Announcement for Consultancy Service
PeaceWin is a woman lead, non-government, not for profit making, social development organization. It was established locally in 2047 B.S. (26 Sept. 1990 AD) and registered in District Administration Office of Bajura in B.S. 2049 Paush 5 (20 December 1992 AD) with a vision of “Proficient Person, Happy family, and Prosperous Society. It works with underprivileged groups, especially with children and women for promotion and practices of their social, economic, cultural rights. It addresses on program integration and mainstreaming of social issues, like: Chhaupadi, child marriage, and gender-based violence, caste & other forms of discriminations.
PeaceWin is implementing UNFPA Country Program (2023-2027) in Sudurpashchim Province since April 2024. The country programme is aligned to national priorities, the 2030 Agenda for Sustainable Development, the ICPD Programme of Action, the Convention on the Elimination of All Forms of Discrimination against Women, and the UNFPA strategic plan, 2022–2025. The programme aims to contribute to and accelerate achievement of the 2030 Agenda, in particular SDGs 3 and 5 and the three UNFPA transformative results, in line with the Decade of Action. One In this regard, one of the priorities focus areas of the programme is strengthening national and subnational capacities for data collection, analysis, dissemination and utilization to integrate population dynamics, inequalities and other megatrends into national and subnational policies and periodic plans, across the development and humanitarian continuum.
Under the UNFPA Country Program, PeaceWin is implementing Reproductive Health and Rights for Accelerating Impacts-RHEA programme with close coordination of local and provincial government of Sudurpashchim Province. Aligning with this program and close coordination with the Provincial Policy and Planning Commission (PPPC), PeaceWin, Nepal planned to mobilize a consultant to support PPPC in reviewing the First Periodic Plan and preparing foundational documents required for the initiation of the Second Periodic Plan that align with the province’s demographic realities and socio-economic development priorities. With the completion of the First Periodic Plan by FY 2082/083, the Commission is preparing for the development of the Second Periodic Plan, which is expected to be more responsive to evolving population dynamics as evident from the 2021 Population and Housing Census results along with other relevant sources of data, with a focus on youth and adolescent girls.
To support this process, PeaceWin is currently inviting EOI from interested qualified consultant to provide technical assistance to the PPPC in reviewing the existing first periodic plan, existing legal frameworks, identifying gaps, and preparing comprehensive Terms of Reference (ToRs) for key studies required to inform the upcoming Second Periodic Plan.

Duration of Assignment: Maximum 12 days
