Job Description

Position:Consultant Engineer
Line Management Report to:Cluster Lead
Technical Report to:Construction Coordinator

Position Overview:

The Consultant Engineer will provide technical leadership for planning, design, implementation, supervision and quality assurance of climate-resilient, disaster-resilient, green and energy-efficient health infrastructure construction, renovation, maternity waiting homes and other infrastructure projects implemented by OHW Nepal. The Engineer will be responsible for developing detailed engineering assessment reports, designs, cost estimates, technical specifications, and construction implementation plans while ensuring compliance with Government of Nepal regulations, OHW technical standards and donor requirements.

The role includes the supervision of construction quality, monitoring of contractor performance, provide technical guidance to Site Supervisors, coordination with government agencies and implementing partners, and ensure that projects are completed within budget, on schedule and according to approved technical standards.

Major Duties and Responsibilities:

1. Technical Planning, Engineering Design and Project Development

  • Conduct technical feasibility studies, engineering assessments and site investigations for construction and renovation projects.
  • Prepare detailed engineering drawings, Bills of Quantities (BoQs), technical specifications, and cost estimates.
  • Integrate climate resilience, disaster resilience and environmental sustainability measures into all construction and renovation projects.
  • Incorporate passive cooling strategies including optimized building orientation, natural ventilation, external shading, cool roofs, roof and wall insulation, and improved daylight utilization.
  • Promote environmentally sustainable construction materials including locally available, low-carbon and climate-friendly materials whenever technically and economically feasible.
  • Ensure infrastructure designs comply with health facility functional requirements and service delivery standards by integrating WASH, HCWM and IPC requirements into facility design and renovation.
  • Ensure all designs and documents comply with Government of Nepal Building Code, Public Procurement Act/Regulations, health facility standards and OHW technical guidelines.
  • Coordinate technical reviews with local governments, hospitals, health facilities and other stakeholders.

2. Construction Management and Quality Assurance

  • Provide technical leadership during implementation of construction and renovation projects.
  • Supervise contractors, and construction teams to ensure compliance with approved drawings, specifications and contractual requirements.
  • Conduct regular site inspections to monitor quality, workmanship, and construction progress.
  • Review construction methodologies and approve technical solutions during implementation.
  • Verify material quality through inspections and testing as required.
  • Review and certify measurements, interim payment certificates, variation orders and completion certificates.
  • Ensure compliance with OHW quality standards throughout project implementation.

3. Coordination, Collaboration and Stakeholder Engagement

  • Coordinate with government stakeholders, implementing partners, HFOMC and contractors throughout project implementation.
  • Provide technical support during procurement, bid evaluation/contractor selection and construction management.
  • Support preparation of Memorandums of Understanding (MoUs), technical agreements and implementation plans.
  • Coordinate with OHW programme, finance & administration, and MEAL teams to ensure effective project implementation.

4. Monitoring, Documentation and Technical Reporting

  • Conduct routine monitoring visits and prepare technical monitoring reports.
  • Prepare construction progress reports, work completion reports and donor technical reports.
  • Maintain updated project databases in WBDMS system.
  • Prepare high-quality photographic documentation before, during and after project implementation.
  • Document lessons learned to support organizational innovation in resilient, sustainable and climate-smart health infrastructure.

Qualifications and Experience

  • Bachelor's degree in Civil Engineering with a minimum of 2 years of experience in related field, specifically in construction, health facility infrastructure, building design, renovation or related projects.
  • Demonstrated experience in preparation of engineering drawings, BoQs, cost estimation, technical specifications and construction supervision.
  • Experience working with government agencies, contractors and multi-stakeholder infrastructure projects.
  • Experience in health facility infrastructure, and climate-resilient construction or energy-efficient buildings will be an advantage.

Skills and Abilities

  • Commanding skills in Auto-CAD and MS Office Packages.
  • Knowledge of Nepal National Building Code, Public Procurement Act/Regulations, Health Infrastructure Standards and Climate-resilient Construction Practices.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to work independently and collaboratively in a multidisciplinary environment.
  • Strong organizational skills with the ability to manage multiple projects and deadlines.
  • Willingness to travel extensively to project sites.
