The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. TERMS OF REFERENCE for engaging consultants/firms to undertake audio-visual documentation
Summary of Purpose | The consultancy aims to conceptualize, produce, and deliver high-quality audio-visual documentation that captures the approaches, processes, outcomes, and impacts of the SAFER Nepal Project, with a particular focus on showcasing resilience-building at community, school, municipal, and institutional levels. |
Scope of Work of the Consultant | The consultant will prepare an inception report and travel to Achham (Sanfebagar and Mellekh) and Bajura (Budhiganga and Khaptad Chhededaha) to document project activities. The assignment includes collection of stories and testimonials and production of one 20 minutes documentary video, one 6 minutes synopsis video, and three-story packages consisting of photographs, replication stories, and stories around transformative changes by the project. The consultant will be responsible for ensuring ethical standards, obtaining informed consent, and producing high-quality edited outputs in both English and Nepali. |
Summary of Methodology | The consultancy will adopt a phased and participatory approach. This will begin with inception and planning, including the development of scripts and storyboards. Field visits will be conducted to capture photo and video documentation and collect stories from communities, stakeholders, and the project team. Post-production will involve professional editing, subtitling, graphics, music, and narration. Draft products will be shared for feedback, and revisions will be made before finalization. |

1. BACKGROUND AND OBJECTIVE
1.1 Background
Nepal is one of the most disaster-prone countries in the world, ranked high in both the Climate Risk Index and the World Risk Index due to its complex topography, fragile ecosystems, rapid urbanization, and socio-economic vulnerabilities. Each year, hazards such as floods, landslides, earthquakes, fires, epidemics, and droughts disrupt lives and livelihoods. In addition to these recurring threats, the impacts of climate change have exacerbated disaster risks, putting additional pressure on already vulnerable rural and urban communities.
Within this context, the Nepal Red Cross Society (NRCS), with technical support from the American Red Cross (AmRC) and financial support from the Margaret A. Cargill Philanthropies (MACP), has been implementing the SAFER Nepal Project (2023-2025) in Achham and Bajura districts. The project works in 20 communities and 12 schools across Achham (Sanfebagar and Mellekh municipalities) and Bajura (Budhiganga and Khaptad Chhededaha municipalities). These areas represent some of the most vulnerable regions of Nepal, frequently affected by seasonal migration pressures, fragile livelihoods, and limited access to services. By targeting approximately 2,472 households, the project aims to establish a culture of preparedness, build resilience, and reduce disaster risk at household, community, school, and municipal levels.
The project is structured around two outcomes:
- Individuals and communities build their knowledge of disaster risk; self-organize and take individual and collective actions to establish a culture of preparedness and reinforce their networks and connectedness as well as strengthen local government bodies’ mainstreaming of DRR into local development and to take leadership for replication.
- National Society (Province, District and Subchapters) are capacitated on DM initiatives and have mechanisms in place to provide efficient, effective, and timely assistance to affected and at-risk populations.
These outcomes are achieved through ten interrelated outputs that focus on strengthening community disaster management structures, building household and collective readiness, enhancing school safety and youth leadership, empowering marginalized groups, documenting and replicating good practices, developing people-centered early warning systems, and fostering partnerships with municipal authorities for effective governance and sustainability.
Building on earlier initiatives, the project emphasizes inclusive and participatory approaches, ensuring women, youth, elderly people, people with disabilities, and marginalized groups are at the center of preparedness and decision-making. It also underscores the importance of collaboration between households, schools, NRCS structures, and local governments, paving the way for replication and long-term sustainability of resilience-building efforts.
As part of this effort, audio-visual documentation enables the project to capture lived experiences, transformative changes, and collaborative processes in ways that written reports cannot. High-quality audio-visual materials will not only serve as learning and reflection tools for NRCS and its partners but also act as powerful advocacy and visibility resources to engage governments, humanitarian actors, donors, and the general public at local, national, and international levels.
1.2. Objective
The purpose of this consultancy is to conceptualize, produce, and deliver high-quality audio-visual documentation that captures the approaches, processes, and impacts of the SAFER Nepal Project. The consultancy will showcase how communities, schools, NRCS structures, and local governments in Achham and Bajura are strengthening their Disaster Risk Reduction and Management (DRRM) capacities.
Specifically, the consultancy aims to:
- Document the lived experiences of community members, schools, and local governments who are actively engaged in preparedness and response under the SAFER Nepal project.
- Highlight inclusiveness by capturing voices and perspectives of children, women, youth, people with disabilities, elderly populations, and marginalized groups to reflect the project’s commitment to gender equality and social inclusion.
- Showcase NRCS and volunteer contributions by demonstrating the role of the Red Cross Volunteers, district chapters, and sub-chapters in supporting communities and schools to prepare for disasters.
- Capture and highlight key project initiatives around institutional readiness enhancing response readiness and NSD.
- Promote collaboration, replication, and sustainability through illustration of how NRCS, communities, and local governments are working together to institutionalize disaster preparedness and build long-term resilience.
- Develop audio-visual products that can be used by NRCS, AmRC, IFRC and partners for awareness raising, knowledge sharing, and policy advocacy at local, national, and international levels and donor engagement.
