World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working to transforming the lives of vulnerable people and disaster affected communities in Nepal since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sector. Currently, WVI Nepal has long-term development programmes in different program area of 17 districts across 7 provinces. The major projects are concentrated on supporting for well nourishment of children, their protection from different forms of violence, and improve learning outcome of children targeting the most vulnerable. 

School feeding programmes are globally recognized as an important intervention for improving child nutrition, educational participation, learning outcomes, and social protection. In Nepal, the School Mid-Day Meal Programme has evolved from a food assistance programme supported by the World Food Programme (WFP) into a nationally owned intervention implemented by federal, provincial, and local governments. Recent reforms have increasingly promoted the Home-Grown School Feeding (HGSF) approach, which links schools with local agricultural production systems and community-based food supply chains. WFP evaluations and Government of Nepal initiatives have demonstrated positive contributions of school meals toward school enrolment, attendance, attentiveness, and food security among vulnerable households while strengthening community participation and local food systems. Despite these achievements, available evidence reveals several implementation gaps. Existing literature identifies concerns related to nutritional adequacy, dietary diversity, food quality, menu planning, food safety, kitchen infrastructure, hygiene standards, monitoring systems, and sustainability of local government-led implementation. Evidence on student satisfaction, local procurement practices, seasonal food utilization, and perceived health outcomes remains limited. Furthermore, the increasing presence of commercially available junk foods around schools may undermine nutritional objectives. Existing studies also indicate that food preparation and hygiene practices remain inconsistent across schools, with significant variation in infrastructure and management capacity.

As local governments assume greater responsibility for financing and implementing school meal programmes, there is a need to generate evidence on programme effectiveness, implementation quality, governance mechanisms, and opportunities for strengthening nutrition-sensitive school systems. World Vision Nepal therefore intends to undertake an assessment of school meal programmes in selected programme areas to generate evidence for programme design, policy engagement, advocacy, and local government strengthening.

In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur-13, invites qualified consulting firms or VAT-registered individual consultants to submit seperate technical and financial proposals must be prepared and submitted in accordance with the specifications and requirements outlined in Annexes.

Bidding Process:

A complete study proposal, comprising separate technical and financial proposals, is required. The proposal must clearly address the scope of work, methodology, deliverables, proposed instruments, and a comprehensive assignment implementation plan in accordance with the (TOR)

Bidders shall submit one email containing two separate files: a Technical Proposal and a Financial Proposal.

The attached files must be named as follows:

• [OrganizationName]_TechnicalProposal_RFP_SchoolMeal
• [OrganizationName]_FinancialProposal_RFP_SchoolMeal

The file names must clearly include the name of the organization and identify whether the attachment is the Technical Proposal or the Financial Proposal.

The method of selection shall follow the Fixed Budget Selection method, with the contract awarded to the bidder achieving the highest technical score, in accordance with the Terms of Reference. Proposals with a financial offer exceeding a ±10% variance from the stipulated budget ceiling will not be considered for further evaluation.

Full acceptance of WVI Nepal's Child & Adult Safeguarding Protocols and the Contract General Terms and Conditions (GTC) is a mandatory requirement and shall not be excluded, regardless of the nature of the services required. Non-acceptance of the GTC and/or the Child & Adult Safeguarding Protocols may result in the rejection of the proposal.

Terms and Conditions:

1. Proposals received after the specified date and time of the invitation will not be considered.
2. Submission of company registration certificate, VAT/PAN certificate, and copy of latest tax payment certificate is required.
3. Quoted rate should be inclusive of all VAT, taxes and other necessary costs if required. Applicable Taxes will be deducted at source as per Government of Nepal Rules & Regulations.
4. WVI Nepal reserves the right to accept or reject any bid or to cancel the bidding process and reject all bids, at any time prior to the award of the contract, without assigning any reasons whatsoever and without thereby incurring any liability to the affected Bidder or Bidders.
5. The contract will be awarded in accordance with the criteria outlined in the Terms of Reference (TOR), and the successful bidder/(s) will be notified at the earliest date possible.
6. Payment will be made within 30 days after receipt of goods, successful inspection and approval by the technical supervisor, and submission of an undisputed invoice. If there shall be any objections or specific expectations regarding payment terms, please state them in writing. Payment will be processed via online bank transfer in favor of your company.

• Submission deadline: 29th July, 2026 11:59 PM NPT. Bids received via any other medium or beyond deadline shall not be considered.
