Expression of Interest for External Evaluation

Informal Sector Service Center (INSEC), working for the protection and promotion of human rights and social justice in Nepal, requires expression of interest from a qualified and committed Nepali candidates/firms for the External Final Evaluation (EFE) for the project: Fostering the Rights of the People Especially Victims of HRVS and Abuses in Nepal”. A detailed TOR for the Evaluation can be found on www.insec.org.np

The project aims to protect and promote the rights of people in Nepal through Monitoring and documentation Human Rights cases and Providing Emergency Support to Victims. Implement human rights education for educating local people on the Economic social and cultural (ESC) rights and duties. Based on the documentation of Human rights violation cases organize Campaign and Advocacy from local, province and national level to promotion the rights. The project gains the outcomes that benefit principally and directly to the victims of human rights violation from marginalized communities

The External Evaluator will monitor, assess and evaluate the implementation of the project and will communicate via the following deliverables.

  • Analyze and document to what extent has the project met its objectives, purpose, planned outputs and results.
  • Identify best practices, challenges, lessons learned and provide recommendations for further projects/ intervention.
  • The evaluation report should summarize the achievements attained within the program with an assessment of the project impact and the quality of the results achieved. The report should also detail recommendations for strengthening the sustainability of the project results and for ensuring long-term impact based on the TOR for the Evaluation.

Required Qualifications and Tasks:

The external evaluator or an evaluation team should have the following qualifications at a minimum:

  • The Evaluator/Evaluation team should affirm that they understand the precise nature of the final deliverable (the Evaluation Report itself) and must provide at least 1 recent work/writing samples.
  • These work/writing sample will be carefully evaluated as a part of the candidate selection process.
  • At least 5 to 7 years of relevant experience in local governance, human rights and advocacy work.
  • Master’s degree or above in Rural Development or relevant field with a knowledge on human rights, community development with specific knowledge on local community, women, disable, HRDs, LGBTIQs with a human rights-based approach.
