Rural Oriented Youth Movement-Nepal (ROYM-Nepal) is a non-profit making non-governmental national level organization established in 2009 which envisions a socio-economically empowered society with equality and social justice through its community based collective campaign to create an environment where marginalized groups can raise their voices for economic, cultural and social rights challenging the structural discrimination. It aims at reducing poverty through skill transformation and youth engagement. ROYM-Nepal supports the country in achieving the long-term Sustainable Development Goals on human rights, health, education, gender equality, water, sanitation, environment, social protection, justice and impact of climate change. In more than a decade of its working experience, ROYM-Nepal has been successfully carrying out different community-based interventions and socio-economic programs under WASH, skill promotion, self and gainful-employment, women health, and socio-economic empowerment. ROYM-Nepal is currently looking for the application from qualified candidates for the following positions:
Position: Admin and Finance Officer
Location: Malangwa, Sarlahi District

Position Description
The district-based Admin and Finance Officer (AFO) will be the responsible person for the overall financial and administrative management of the project in Sarlahi, Rautahat and Mahottari districts. The position will also look after the overall assets management and procurement. The AFO will be responsible for the project's budget planning and effective use of funds ensuring operational and programmatic efficiencies. S/he will oversee the effective and appropriate use of financial resources and develop effective mechanisms to manage the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. S/he will ensure compliance with funding partner's financial regulations and organizational policies. AFO will report to the Project Coordinator in District and Kathmandu and the Kathmandu-based Admin and Finance Officer of the organization.
Key Responsibilities of the Position
- Manage the project's entire financial, monitoring, and reporting systems.
- Implement policies, guidelines, and criteria for financial and administrative management of the district project office in accordance with organizational standards and funding partner's regulations.
- Prepare budgets for program, handle expenditure and monthly/ quarterly and six-monthly financial reporting of project.
- Develop project budgets and implement the mechanism in district to ensure spending to aligns with project implementation.
- Handle administrative tasks including inventory and procurement management, general administration of the district office, and ensure smooth operations of projects.
- Carry out financial forecasting, budgeting of district office.
- Support the concerned staff of the Kathmandu Office and carry out the actions with plan to ensure all the instructions from Kathmandu office and District based Coordinator are followed and implemented.
- Prepare vouchers/expenses, manage petty cash and payroll (salary/benefits), allowances and financial advance management of all staffs of project.
- Consolidate and analyze various finance related data to support planning, management and reporting in district.
- Receive and verify Bank Reconciliation statements and ensure legal and taxation compliance support policy or organization.
- Ensure the transparent and competitive procurement of goods and services at all times in district.
- Ensure an effective internal control system (ICS) and financial management system within the project office.
Required Qualification and Skills
- Bachelor’s degree in finance or business administration.
- At least 2 years of experience in similar position.
- Must possess excellent accounting knowledge, knowledge about tax, VAT and other tax provisions, thorough with GoN rules and regulations.
- Good understanding of programs and program budget, possess reporting skills, knowledge and practice of accounting software packages.
- Ability to work effectively under pressure, maintain confidentiality and ability to establish a good working environment.
