Project Title: Improving Inclusive Community Based Adaptation and Climate Resilience in four municipalities of Nepal (CBARA Project)
General Information
Handicap International (HI) is an independent, impartial international organization working to address poverty, exclusion, climate risks, and disasters. HI collaborates with persons with disabilities and other vulnerable populations to respond to their essential needs, promote respect for their dignity and fundamental rights as well as to improve their living conditions.
HI Nepal was established in 2000 under the Social Welfare Council Act. HI works through local partner organizations in remote geographic areas of Nepal focusing in thematic areas such as physical rehabilitation, inclusive education, economic inclusion emergency response, climate change and DRR. The strategic interventions are guided by the Country STRATOP (2024–2026), which focuses on: Social inclusion, Rehabilitation and health and Protection and disaster risk reduction.
Project Description
In Nepal, climate change poses greatest threat and burden to the most at risk groups people who are socio-economically disadvantaged and tend to live in disaster prone environments. Limited access and opportunities leave them unprepared in the face of disaster, resulting in the loss of human and animal lives as well as loss of properties. Therefore, Improving Inclusive Community based Adaptation and Climate Resilience in Nepal (CBARA) project was implemented with support from Ministry of Environment, Climate and Biodiversity as a pilot project in four municipalities of Nepal. The main objective of this project is to enhance climate resilience of the most at risk communities and groups, including persons with disabilities and ensure inclusive community-based adaptation approaches.
Project location:
The project covers four municipalities of Bagmati, Karnali and Sudurpaschim province in Sindhupalchok, Jajarkot and Bajura district respectively. In Sindhupalchowk, the project is implemented in Melamchi municipality, in Jajarkot with two municipalities- Bheri and Nalgad and in Bajura, Badimalika municipality.
Target Groups:
The main target group for this project are mainly those who have limited or no adaptation ability towards climate change and climate-induced hazards. The target group includes persons affected by climate extremes and disasters, persons who are at risk or survivors of violence, abuse, accident and diseases, chronically ill persons, persons with disabilities, vulnerable people including elderly, pregnant women, lactating mothers, single women/ female headed households, people living in discriminations due to socio-economic reasons like- Dalits, poor, etc.
Description of required service provision
This consultancy service requires developing a storyboard with the project team and capturing and showcasing good practices, inclusive models, and project impacts at the individual, service system and policy levels in the project implemented areas in Sindhupalchowk, Jajarkot and Bajura. This will help to understand the impact or difference brought due to implementation of the project and work done by the project.
The contents and the design of the product will be discussed and finalized between the service provider and the project team.
Scope of work
The consultant will collaborate with HI and partners to develop a storyboard and produce two engaging video documentaries. The video documentary will cover the activities of CBARA project that could be as follows but not limited to the following
- Community groups involved in VCA process- forest user groups,
- Beneficiaries of Multipurpose Cash Support activity
- Beneficiaries of Referral services
- Local small adaptation measures implemented at most vulnerable wards
- Local Stakeholders (The mayor, the deputy mayor, DRR focal person, ward chairperson)
- Activities implemented under implementation of LAPA/LDCRP activities
- Task Committee members in Nalgad (Jajarkot) and Badimalika (Bajura)
- Construction committee members in Jajarkot (Kotkhola), Melamchi and Jajarkot
- OPD members in Jajarkot and Melamchi
- Executive board member of partner organization leadership
- Project team members reflection
The specific outline for each of the two video documentary productions can be as follows. However, it will be finalized jointly by project team with service providers.
1. Video documentary on ensuring inclusive practices adapted for project activities at community level and with govermment stakeholders.

Objective of assignment
The main objective of this assignment is to produce visual documentary of the implemented project activities to
- Capture and showcase good practices, inclusive models, and project impacts at individual, service, system, and policy levels
- Provide institutional learning and for replication
Consultant Eligibility
The consultant will be responsible for ensuring the deliverable is provided timely and according to the standards set in this Terms of Reference (ToR). The expected qualifications and competencies required for the consultant and team include:
- Proven expertise in documentary production and visual storytelling, knowledge and experience in the field producing communication materials.
- Prior experience of producing content on knowledge management for development projects
- Ability to incorporate inclusive approaches and perspectives
Duration
Total duration of the work for this assignment is two weeks starting 01/02/2026.
- Expected starting date of assignment is 01/02/2026 (detail schedule based on the deliverables will be discussed and plan together between both parties).
- Final deliverables including completion report is expected to be completed by February 25, 2026.
Roles and Responsibilities
HI will allocate a maximum of 20 days for the consultant under this contract spread over the period of 26 January 2026 to 20 February 2026
- The Consultant should set up a work schedule for the performance of the service and share with HI team.
- HI team will support in providing orientation about the project and identifying the individuals and stakeholders.
- HI team with partner organizations will support in setting the date and time with identified beneficiaries and relevant stakeholders.
- Consultant will prepare the script and share with HI. Consultant to finalize the script based on the feedback received.
- Consultant to share the first draft of the documentary with HI and partner organizations for feedback collection and finalize it incorporating the feedback received.
Deliverables
Deliverable 1: Conceptualization, designing of the process and methodology as outlined in the scope of work together with HI team
Deliverable 2: Two video documentaries inclusive of right holder/stake holders and duty bearers as elaborated above covering diverse project components and inclusive voices with english sub-title and narration.
Deliverable 3: Assignment Completion Report - documentation of the process, feedback and lesson learnt.
Budget and Payment Schedule
Payment shall be done in two instalments as follows as per the deliverables submitted.
