World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working for transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sectors with primary focus on the causes of vulnerability. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, JumlaKailali, Achham, Doti, Bajhang, Kanchanpur, Dailekh, Jajarkot and Banke across seven provinces of Nepal. It has three technical programmes namely Nutrition Resilience & Livelihood (NRL), Inclusive Quality Education (IQE) and Protection and Community Engagement Sponsorship Programming (PCESP) with Gender Equality, Disability and Social Inclusion (GEDSI), along with Disaster Risk Reduction and Climate Change Resilience as crosscutting agendas contributing to the well-being of children.
World Vision International Nepal (WVI Nepal) marks a significant milestone in 2026, celebrating 25 Years of Impact (2001-2026) in partnership with children, families, communities, government institutions, donors, interfaith leaders, and development partners across Nepal.
In 2026, WVI Nepal will commemorate 25 Years of Impact (2001–2026), marking a significant milestone in its journey of transforming the lives of vulnerable children and communities across Nepal. To celebrate this milestone and showcase the impact, legacy, partnerships, and future aspirations of the organization. In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur-13, invites qualified VAT-registered consulting firms to submit separate technical and financial proposals and submitted in accordance with the specifications and requirements outlined in TOR and Annexes.
Bidding Process:
A complete event proposal, comprising separate technical and financial proposals, is required. The proposal must clearly address the understanding of the assignment, proposed methodology and approach, initial creative concepts, work plan and timeline, team composition plan in accordance with the (TOR)
Bidders shall submit one email containing two separate files: a Technical Proposal and a Financial Proposal.
The attached files must be named as follows:
- [OrganizationName]_TechnicalProposal_RFP_25years of Impact
- [OrganizationName]_FinancialProposal_RFP_25years of Impact
The file names must clearly include the name of the organization and identify whether the attachment is the Technical Proposal or the Financial Proposal.
Evaluation Method
The method of selection shall be Quality and Cost Based Selection (QCBS), with a weight distribution of 70% for the Technical Proposal and 30% for the Financial Proposal, in accordance with the Terms of Reference. Only proposals achieving a minimum technical score of 60% shall be considered for financial evaluation. The contract shall be awarded to the bidder obtaining the highest combined weighted score based on the technical and financial evaluations.
Full acceptance of WVI Nepal's Child & Adult Safeguarding Protocols and the Contract General Terms and Conditions (GTC) is a mandatory requirement and shall not be excluded, regardless of the nature of the services required. Non-acceptance of the GTC and/or the Child & Adult Safeguarding Protocols may result in the rejection of the proposal.

Clarifications
Any requests for clarification should be sent by email to npl_supplychain@wvi.org. Any clarification issued by WVI Nepal will be shared with all prospective bidders to ensure fairness and transparency.
Special Instructions to Interested Bidders:
- The final deadline for the submission of the quotation is 2 August 2026, End of the day. The quotation shall be submitted via email to npl_scmbid@wvi.org Proposals received after the specified date and time of the invitation will not be considered.
- Please be guided by the attached Request for proposal while preparing your offer.
- Submission of company registration certificate, VAT/PAN certificate, and copy of latest tax payment certificate are required.
- Quoted rates should be inclusive of all VAT, taxes and other necessary costs if required. Applicable Taxes will be deducted at source as per Government of Nepal Rules & Regulations.
- WVI Nepal shall be under no obligation to procure the least cost offer. WVI Nepal reserves the right to accept or reject any bid or to cancel the bidding process and reject all bids, at any time prior to the award of the contract, without assigning any reasons whatsoever and without thereby incurring any liability to the affected Bidder or Bidders.
- WVI Nepal reserves the right to seek clarifications from bidders regarding any aspect of their proposals and, where deemed appropriate, to negotiate the technical, financial, or contractual terms prior to contract award.
- The contract will be awarded in accordance with the criteria outlined in the Terms of Reference (TOR), and the successful bidder/(s) will be notified at the earliest date possible.
- Payment will be made within 30 days after receipt of goods, successful inspection and approval by the technical supervisor, and submission of an undisputed invoice. If there shall be any objections or specific expectations regarding payment terms, please state them in writing. Payment will be processed via online bank transfer in favor of your company.
