INF Nepal, established in 1952, is a Nepali non-government organization serving Nepali people through health and development work to improve the quality of life of individuals and community as whole. The organization works in four provinces (Gandaki, Lumbini, Karnali and Sudurpaschim provinces) of Nepal to bring sustainable improvement in the health and development of individuals and communities by empowering communities, providing health care and preparing for disasters. In Community Health and Development, the major focused thematic areas are (i) livelihood and resilience (ii) disability inclusion/rehabilitation (iii) mother and neonatal child health (iv) Leprosy and NTDs. Similarly, GEDSI and climate change adaptation and disaster resilience are INF Nepal’s cross-cutting thematic areas.
INF Nepal requires the service of a qualified independent consultant to conduct a mid-term evaluation of Climate Change Integration and Capacity Strengthening Grant Project. The project is being implemented by INF Nepal in Maharajgunj Municipality in Kapilvastu, Sunilsmriti and Sunchhari RM in Rolpa, by Welfare Association for Children (WACT) in Bardagoriya Rural Municipality in Kailali district and by Shanti Nepal in Aathbiskot Rural Municipality in Rukum West and in Kathmandu. However, the field visit is planned in Rolpa, Kailali and Kathmandu districts.
The project aims to strengthen community resilience to climate change and disasters by empowering Self-Help Groups (SHGs) and promoting sustainable, climate-friendly livelihoods.
In addition, the project aims to strengthen INF, WACT and Shanti Nepal’s staff capacity, technical know-how under various components like Gender, M&E, and proposal writing among other technical supporting services within the organization. It also aims to build leadership aptitude and attitude among its staff in order to lead the organization effectively and efficiently in the long term.
INF Nepal invites Expression of Interest (EOI) from the Professionals/Experts/Qualified individuals and companies for above-mentioned Mid-term evaluation of Climate Change Integration and Capacity Strengthening Grant Project in Rolpa, Kailali and Kathmandu districts
Requirements for the lead consultant/consultancy are:
- The lead consultant must have at least 5 years of experience in the field of Climate Change Adaptation and Disaster Risk Reduction, Organisational development, Capacity building and Gender.
- The lead consultant must have experience in research, monitoring and evaluation of non-governmental community development structures, processes and integrated programs
- Strong analytical skills to document project inputs and their impact in results.
- The consultant should have passed master’s degree in relevant subject, preferably environmental science.
- The consultant must be able to demonstrate relevant expertise and experience in the Climate Change Adaptation/ Livelihood sector and in carrying out evaluations. Strong analytical skills to document project inputs and their impact in results.
- The consultant must have experience in evaluating, analysing organisational development component. They must have experience in assessing staff capacity building component under various thematic areas.
- The consultant must have an excellent track record of interviewing/ engaging with beneficiaries.
- Consultant/consultancy should be registered in VAT, latest renewal and Tax clearance certificate.
- The evaluator/evaluation team will be required to adhere to safeguarding standards required by INF Australia and implementing partners, including undertaking training and signing a Code of Conduct.
- Excellent written and verbal communication, including report writing skills.

- The above documents shall be sent in envelope in sealed form to the following address no later than 5:00 PM of 16th December 2025 (1st Poush, 2082).
The INF Nepal has right to accept or reject any/all proposal without assigning any reasons, whatsoever.
