REQUEST FOR PROPOSAL

for

VOCATIONAL AND SKILL DEVELOPMENT TRAINING OF REFRIGERATION AND AC TECHNICIAN 

1. Background

Ratauli Yuwa Club (RYC) is a non-profit making organization established in 1991 AD in Mahottari District. It aims to promote socio-economic, social justice, environmental, and political conditions of the local people through rights-based, good governance, participatory, and democratic processes to eliminate social evils, illiteracy, ignorance, poor health, undemocratic norms, immorality, discriminatory practices, and environmental degradation.  It has been acting in coordination and partnership with governmental, international, and national non-governmental organizations to address the problems to bring positive changes for sustainable development in our society. RYC has been implementing the Sponsorship (Samunnati) Program in Jaleshwar & Pipara palikas since July 2017 in partnership with Save the Children to improve the lives of children in Mahottari district through education, health & nutrition, livelihood, and protection.  

2. Objectives 

The overall objective of this consultancy is to provide an AC technician training (Level 1) to 10 adolescents. The training aims to uplift the livelihood of adolescents by increasing their income through engaging him/her in the AC repairing and maintenance business and with their job placements as required. 

3. Scope of Work

The training program should cover the essentials of Refrigeration and AC technician training. The consultant/firm shall design and deliver a training based on the CTEVT curriculum that covers the following topics:

  • Refrigeration and AC technician training for 390 Hours (65 Working Days, 6 Hours/Day, except Saturdays) to 10 adolescents.
  • Provide hands-on training to the participants using a combination of lectures, demonstrations, and practice sessions.
  • Enroll participants for Level 1 certification and their skill accreditation from the National Skill Testing Board (NSTB).

4. Expected Deliverables

The selected institute should provide the training as per the ToR and deliver the following tasks:

  • The training institute shall provide 390 Hours (65 Working Days, 6 Hours/Day) of Refrigeration and AC technician training to 10 adolescents based on the CTEVT curriculum.
  • The training institute shall conduct the training at Jaleshwar, Mahottari
  • The training institute shall provide the Level 1 National Skill Certificate in coordination with the National Skill Testing Board, after completion of the training.

5. Implementation Plan

The training will be conducted on a non-residential basis, as the participants will be from the Jaleshwar Municipality or Pipra Rural Municipality. The training institute needs to manage essential basic equipment/instruments and necessary set-up requirements as per the need for training. The tentative start date and end date will be as follows: 

  • Start Date: 10th September 2025
  • End Date: 18th December 2025

6. General Qualification of the Training Institute/Trainers:

The training institute/trainers need to have the following qualifications:

  • Having obtained a minimum of a Diploma level or Level 3 in the related subject from the Council for Technical Education and Vocational Training (CTEVT) or an equivalent qualification, along with one year of training experience, and also having received at least one week of Training of Trainers (ToT); OR
  • Having obtained a minimum of a Pre-Diploma level or Level 2 in the related subject from the Council for Technical Education and Vocational Training (CTEVT) or an equivalent qualification, along with three years of training experience, and also having received at least one week of Training of Trainers (ToT).
  • All the team members should have proven experience in vocational training. A detailed CV of the team members, including academic qualifications, training facilitation, and work experience, is required to submit along with the proposal.

7. Required Documents:

  • Vat registration certificate
  • Affiliation certificate of CTEVT
  • Company/institute registration certificate 
  • Tax Clearance 080/081 
  • Organizational profile
  • Technical & Financial Proposal
  • If any documents/information are not available or not applicable, the reason(s) must be clarified in the proposal form. RYC will have the right to disqualify the proposals from the selection process if the proposal submission guidelines have not been followed.

8. Budget

The training institute shall submit a total budget along with a detailed breakdown, including all applicable taxes, at the time of the proposal submission. The training institute shall bear all tariffs, duties, trainer costs (lodging, fooding, travel, salary, communication), training venue rent, training materials cost, training institute’s monitoring cost, participant’s insurance, and participant’s snacks during the execution of the work.

  • 9. Timeline:
  • Contract sign: 7th September 2025
  • Training Start date: 10th September 2025
  • Training end date: 24th November 2025, or earlier.

10. Payment Schedule: 

The payment will be provided in three installments:

  • 1st installment: 30% will be paid after the completion of 20 working days based on the 1st Progress Report submitted by the training institute and approved by RYC’s Field Coordinator-Livelihood.
  • 2nd installment: 40% will be paid after the completion of the next 20 working days based on the 2nd Progress Report submitted by the training institute and approved by RYC’s Field Coordinator-Livelihood. 
  • 3rd installment: 30% will be paid after providing the level 1 national skill certificate to the participants and the final report by the training institute, and approved by RYC’s Field Coordinator-Livelihood. 

11. Bid Assessment:

After evaluation of the proposals by the Procurement Committee, RYC will make an award to the applicant whose proposal provides the best value, considering both technical and financial factors. 

  • Technical-60% (Quality of proposal containing capacity statement for the assignment, methodology and implementation plan, qualification, team composition, and experiences in the relevant thematic sector/assignment)
  • Financial (Value for money)-40%

12. Submission Process:

Technical/financial proposal meeting ToR requirements should be submitted via email  procurementryc@gmail.com  with the subject “Proposal on VT of Refrigeration and AC Technician” by 05 PM, 31st August 2025. Technical/financial proposals received after the specified date and time of the invitation will not be considered. The Hard copy of the Proposal can also be accepted.
