Street Child hereby invites registered bidders to submit a proposal to this notice for
“External Evaluators/Consulting Firms”
For Impact Study for the Sakchham Project implemented by Street Child of Nepal (SCoN) in partnership with Aasaman Nepal.
Context
Street Child of Nepal has been focusing on improving the foundational literacy and numeracy among students at Grades 3-5 implementing the Teaching at the Right Level (TaRL) approach. From July 2023 to March 2026, SCoN supported 36,104 students in 690 community schools across 29 local government units in Madhesh and Karnali provinces. 1,835 teachers were trained and supported through regular monitoring and mentoring to effectively apply TaRL methodologies in their classrooms. While implementing this methodology, SCoN recognized the challenges in learning for the children with disabilities and attempted to respond to this gap through a pilot project ‘Breaking Barriers to Education for Children with Disabilities in Western Nepal’, implemented in Chhatreswori Rural Municipality in Salyan district, funded by Ineke Feitz Foundation. This pilot project combined specialized assistance for children with disabilities and assistance to the school systems to become more responsive to the needs of children with disabilities, reaching 38 community schools in Chhatreshwori Rural Municipality and 3 resource schools in Sarada Municipality and Siddha Kumakh Rural Municipality, equipping teachers with the knowledge and skills required for facilitating learning for struggling learners.
Building on the learning of the pilot project, SCoN designed Sakchham: Ensuring Quality Education for Children with Disabilities project targeted to 61 community schools, 8 resource/special schools and 100 students with disabilities across Chandrapur Municipality and Gaur Municipality of Rautahat district in Madhesh province. The project achieved the targets exceeding slightly reaching 118 students with disabilities with 106 students with hearing impairments, 8 students with visual impairments, and 4 students with intellectual disabilities. The project phased out in August 2026.
This Impact Study intends to understand the impact of the project over the participants and draw learning from informing the future program design. The Terms of Reference has been prepared to solicit service for the Impact Study through eligible consulting firms in Nepal.

Instructions to complete and submit bid
The following are the key instructions for bidders who are interested in submitting a proposal:
- Please study the TOR completely and follow and prepare the bid proposal according to the instructions.
- While submitting the proposal, the evaluator should submit a valid certificate, PAN/VAT number, tax clearance letter, past two years’ audit reports, organizational profile, structure of governing bodies, and areas of expertise. Please provide at least one evaluation report by the consulting firm or the study team member most relevant to the proposed assignment. The proposal submitted without any of these minimum requirements of the documents will not be qualified.
- The length of the bidding document should not be more than 15 pages.
- Please use Calibri Light font and font size 11 Paper size: A4; Margins: Left 1.5 inches, 1 inch top, right and bottom; line space: 1.2 at least.
- The proposal document should be submitted to Street Child of Nepal by 5:00 pm, Nepal time, on Tuesday, 13 October 2026. Proposals submitted after 5:00 pm on that date will not be considered.
- Technical and Financial documents should be submitted in a separate envelope along with wax seals. Documents without wax seals will not be considered.
- Proposals will be evaluated using the evaluation criteria mentioned in Annex 2.
