World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working for transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sectors with primary focus on the causes of vulnerability. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, Jumla, Kailali, Achham, Doti, Bajhang, Kanchanpur, Dailekh, Jajarkot and Banke across seven provinces of Nepal. It has three technical programmes namely Nutrition Resilience & Livelihood (NRL), Inclusive Quality Education (IQE) and Protection and Community Engagement Sponsorship Programming (PCESP) with Gender Equality, Disability and Social Inclusion (GEDSI), along with Disaster Risk Reduction and Climate Change Resilience as crosscutting agendas contributing to the well-being of children.

The Community based Disaster Risk Reduction (CBDRR) project is designed to address problems & needs identified in Achham and Kailali districts in Disaster Risk Reduction (DRR) in consultation with Local Governments (LGs), District Administration Office (DAO), District Disaster Management Committee (DDMC), Local Disaster Management Committee (LDMC), Department of Hydrology and Meteorology (Kohalpur Banke), community people, and Non-Governmental Organizations (NGOs). The Project shall be implemented in partnership with Partner NGOs (PNGOs) and in close coordination with LGs especially with DDMC, District Coordination Committee (DCC), LDMC, elected representatives, governmental officials, and community people including representatives from medias.

The project aims to enhance the resilience of vulnerable communities in the Karnali, Mohana, and Kandara river basins by strengthening community capacities, promoting climate-resilient practices, improving financial coping mechanisms, and supporting disaster-resilient infrastructure and lifesaving materials for extremely vulnerable households. It also strengthens local disaster management systems by supporting the establishment of Local Emergency Operation Centers (LEOCs) in five local levels.

To support this initiative, WVI Nepal invites proposals from qualified consulting firms or individuals for a consulting assignment. The consultant will provide training and support to partner NGOs, focusing on policy formulation, governance strengthening, and funding diversity to enhance their capacity for sustainable impact

In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur - 13, invites interested consulting firms or VAT registered individuals to submit proposals for a consulting service.

Deliverables:

List of deliverables the consultant has to produce and submit as a part of the service. This may include:

  • An inception report with tools (questionnaire and guidelines in English and Nepali), a detailed plan for field work implementation and data analysis plan
  • Enumerators’ training completion report including details of participants, schedule, issues, challenges, mitigation plan, and Monitoring plan.
  • Qualitive findings summary from each group (including Recording, Translation, and transcript).
  • Cleaned and labelled quantitative dataset (with all label and syntax)- all surveys
  • A comprehensive draft report including an executive summary in an agreed format. (The format will be discussed later but may not exceed 30 pages excluding annexes.)
  • A final endline evaluation report incorporating feedback from WVI Nepal in an agreed format.
  • A study summary brief with info graphics (3-4 pages)
  • A presentation to WVI Nepal (using PPT) for sharing study and findings.

Bidding Process:

A complete study proposal comprising separate technical and financial proposals is required. The proposal should clearly respond to the scope of work and include a brief literature review, detailed methodology, survey instruments, and a comprehensive work plan.

The method of selection shall be Fixed Budget Selection with Highest Technical Score. Bidders are required to align their financial proposals within the stipulated budget ceiling, inclusive of all applicable taxes. Any proposal exceeding a variance of 10% from the approved budget ceiling shall be deemed non-responsive and will not be considered for further evaluation.

Consultant Qualifications:

The expected qualifications and competencies required for the lead consultant include:

  • Have more than 5 years of experience on carrying out assessment, research and studies in development sectors, DRR -preferably of MOFA Japan funded projects.
  • Demonstrated experience in study design using methodological variation, varied tools and data analysis.
  • Expert in research, project evaluation, Monitoring & Evaluation methodologies
  • Experience of using advanced statistical tools (e.g. STATA, SPSS etc) and mixed method approaches.
  • Strong command of qualitative tools development. Strong skills in quantitative data analysis with statistical knowledge and expertise.
  • Ability to facilitate discussion to reach conclusions through a rigorous analysis of evidence.
  • Experience in working on cultural, humanitarian, and related social issues.
  • Experience in gathering and systematizing large amounts of data;
  • Experience in working on cultural, humanitarian and related social issues.
