Terms of Reference for Refresher Training Consultant
(Consultancy services to facilitate Refresher Training on counselling and extending support, and referral services for the clinical and legal prosecution as required (Counselling Refresher Training focused) for CRC members (teachers))
Introduction:
TUKI Association Sunkoshi (TUKI) is a member-based, non-governmental, non-profit organization that was registered in the District Administration Office of Sindhupalchok in 1992. It is associated with the Social Welfare Council. Tuki believes that local community people are the experts in their area and, as such, are valuable resources for identifying problems and developing solutions. Tuki assists the process and provides technical assistance for developmental interventions, assuring community involvement and local resource mobilization. Tuki Association Sunkoshi (TUKI) benefits from its members' extensive experience in scaling up agriculture, health, education, nutrition, water, sanitation, and livelihood improvement in rural areas in the Sindhupalchok district. Every day, and especially during times of crisis, we do whatever it takes to impact children's lives and the future we share.
TUKI Association Sunkoshi (TUKI) is implementing "Promoting Gender Equality and Safety in School" (PGESS) Project in twelve schools of Sunkoshi RM of Sindhupalchowk district with financial support of ChildFund Korea and technical support of ChildFund Japan. This project is intended to reduce school related gender-based violence at school and community level.
Context:
In Nepal, children face various forms of physical, emotional, and sexual violence, occurring in various settings such as homes, communities, schools, public spaces, and the internet. Victims include parents, teachers, friends, and neighbors. The frequency and severity of violence depend on factors such as gender, age, ethnicity, socioeconomic status, and physical and mental health. School Related Gender-Based Violence (SRGBV) is a severe form of violence, involving threats or acts of sexual, physical, or psychological violence in schools and around millions of children worldwide. This violence can hinder students' performance, lower their cognitive and behavioral development, and increase drop-out rates. SRGBV is a result of gender norms and stereotypes, enforced by unequal power dynamics between men, women, students, teachers, parents, children, and policymakers. School Related Gender Based Violence (SRGBV) is a prevalent issue in Nepal, affecting children's physical and mental health, education, and overall development. Factors such as socio-economic, cultural, environmental, and political circumstances influence these risks. Reducing SRGBV is crucial to address gender disparities in education, negative impacts on learning, psychological and emotional well-being, creating safe learning environments, and promoting gender-equitable attitudes. To contribute in addressing the issues, Tuki Association Sunkoshi (TASK) is implementing Promoting Gender Equality and Safety in School (PGESS) Project in Sunkoshi Rural Municipality. “Girls and other vulnerable children (Dalit/Disabled/Boys) at 12 secondary schools of Sunkoshi RM fully realize their education rights being free from any forms of violence (including SRGBV) and discrimination” is the overall goal of the project.
Teachers must have a deeper understanding of the rights of children, as stated in the Convention on the Rights of the Child (CRC), including participation, education, and protection. They're required to be informed on the legal system in Nepal, including its laws regarding child abuse and gender-based issues related to students. Understanding the context is necessary to successfully address child rights, SRGBV cases, and trauma of children because sociocultural norms play a role in these cases. Focusing on the need for Refresher Refresher Training in order to create safe environments and understand the effects of trauma on children. They may require counseling technique Refresher Refresher Training in order to recognize warning signs of abuse, GBV issues, indifference, legal responsibilities, and reporting procedures. The real-time basic counselling support service should be provided by trained teachers to the survivor students. By establishing counseling skills such as attentive listening, empathy, and non-judgmental support, they will be capable of providing psychological support, developing connections with students, providing access to counseling materials, and assisting with legal issues. They would be aware of the ethical concerns regarding student support and counseling, such as confidentiality.
Thus, Tuki is seeking consultancy services from interested, qualified, and competent organizations, consultancy firms, and individuals to facilitate 4 days of Refresher Training on counselling support for those school teachers who have trained on basic psychosocial counselling support. This Refresher Training will be instrumental in enhancing their skills and knowledge on counselling skills and equipping them with effective strategies in providing counselling support to the traumatized students. The strategies of the Refresher Training are to sharpen the knowledge and skills of teachers of the Complaints Response Committee to reduce school-related gender-based violence at school, and problems of children will be solved within the school premises.
The overall purpose of this Refresher Training is to support addressing the issues faced by CRC focal teacher the while providing counseling, support, and referral services, preparing survivors for legal prosecution and handling sensitive situations, focusing on child rights, GBV Issues and collaboration.

All information related to this Refresher Training on counselling and extending support to CRC members (teachers) will remain the property of TUKI. Except for purposes of this assignment, the information will not be disclosed to the public nor used in whatever without written permission from TUKI.
Terms of Payment:
Tuki Association Sunkoshi (TUKI) will make payment of the contract amount in cheque to the consultant within one week after the completion of the assignment and submission of the payment request letter, invoice, and a complete set of Refresher Training report from the consultant. The applicable taxes will be deducted at source according to tax policy of the Government of Nepal. The consultant can receive the tax deposit slip from TUKI.
