Emerging urban towns in Nepal are experiencing rapid growth that has intensified challenges related to infrastructure development, service delivery, environmental sustainability, and social inclusion. Urban FutureScape Pilot / Hamro Sahar Project (October 2024–December 2027) focuses on fostering sustainable and inclusive urbanization in two emerging towns in Harion Municipality in Madhesh Province and Simta Rural Municipality in Karnali Province. The project is jointly implemented by Helvetas Nepal, with Kathmandu University as the knowledge partner, and Bagmati Welfare Society Nepal (BWSN) and Youth for Good Governance Promoting (YGGP) as local implementation partners. 

Hamro Sahar/Helvetas Nepal invites proposals for the following packages:

Package-I: Preparation of Inclusive and Integrated Urban Development Plan (IIUDP) of Harion Municipality

Package-II: Preparation of Building Bye-laws for Harion Municipality

Package-III: Preparation of Inclusive and Integrated Local Area Development Plan (LADP) for urbanizing wards (Ward no. 5 and 6) of Simta Rural Municipality

Important notes:

1. Hamro Sahar/Helvetas Nepal invites for proposal from interested firms to submit their sealed proposal (Technical and Financial in two envelop with separate seal) by 19 June 2026, 2 PM. The detailed RFP document can be obtained by downloading from https://notice.helvetasnepal.org/.
2. Questions related to RFP can be send by email at procurement.np@helvetas.org by 12 June 2026, 1:30 PM
3. Consulting firms are requested to submit their proposal within the given deadline. Proposals received after the deadline will not be accepted and will be considered non-responsive.
