The Working for Access and creation Nepal (WAC-Nepal) is an independent registered non-government and nonprofit civil society organization. It has been established on 06/08/2054 BS. The Organization is dedicated to social service through inception to till date by carrying the vision of “envisages to creating the prosperous society”. Especially WAC-Nepal implements its programs for social development and advocates to the direct participation of Children women and Deprive community (CWDs) Deprive community means Dalit, backward group marginalized/vulnerable community, isolated community etc who are behind of Development aspect of socially, economically and geography. It is very familiar NGO in Sudurpachchim province of Nepal as continue serving to target community by widening its horizon of work in coordination and collaboration with different GO/I/NGO’s focusing rural people who have lower social-economic status with facing different social illogicality/absurdities. While going ahead WAC has been playing important roles and responsibilities and possibilities for the people. In the present context of WAC Nepal, all the activities of the organization are focused on democratic exercise and organizational development of human right in participation of civil society in health, education, sustainable livelihood with covering as governance, GESI and CC/DRR as crosscutting issues.The  WAC-Nepal has been implementing the Building Hope Along the Karnali River Basin (BHAKARI) program in 3 Palikas in Achham district. This BHAKARI program has been implementing in partnership with Mercy Corps Nepal with the funding from USAID's Bureau for Humanitarian Affairs (BHA) with a goal to enhance food and nutrition security, reduce future humanitarian caseload, and improve the resilience of communities to recurrent shocks in  in the Karnali River Basin area. 

One of the components of the project is to provide emergency response to reduce harmful coping strategies and maintain food access in the immediate aftermath of localized shock management measures that take on an important role across all interventions. Therefore, to increase the ability of the participants to meet the immediate dietary requirement and increase the food production in the shock-affected regions. BHAKARI project will be conducting (i) Cash for work (ii) Unconditional cash Transfer (UCT) or Multipurpose cash assistance (MPCA) (iii) Value voucher and (iv) Agri-input voucher support.

BHAKARI Program has planned to “Users guideline on digital platform for Cash and Voucher (CVA) Assistance” .Thus WAC Nepal invites Expression of Interest (EOI)) is for the development of a users guideline on digital platform for Cash and Voucher Assistance (CVA) for the practitioners. BHAKARI is currently using Laligurans digital platform developed by Aria Technology Pvt. Ltd. for various activities involved in CVA implementation. 

2. Objective

The Overall Objective of the assignment is to support enhancement of digital cash and voucher delivery mechanisms through development of guideline that enable deployment of digital Cash and Voucher Assistance modalities that work in both online and offline settings.

The Specific Objectives of the assignment are:

  • Development of users guideline with complete package on digital CVA platform for CVA field practitioners 
    • Creating projects
    • Selecting modalities and transfer mechanism (decision making)
    • Understanding full features
    • Registration and survey 
    • Targeting 
    • Etc.
  • Align users guideline with the CVA digital platform

3. Suggested Methodology

  • Review of existing CVA implementation practices at BHAKARI
  • Key informant interviews with partner NGOs and Transfer Service Providers (TSP)
  • Undertake design and validation workshops with BHAKARI direct stakeholders
  • Testing of training manual   
  • Undertake training

4.  Deliverables 

  • Inception report with the content of the training manual and clear work plan
  • Prepare and finalize training manual 
  • Training report

5. Duration and Payment schedule

The service charge payment will be made on the basis of following schedule:

  • 60% of total contract amount upon submission of the inception report 
  • 40% of total contract amount upon submission of final deliverables

6. Quality and Experience

The applicants should have a clear understanding of humanitarian CVA with past experience of working in the humanitarian sector. The applicants should also demonstrate capacity to effectively achieve the tasks laid down in the Scope of Work, in particular experience on implementation of digital CVA transfer mechanisms.

7. Monitoring and Supervision

The consultant shall work closely with the Emergency Focal point at WAC and BHAKARI Emergency Response Cash Advisor.

8. Duration

The assignment is expected to be completed between July to September 2022.
