Nepal Disabled Women Association (NDWA) was established in 2054 (1998) adopting the values of the fundamental rights and responsibilities provided by the constitution of Nepal. It aims to support Women with Disabilities (WWDs) to pursue their rights, and provide them protection and livelihood support. Unless WWDs from all sections of the Nepalese community understand and exercise their human rights, particularly as ensured by the UN Convention on Rights of Persons with Disabilities, their lives will not be bright and prosperous. Therefore, NDWA promotes programs to build the capacity of the WWDs living in both urban and remote areas of the country, enabling them to become capable, empowered, and proactive in exercising their rights. It is also vital to empower women from other disadvantaged communities, such as women with disabilities from Dalit and Madhesi community, to build their self- esteem and confidence. In this context, NDWA plays an important role to advocate on the issues of WWDs, including rights to education, health, employment, rehabilitation and social security.

Consultancy Services: Technical Consultant for Developing Municipal Inclusion Framework
Location: Chitwan / Kathmandu (with travel to Chitwan as required)
Duration: 1.5 month where 18 days over a period of 10th June to 20th June, 2026 (Field Visit) and
Expected Start Date: 12th June 2026
The Nepal Disabled Women Association (NDWA) is a leading non-governmental organization established to protect and promote the human rights of women and girls with disabilities across Nepal. It focuses on empowering its members through advocacy, capacity building, and inclusive livelihood programs to ensure their meaningful participation in all levels of society. NDWA works closely with government and stakeholders to eliminate discrimination and create a barrier-free environment for the socio-economic independence of women with disabilities.
NDWA implementing Financial Autonomy and Inclusion of Persons with Disabilities through Agriculture (FAIDA) project consortium with CBM Global Disability Inclusion, SAPPROS and Kheti in the 7 municipalities of Chitwan District at local level and Kathmandu at Central level. FAIDA aiming to combined demand- and supply-side interventions in Chitwan District will contribute to improved financial health of persons with disabilities – to enjoy basic financial rights; control their own finances and have access to client-centric services. They will develop sustainable livelihoods and improved resilience to shocks, and thereby start to break out of the cycle of poverty and disability. For sustaining this process, NDWA is preparing to make financial inclusion framework for ensuring financial inclusion and accessibility in the municipality level.
1. Context and Rationale
The purpose of this consultancy is to recruit a qualified expert to develop a Municipal Inclusion Framework. This document will serve as a foundational policy template and an advocacy tool to influence local governments in Chitwan to improve their disability-inclusive policies and practices. The consultant will leverage their expertise in local governance legislation and disability rights to create a realistic, actionable framework.
2. Scope of Work (Key Tasks)
The selected Consultant will work closely with the project team to perform the following tasks:
- Desk Review: Review the Local Government Operation Act (2074), National Disability Act (2074), municipal planning guidelines, policies and existing provincial/local acts as well as inclusion policies. Also, local governance model and LISA indicators should review on this process.
- Stakeholder Consultation: Conduct brief consultations/interviews with key stakeholders, including Persons with Disabilities, Organizations of Persons with Disabilities (OPDs), local government officials in Chitwan, and inclusion experts to identify gaps and needs.
- Drafting the Framework: Develop a comprehensive, practical, and user-friendly "Municipal Inclusion Framework" (in English/Nepali as agreed upon) covering planning, budgeting, infrastructure, and institutional setups.
- Validation & Refinement: Present the draft framework to the project team and select experts for feedback, and finalize the document based on inputs.
3. Key Deliverables
Deliverable 1: Inception Report outlining the methodology, work plan, and table of contents for the framework.
Deliverable 2: First Draft of the Municipal Inclusion Framework.
Deliverable 3: Finalized Municipal Inclusion Framework incorporating all feedback, alongside a brief assignment completion report.
4. Required Qualifications and Experience
Interested individuals should possess the following qualifications:
- Technical Expertise: Minimum of 10 years of experience in the disability rights, GEDSI and experience on drafting policies, guidelines, frameworks and disability inclusion as well policy formulation in Nepal. 5–7 years of demonstrated experience working on Gender Equality,
- Governance Knowledge: Deep understanding of Nepal's federal structure, local government planning and budgeting processes (7-step process), and the Local Government Operation Act.
- Skills: Strong analytical, drafting, and communication skills. Proven track record of drafting guidelines, strategies, or frameworks for government or development partners.
- Language: Fluency in written and spoken English and Nepali is mandatory.
5. Application Process

The application package must include:
- Technical Proposal: A brief cover letter outlining suitability for the role, a CV highlighting relevant experience, and a conceptual outline/methodology for the assignment (max 2 pages).
- Financial Proposal: A gross lump-sum fee or daily rate breakdown in NPR (inclusive of all applicable taxes and local travel costs).
- Sample Work: A copy or link to a previously drafted policy, framework, or guideline (if available).
