Terms of Reference (TOR) for Early Childhood Development Training Consultant/Trainer
(The consultancy services to facilitate Early Childhood Development (ECD) training for ECD facilitators)
1. Introduction:
Prayatnashil Community Development Society (PRAYAS Nepal), Dhading is a non-governmental organization dedicated towards quality education, livelihood, good governance, inclusive and well-being of poor Nepalese people. PRAYAS Nepal focuses on child, women, marginalized and rural communities by setting holistic development goals in creating transformed and interdependent society. PRAYAS Nepal envisions a new Nepal by positive transformation of socio-economic aspect of society and individual through capacity enhancement and optimum utilization of local resources. PRAYAS Nepal has been working with government & non government partners since its establishment.
2. Context:
PRAYAS- Nepal, with financial support from ChildFund Japan Nepal Office is implementing Securing Access for Education (SAFE) project in Dhading district. In the same regard, it is going to conduct a 7 days training focusing to Early Childhood Development (ECD) Facilitators. The anticipated training aims to enhance the capacity development of ECD facilitators on Early Childhood Development Curriculum, ECD Minimum Standard, Early Learning and Development Standard as recommended by government of Nepal for functioning ECD Center.
3. Objectives of the assignment
The overall purpose of the training is to facilitate 7 day training to ECD facilitators of project area. So, design the training content and facilitate it accordingly for enhancing the capacity of 23 ECD facilitators from ward number 6, 8 & 10 of Benighat Rorang Rural Municipality, Dhading. The specific objectives are as follows.
- Have a better understanding on ECD Curriculum and Child Psychology, different learning aspects, skills and methodologies to facilitate ECD classrooms.
- Develop learning materials for the children and transfer those ideas using available resources and materials for student learning.
- Assist creating positive and entertaining classroom environment of ECDs.
4. Scope of the consultancy services are:
The assignment is assumed to be carried out based on these following terms;
- Prepare training content consulting with PRAYAS-Nepal SAFE Project team.
- Prepare seven days basic ECD training content and facilitation schedule.
- Develop training materials and take responsibility for handling the entire training sessions.
- Deliver training in a participatory way by realizing the gravity of cultural sensitivity.
- Pre and post evaluation of the training.
- Submission of the training completion report to PRAYAS-Nepal.
5. Methodology (proposed)
To increase the effectiveness of the training, the following methods to be used:
- Plenary presentation
- Group and games exercise
- Group interaction
- Open discussion
- Learning and experience exchange
- Role playing
- Exposure visit
- Materials development, etc.
6. Role and Responsibility of the Trainer and PRAYAS Nepal
Trainer:
- Develop and submit a concept note along with work plan to PRAYAS Nepal.
- Participate and contribute to preparatory discussion meetings with PRAYAS Nepal and ChildFund Japan Nepal Office team to discuss training objectives, time, and contents, etc.
- Follow the purpose and training objectives while designing the contents and during delivery of the training.
- Develop complete ECD training content based on expectations shared by PRAYAS- Nepal.
- Submit final training schedules before delivery.
- Deliver training in a participatory way by realizing the gravity of cultural sensitivity.
- Provide pre and post-tests sheet to PRAYAS Nepal before applying contents and methodologies during the training to measure level of participants.
- Submit an assignment completion report to the PRAYAS Nepal.
PRAYAS Nepal:
- Provide training objectives and background notes to the trainer.
- Logistic arrangement for the training venue, participants, and trainer,
- Necessary guidance to the trainer to travel training venue.
- Arrange required stationery and training materials according to list provided by trainer.
- Provide participants expectations compiled sheet of training to the trainer
- Provide timely remuneration to the trainer.
- Provide necessary guidance and feedback when needed.
7. Training Evaluation
- Pre and post test
- Feedback sheet
8. Applications will only be considered if they include all of the following items (CVs alone are not acceptable)
- Profile of the trainer firms with trainer CV/or CV of Individuals
- Training conduction schedule
- Financial proposal
- Credentials/Academic Certificates of consultant
- Samples of completion report of similar work.
- A copy of firm/company registration with renewal document
- A copy of PAN/VAT registration
- A copy of the current fiscal year’s tax clearance
9. Essential skills and qualification of the Trainer
- Master’s Degree in ECD, Inclusive Education or Equivalent.
- At least 5 years professional experience in design and delivering training on ECD facilitator's training.
- Strong professional experience and capacity in teaching/ learning material design and classroom management at ECD and basic school level and teacher counseling.
- Capable enough to work independently.
- Familiar with current government provisions, policy and guideline on ECD.
- Proven ability to conceptualize, innovate, plan, and execute ideas for ECD facilitator professional development.
- Demonstrated ability to work in a diverse and multi-cultural environment and establish harmonious and effective working relationships with training participants.
10. Trainer Service Schedule and Timeline
Detailed action plan of consultancy service to deliver ECD training will be defined after selection of Trainer. Below is a provisional plan, which will be adjusted with mutual understanding between the trainer and PRAYAS Nepal:

11. Application Submission Process
- PRAYAS Nepal is inviting applications from qualified companies/firms, motivated candidates who are interested to submit a cover letter, their company profile with updated CVs of trainer, financial proposal, PAN/VAT registration, academic qualifications and a copy of national ID card or passport, all that should be addressed to email account of PRAYAS Nepal prayashnepal@gmail.com by 05 December 2023.

13. Terms of Payment
The remuneration of the trainer will be made once the training completion report is submitted. PRAYAS Nepal will make payment of the contract amount in cheque to the trainer within one week after the completion of assignment and submission of payment request letter, invoice, and complete set of training report from the trainer. The applicable taxes will be deducted at source according to tax policy of government of Nepal. The trainer can receive the tax deposit slip from PRAYAS-Nepal.
