DRC has a longstanding partnership with the Nepal Red Cross Society (NRCS) having worked closely with them for a number of years, including in response and recovery, as well as in the delivery of community preparedness, disaster risk reduction (DRR), and health. The DRC Nepal Country Strategy 2022-2025 focused on, i) Emergency preparedness and response, ii) Inclusion in DRR, iii) Climate-smart solutions, and iv) Strategic advocacy and engagement with authorities.

The Senior Advocacy, Communication and Evidence (ACE) Officer will be based in the Danish Red Cross (DRC), Nepal Country Office (CO) office located in Kathmandu, but with regular travel to project areas. The Senior ACE Officer will be expected to contribute to the objectives of the DRC Nepal Country Strategy, and support other projects as required. There will however be a specific focus on the ECHO-funded project “Strengthening Ownership and Governance in Disaster Risk Management“ (STRONG in DRM). This project is being implemented by NRCS/DRC, in consortia with Mercy Crops and Finnish Red Cross, and in partnership with the government of Nepal, civil society, and other humanitarian organisations in the Bardiya, Kailali, and Kanchanpur districts of Nepal.

The Senior ACE Officer will work under the Country Manager and will report to the ECHO Programme Manager with additional technical supervision provided by the Senior Social Protection Programme Officer. They will closely coordinate with counterparts from the NRCS departments, DRC program and support team, government authorities, and consortium partners.

Job purpose

The overall purpose of this position is to document, disseminate and promote the visibility of DRC’s work by targeting different audiences. 

Document: This position will support to document of key processes followed in DRC-supported projects, models developed, lessons learned, and evidence generated. This will be consolidated in a set of recommendations to influence the government of Nepal toward creating a favourable policy and implementation environment for mainstreaming best practices, more specifically those related to anticipatory action and shock-responsive social protection. 

Disseminate: The position will support the dissemination of evidence and progress achieved during previous and current projects with the aim of scaling up and replication. This will involve coordination with all counterparts involved in DRC-supported projects to ensure their contribution to a process of learning and documentation, including those within the IFRC/Red Cross Movement.

They will also disseminate the publications, communication products, evidence, etc. by exploring multiple social media and mass media that reach the targeted audience. The position will share these products in various networks and working groups, as well as within the IFRC/Red Cross Movement. 

Visibility: The position will support in promoting the visibility of DRC, NRCS, donors, and projects as per the necessary branding guidelines. 

In addition, the Senior ACE Officer will support as requested other DRC-supported projects / operations – if occurring, with contributions specific to his/her area of expertise. They will also work in collaboration with IFRC/Red Cross Movement counterparts in Nepal to promote a unified and consistent approach.

Job duties and responsibilities

  • Build the capacity of and support the NRCS staff and volunteers on documentation and communication. 
  • Ensure systematic documentation of project activities and progress:
  • Document the outputs of activities, the processes followed, the tools and documents developed to implement activities, and the collection of evidence.
  • Consolidate key decisions/findings/learnings into recommendations from project experiences, including study results, so they can be presented and agreed upon/validated among the key actors. 
  • Ensure that all key decisions and major recommendations resulting from project implementation processes and activities are well captured, compiled, and fed into the advocacy activities organized. 
  • Ensure proper dissemination of all the documents produced throughout the implementation of projects with relevant stakeholders upon completion and validation. 
  • Support the team to ensure the production/collection of minutes from meetings and workshops especially when these contribute to the development of tools and mechanisms.
  • Ensure the specific elements related to protection, gender and inclusion are well reflected throughout the documentation process.
  • Coordinate closely with the overall team and partners involved in projects to collect their contribution to this process of learning and documentation of best practices and experiences.
  • Work together with NRCS counterparts and project teams to ensure proper documentation management at the field level capturing data collected and field learning.
  • Provide support in producing monthly, quarterly and Annual Reports and Annual Progress Reports, including other relevant sectoral reports as per the need of projects.
  • Contribute to baseline and end-line assessments, final evaluations, and final reports.
  • Report progress to the ECHO Programme Manager against the indicators related to Documentation (under the STRONG project).
  • Develop and implement effective documentation and communication strategies to ensure capturing of knowledge and maximising visibility. 
  • Support in the translation of documents and reports from English to Nepali language and vice versa.
  • Work closely with NRCS, and project team members to develop/improve data collection tools that will allow the systematic collection of evidence and data for generating learning and communication materials.
  • Support in planning workshops and events with DRC, NRCS, consortium partners, and relevant stakeholders.
  • Support in the production of communication and visibility materials following the relevant organizations’ branding guidelines. 
  • Contribute to a unified IFRC/Red Cross Movement approach to communication, learning, and documentation.

Other Tasks

  • Any other tasks specific to this position will be identified and agreed upon by the job holder and line-manager
  • 5% of the time of the Senior Documentation Officer is allocated to supporting the DRC FbA Matrix
