementation of the proposed program.
- Keep a record and provide a record to the project coordinator about every project in the respected area of child protection.
- Conduct each and every allocated project and training in the respective area as per the approved plan.
- Routinely submit a monthly work progress report and field report of the respective duty station to the project coordinator.
- Collect field data and reports in coordination with the MERL Coordinator.
- Identify challenges, risks, and success stories from the field.
- Ensure child and youth safeguarding policies are followed at all times.
- Report and respond appropriately to protection concerns.
Required Qualifications & Skills
- Intermediate level in Social Science and related faculty.
- 3 years of work in Child Protection and Social Protection or related work(Competent candidates from local areas will be highly prioritized.
- Strong facilitation, communication, and problem-solving skills.
- Experience addressing CEFM or gender norms is an advantage.
5. Field Supervisor
Job Title: Field Supervisor (Livelihood) -1
Reports to: Project Coordinator
Duty Station: Working Municipality (Field area)
Major roles and responsibilities:
- Prepare, compulsorily, the monthly action plan of the allocated program, take approval from the project coordinator and accomplish the project accordingly.
- Support selection of young people for the soft skills and vocational skills development trainings.
- Facilitate Life skills trainings
- Facilitate for preparation of Business Plan of every training participant and regular follow up of progress
- Provide hands-on support in business planning, bookkeeping, and troubleshooting.
- Link project participants with buyers, suppliers, cooperatives, and traders.
- Support to link project participants with employers for the job placement.
- Identify and mobilize the resources relating to enterprises
- Update regular income tracking of all employed and self-employed young people. Coordinate with local level stakeholder i.e. Palika, micro enterprise development unit, social development unit, TTPs and other as per need.
- Facilitate the Micro Enterprise Development Training/ Start and Improve Your Business- TOPE/TOSE/TOEE/TOGE training
- Regular follow up and home visit of project participants
- Career counselling and motivation for ME and VTs
- Inform, written or verbally with reasons, the project coordinator if any unfavorable situation occurred during the course of the implementation of the proposed program.
- Keep a record and provide a record to the project coordinator about every project in the respected area of child protection.
- Conduct each and every allocated project and training in the respective area as per the approved plan.
