Introduction:

Defence Infrastructure Organization (Nepal) (DIO(N)) British Gurkhas Nepal provide technical/ engineering support to British Gurkhas Nepal in Kathmandu, Pokhara and Dharan.  The department's primary output is the delivery of new infrastructure and the management and maintenance of existing infrastructure, including electrical distribution systems, mechanical plant, water treatment facilities, boilers, heating plants and other critical life support infrastructure in support of HQ BGN in Nepal.

Job description:

Executive Officer (Local) is a senior civilian role at Band D, entrusted with the operation and maintenance of British Camp Pokhara (BCP), in close support of the Senior Estate Facility Manager. The EOL serves as the central point of contact for estate-related responsibilities, ensuring the camp remains safe, compliant, and aligned with the mission of British Gurkhas Nepal (BGN).

The role includes overseeing the management of the civilian workforce and contractors within DIO (Nepal) Pokhara and providing technical and engineering support across a range of functions, including administration, health and safety, and staff management. Additionally, the EOL acts as a vital link between military and civilian personnel, fostering effective coordination and collaboration within DIO (N).

  • Lead the team of 27 staff as necessary, while directing DIO(N) CS to perform to the best of their ability. Be capable to utilising experience, knowledge, innovation and creativity.
  • Carry out technical survey on possibility of efficient, effective and eco-friendly project works with balance of investment, e.g. payback calculation etc. Feedback to SEFM. Prepare Business Case as required.
  • Manage administration and discipline of DIO(N) CS, including contractors and casual labours.
  • Plan and support to maintain CS training program for their empowerment and development. 
  • Manage toolbox talks (part of Health and Safety) and maintain competency of the CS workforce.   
  • Manage 4Cs of Civilian staff and Contractors.
  • Undertake the role of Authorised Persons as required and appointed by Senior Estate Facility Manager (SEFM) upon competency assessment from Authorising Engineer.
  • Manage the Health & Safety matters in DIO(N) BGP.
  • Address and manage the welfare of CS workforce as required in liaison with SEFM. 
  • Manage assurance of stores accounting and Equipment Care Inspection iaw BGN UECD.
  • Manage for material stores and resources to CS for delivery and maintenance works.
  • Procure and manage appropriate safety gears and maintain safety stock at a minimum 20% to meet compliance levels.
  • Provide technical support to CS as required with experiences and knowledge for resolving the technical issues.
  • Manage Forward Maintenance Register (FMR) on M&E and B&CE tasks in BGP; as required to support Senior Estate Facility Manager (SEFM).
  • Manage Finance Forecast of the current year in BGP; as required and accurate expenditures to support Senior Estate Facility Manager (SEFM).
  • Supervise Foremen on all Planned Preventative Maintenance (PPM) and Response Maintenance (RM) tasks at BGP to support DIO MM.
  • Advise any other development plan to Senior Estate Facility Manager (SEFM).
  • Manage Safe System of Works (SSoWs) on MOD estate, including DIO(N) Action Plan as the site lead.
  • Supervise Foremen and Site Engineer. Fulfil the role of Line Manager for part of performance management for 2xForemen, 1xSite Engineer, 1xStoreman, and 1xClerk.
  • Plan and manage for all electrical and mechanical plants such as borehole, water treatment, distribution, swimming pool, boiler, heating plant and sewage treatment plant.
  • Work as Legionella competent person. Carryout Legionella risk assessment as required. Support to maintain and update Legionella Management Plan (LMP).
  • Review and update the Water Safety Plan (WSP) for BGP.
  • Co-ordinate Professional Inspections and works arising as per DE Spec 005 Schedule B such as fuels installation, mechanical equipment and installation, exhaust ventilations systems, buildings, masts, towers and any other associated assets.
  • Manage bacteriological and chemical analysis of water supplies in accordance with the parameters and frequencies laid down in the UK Water Supply Regulations and HQ BGK Water Safety Plan.
  • Support Senior Estate Facility Manager (SEFM) in his tasks.
  • Any other tasks commensurate with grade and competence, as directed by line management.

Qualifications:

  • Bachelor's degree in engineering qualification with minimum of 5 years' or 10 years with diploma in engineering (KU or TU accredited and any other equivalent reputed institute/university. And relevant training is desirable for this role to deliver the job responsibility effectively and efficiently. Qualifications are to be orientated to Civil / Construction / Electrical / Mechanical disciplines.
  • Excellent written/ spoken English and Nepali language skills. 
  • Excellent IT knowledge using MS Office tools (Including Outlook, Excel & Word)
  • Appropriate technical qualification (related to engineering discipline).

Work Experience:

  • Proven experience of 10 years with diploma in engineering or Proven Experience of 5 years bachelor's degree in engineering.
  • Previously managed a team, has previously worked in a regulation heavy role, sound technical and administrative appetite with exposure in engineering industry.
  • Familiarity with JSP375 Vol 3 Safe Systems of Work and Authorised Person duties as appointed by the Authorising Engineer.
  • Demonstrated ability to deliver responsibilities effectively and efficiently, with relevant training considered an advantage.

You will be assessed on your English language skills, appropriate technical and administrative skills and knowledge to deliver up to the highest standard through a Practical Assessment to qualify for interviews during the sifting and selection process.
