Forum for Protection of Public Interest (Pro Public), established in 1991, is a national-level non-governmental organization working in the areas of democracy, good governance, inclusion, gender equality, social justice, climate justice, human rights, civic engagement and so forth, is seeking qualified and motivated Nepali citizens to fulfill the following positionunder its project, Creating an Enabling Environment for Women’s Economic Advancement through Dialogue Project supported by GIZ. 

The Creating an Enabling Environment for Women’s Economic Advancement through Dialogue Projectis being implemented in 25 LGUs of three provinces (Koshi, Karnali, and Sudurpashchim) with the aim of enhancing women’s economic empowerment by promoting equitable asset ownership, decision-making power, both in public and private sphere, and income generating skills opportunities, particularly in the context of male overseas migration, through structured social and citizen–government gender transformative dialogues. 

Position: Program Officer – 1

Project: Creating an Enabling Environment for Women’s Economic Advancement through Dialogue Project

Location: Kathmandu with frequent visits in the project locations 

Reports To: Executive Director

Contract Type: Project-based, full time

Duration: 18 months (November 1, 2025 start)

Position Overview:

The Program Officer is responsible for the overall implementation, management, and coordination of the project. S/he ensures that all activities and procedures comply with the guidelines of the project, development partners, government, and the organization, in close collaboration with the Project’s Team Leader/Dialogue Expert. The Program Officer is also responsible for preparing reports, supporting knowledge management, and working closely with the Finance Officer on financial tasks related to the project.

Duties and Responsibilities:

  • Coordinate and implement project activities in line with the project plan, objectives, and guidelines.
  • Facilitate coordination and communication among project partners, local governments, and stakeholders.
  • Support organization and facilitation of gender-transformative dialogues at local and provincial levels.
  • Monitor field activities, ensure quality implementation collaborating with Dialogue Facilitators, and prepare periodic progress reports.
  • Assist in developing training materials, case studies, and documentation of best practices.
  • Work closely with the Finance Officer to ensure sound financial management and compliance.
  • Maintain regular communication with field teams and provide necessary technical and administrative support.
  • Contribute to data collection, analysis, and reporting for learning, visibility, and advocacy.
  • Support knowledge management, visibility, and dissemination of project outcomes.

Qualifications and Experience:

  • Master’s degree in Sociology, Economics, Gender Studies, Social work or related field, with a minimum of three years of relevant experience in civil society organizations.
  • Proven experience in coordinating and implementing gender-focused or women’s empowerment projects.
  • Strong understanding of gender-transformative approaches, dialogue facilitation, and community engagement.
  • Experience in monitoring and reporting project activities, preparing progress reports, and documenting best practices.
  • Ability to support administrative and financial management, including coordination with finance teams and compliance with organizational procedures.
  • Excellent team-working skills, with the ability to manage multiple tasks under pressure and adapt to changing priorities.
  • Good command of both Nepali and English (oral and written).
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace, email, internet tools, and Nepali typing (Preeti or Unicode).
  • Possession of a valid motorbike driving license is an advantage. 

Reporting and Supervision:

The Program Officer will report to the Executive Director of Pro Public and will coordinate closely with overall project team.

Remuneration and Benefits:

The monthly remuneration for the Program Officer is NPR 45,000.00 including Social Security Fund.
