Expression of Interest (EOI): Resource Person for Three-Year Proposal Development Trajectory

1. Background

Shechen Karuna has been active in Nepal since 2020, striving for a just society free from poverty where all citizens live with dignity. We implement integrated development programs across five thematic sectors: Health and Hygiene, Education, Food Security, Economic Development, and Environment. Working closely with local governments, we focus on demand-driven, sustainable, and socially inclusive interventions for marginalized communities.

2. Objective

We are seeking an external Resource Person to lead the technical design of our next three-year project proposal. The consultant will facilitate learning from ongoing projects, build team capacity in design tools (LFA/ToC), conduct an Organizational Capacity Assessment (OCA), and provide technical assistance in writing a robust proposal aligned with local and international standards.

3. Scope of Work and Tentative days

The consultant will provide guidance in the following key areas:

• Learning from past interventions (5 days): Review existing project progress to identify successes and gaps; develop a sustainability and exit strategy 
• Organizational Capacity Assessment (5 days): Review policies, MEAL frameworks, and team competencies; facilitate an OCA workshop and prepare a three-year capacity-building plan. 
• Need Assessment (4 days): Support the core team in conducting assessments in potential new RMs using customized tools. 
• Project Design & Proposal Development (3 days): Conduct workshops on Logical Framework Approach (LFA) and Theory of Change (ToC) to staff. 
• Proposal Development (8 days): Facilitate staff workshops and provide technical inputs to draft the 3-year Project Proposal (2027–2029), including budgeting, Risk Management, and a detailed MEAL Plan.

4. Key Deliverables

• Inception Report: Detailed methodology and work plan. 
• Finding Report: Findings from existing project interventions, OCA results, and need assessment tools for new areas. 
• Capacity Development Plan: A three-year roadmap for organizational growth. 
• Project Proposal Package: Draft proposal including Logframe, ToC, MEAL framework, and Risk Management Plan. 

5. Consultant Requirements

The ideal candidate will have expertise in:

• Technical project design (LFA, Theory of Change) and proposal writing. 
• Conducting Organizational Capacity Assessments and MEAL framework reviews. 
• Developing sustainability and exit strategies for development projects. 
• Facilitating consultative workshops with diverse NGO teams.
