FHI 360 has been working in Nepal since 1993. Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning (FP)/reproductive health (RH), health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform, and the environment and climate change. We request applications from qualified individuals for the positions mentioned below:
1. Program Manager
The Program Manager is responsible for assisting the EpiC Nepal Project Director in oversight of the program and technical resources for EpiC Nepal’s COVID-19 response to strengthen a resilient health system to prevent, detect, and respond to current and future pandemics. The Program Manager will also assist in managing HIV and other public health programs implemented by the FHI 360 Nepal office.
Key Responsibilities
- Oversee all the activities under COVID-19 response to strengthen the resilient health system to prevent, detect, and respond to current and future pandemics and assist in HIV and other public health program management.
- Review, ensure, and provide support for the timely implementation of project work plan activities, strategies, and approaches with high-quality deliverables and as per the requirements.
- Review the project’s progress tracking regularly and ensure that the project’s achievements are on track. Ensure routine project data are regularly analyzed, visualized, and used for program improvement.
- Support and facilitate procurement, distribution, and tracking of supplies, materials, and equipment.
- Support, manage, and monitor various events and activities for capacity strengthening, review and planning, campaigns among others.
- Support to manage the development, implementation, and monitoring of sub-awards, sub-contracts, and annual and quarterly work plans and budgets.
- Prepare program reports, briefs, and other communication and reporting requirements for FHI 360, donors, and the Government of Nepal ensuring their accuracy, timeliness, and standards.
- Facilitate and ensure supportive supervision and monitoring are regularly planned and implemented and ensure issues and actions identified from the supervision visits are shared and addressed in time.
- Provide oversight to supervise the day-to-day work of the program and technical teams.
- Coordinate with and manage necessary support from HQ and APRO in consultation and coordination with the EpiC Nepal Project Director and FHI 360 Nepal Country Director.
- Work with the relevant EpiC Nepal and FHI 360 Nepal teams for documentation and dissemination of successes, good practices, and lessons learned.
- Regularly participate in various coordination meetings with stakeholders.
- Perform other duties as assigned by the EpiC Nepal Project Director or Country Director.
Requirements
- Master’s degree or its international equivalent in public health, management, social science, or other relevant fields with five to seven years of relevant experience or a bachelor’s degree with seven to nine years of experience in a related field.
- Experience working with an international non-governmental organization (INGO) – preferably with a focus on program management, implementation, and monitoring. Experience in USAID-supported project management will be an added value.
- Experience in working effectively across various teams within the project and organization, and building and sustaining positive working relationships with NGOs, private sectors, government, and other stakeholders.
- Proactive in managing multiple tasks, managing, and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.

2. Capacity Strengthening and Localization Specialist
The Capacity Strengthening and Localization Specialist is responsible for strengthening the capacity of implementing partners (IPs) of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR)- and the United States Agency for International Development (USAID)-supported Meeting Targets and Epidemic Control (EpiC) Nepal to prepare partners to achieve subaward objectives, move to direct funding from donors such as USAID, and diversify their funding base to be more sustainable.
Key Responsibilities
- Lead implementation and oversight of capacity strengthening and localization activities for EpiC Nepal including design, implementation, evaluation, and coordination of organizational development technical assistance to IPs.
- Provide technical direction to develop or revise/update the capacity strengthening strategy/plan of EpiC Nepal and ensure its implementation.
- Develop or revise/update capacity assessment tools and conduct an organizational capacity assessment of the IPs using the tools.
- Conduct periodic sharing of capacity strengthening activities status.
- Coordinate with the EpiC Nepal team to provide and document capacity strengthening support to partners.
- Represent EpiC Nepal in capacity strengthening and transition/localization-related meetings, webinars and seminars.
- Identify IPs and staff, prepare plans, and mobilize for south-to-south support.
- Hire and mobilize short-term human resources for capacity-strengthening support to selected IPs.
- Organize capacity strengthening related trainings/workshops/orientation for EpiC Nepal staff and IPs.
- Identify and facilitate the planning of technical assistance and consultants (local, regional, and international) in accordance with program needs and work plans.
- Coordinate and guide IP for domestic resource mobilization (DRM) for HIV.
- Review capacity strengthening and localization-related documents, prepare and provide regular technical updates on cutting-edge capacity strengthening practices to FHI 360 staff, government counterparts, and collaborating partners.
- Establish strong relationships and develop ongoing coordination mechanisms with independent training institutions, professionals/individuals, and government departments responsible for capacity strengthening in HIV.
- Visit FHI 360 IPs regularly to ensure appropriate technical assistance is provided for capacity strengthening activities through mentoring, coaching and follow-up activities planned.
- Ensure the IPs are showing progress in their capacity for direct fund management.
- Work with key population networks and other relevant agencies in building skills and capacities of community for sustained localization efforts.
- Engage with the EpiC headquarters’ capacity strengthening and sustainability team, and provide updates, share best practices, and contribute to advancing the knowledge base related to capacity strengthening.
- Perform other duties as assigned by the supervisor or Project Director or Country Director.
Requirements
- Master’s degree in social science or related field with three to five years of relevant work experience in the development sector or bachelor’s degree with five to seven years of experience in the related field with emphasis on capacity strengthening and organizational development support to non-government organizations (NGOs). Familiarity with PEPFAR and USAID funding will be an added value.
- Skills and experience in program management, organizational development, project cycle management, organizational assessments, strategic planning, training, facilitation, and NGO capacity strengthening.
- Experience in planning, coordination, communication, and collaboration with multiple teams, scheduling, and executing office and program-related activities and events.

3. Gender Equality, Safeguarding and Social Inclusion (GESSI) Specialist
The GESSI Specialist will bring expertise to promote gender equality, diversity, inclusion, access and safeguarding within the institution and in programmatic interventions. The position will be responsible for providing technical assistance to project teams for developing and delivering the project’s GESSI integration plan and building awareness and core knowledge of safeguarding issues and the FHI 360 policies related to safeguarding of staff and program participants.
Key Responsibilities
- Contribute to organizational efforts to promote GESSI within the institution, across the different portfolios, and deliver GESSI commitments.
- Serve as a GESSI technical lead/contributor in new proposal bid, program design and business development.
- Provide technical backstopping to develop and implement the project’s GESSI integration interventions, as required.
- Train project staff, partners, and grantees in GESSI principles and work with program to ensure GESSI is integrated across the project activities.
- Work with appropriate program teams, partners, consultants, and contractors to undertake GESI audits as necessary.
- Develop and maintain relationships with GESI liaisons within government institutions, civil society organizations, and funding agencies.
- Attend conferences, workshops, and other events around GESSI, and keep the leadership and staff apprised of new developments and best practices around GESSI.
- Support project team to ensure GESSI integration and mainstreaming and compliance in their grant activities.
- Roll out and ensure timely completion of safeguarding tools in the country office.
- Coordinate with Country Director and Project Director/Chief of Party to develop a Safeguarding Action Plan for the projects.
- Train project staff, volunteers, and partners to build awareness and core knowledge of safeguarding issues and the FHI 360 policies to prevent and respond to harm toward program participants.
- Work with project staff to increase awareness among program participants about their rights and how to report harm.
- Support to strengthening complaint mechanisms and accountability to affected.
- Support complaints from program participants: provide survivor-centered support and make referrals.
- Liaise with the Office of Compliance and Internal Audit (OCIA) to coordinate in-country investigation activities (not investigating cases).
- Participate in inter-agency coordination and regular meetings with regional FHI 360 Focal Points to build knowledge and share information.
- Perform other duties as assigned by the supervisor or Country Director.
Requirements
- Master’s degree in the related field with three to five years of relevant work experience in the development sector or bachelor’s degree with five to seven years of experience in related field.
- Experienced in designing and implementing activities related to gender equality and social inclusion and safeguarding.
- Knowledge of the Nepalese civil society sector and GESSI context.
- Experience working with organizations led/run by or representing but not limited to women, youth, janajatis, sexual and gender minorities, and other marginalized or miniority groups.

4. Technical Specialist – Animal Health
The Technical Specialist – Animal Health is responsible for activities related to strengthening the capacity and systems for antimicrobial resistance (AMR)/antimicrobial use (AMU) surveillance in animals and aquaculture.
Key Responsibilities
- Provide technical assistance to collect, assemble, and review data related to AMR and AMU patterns in animals and aquaculture (for instance, AMR trends for the zoonotic bacteria/antibiotic combinations in broiler and layer populations).
- Provide technical assistance/participate in animal health investigations (for example, source, antibiotic use, and spread of infection).
- Provide technical assistance/participate in mapping/investigating/assessing antibiotic distribution and use in food livestock.
- Provide technical assistance for assessments and improvements of Central Veterinary Laboratory (CVL), microbiology laboratories/surveillance sites for animal health.
- Provide technical assistance for sample collection, coordination and transport.
- Conduct supportive supervision and monitoring of, and onsite coaching and mentoring to CVL and animal AMR/AMU surveillance sites.
- Provide support to conduct and participate in Animal AMR/AMU Technical Working Group (TWG) meeting.
- Share the findings including AMR/AMU trends to Animal AMR/AMU TWG quarterly and annually.
- Provide technical assistance to prepare and submit AMR/AMU-related data and report as per the national, regional and global standard and requirements.
- Provide technical assistance to prepare guiding documents/protocols on AMR and AMU surveillance in animal and aquaculture.
- Provide technical assistance in development and maintenance of digital tools/system to collect AMR and AMU data in animals.
Requirements
- Master’s degree in veterinary medicine, animal science or other relevant subject with three to five years of experience in animal health, animal science, animal production, veterinary technology, or a related field or bachelor's degree with five to seven years of experience in above mentioned field.
- Registered Veterinarian is preferred.
- Livestock health management (e.g., nutrition, care, treatment, and health) with an emphasis on poultry.
- Biosafety and biosecurity and antimicrobial stewardship principles and application.
- AMR/AMU and disease surveillance and other relevant health programs (strongly preferred).

5. Senior Program Officer
The Senior Program Officer is responsible for the management of EpiC Nepal project activities supporting men who have sex with men (MSM) and transgender people, and networks of key population (KP) and people living with HIV (PLHIV) ensuring quality and effective and efficient implementation of project activities through implementing partners (IPs) in close collaboration with EpiC Nepal team members.
Key Responsibilities
Manage, supervise, and monitor the project activities supporting MSM and transgender people and networks of KPs and PLHIV in designated project districts.
- Design and develop sub-agreements including sub-agreement amendment in coordination with supervisor and IPs.
- Ensure appropriate technical support to IP and sub-IPs for planning, implementation, and monitoring of project activities as well as adapting new and innovative approaches and activities.
- Prepare supportive supervision and monitoring plans and conduct supportive supervision and onsite coaching and mentoring as per plan. Timely share and act to resolve the issues identified during the field visit.
- Assist IPs and sub-IPs in reviewing and assessing their own performance and adjusting program activities to ensure program quality and coverage regularly and provide onsite coaching support for improvement.
- Support IPs and sub-IPs to prepare, analyze and use HIV prevention, care, support, and treatment cascade to ensure program quality and coverage at the district-level.
- Conduct periodic program review meeting and admin and financial review with IPs and sub-IPs.
- Review and ensure quality of the programmatic and financial report shared by IPs and sub-IPs. Ensure sharing of report to relevant government (district, province and federal level as required and relevant) in time by IPs and sub-IPs.
- Conduct periodic data quality assessment and data verification.
- Participate in site improvement monitoring (SIMS) conducted by donors and support IPs and antiretroviral therapy (ART) centers to achieve the gap identified. Coordinate with specialized unit for technical support.
- Support in organizational capacity assessment and track capacity strengthening plan for IPs regularly.
- Support for and ensure effective district and province level coordination with key stakeholders.
- Support and participate in province and district level review meetings with government and non-government stakeholders.
- Perform other duties as assigned by the supervisor or Project Director or Deputy Project Director or Country Director.
Requirements
- Master’s degree in public health or social sciences with three to five years of experience working in health-related program implementation and management or a bachelor’s degree with five to seven years of experience in a related field.
- Experience in the field of HIV and AIDS-related services preferred.
- Experience in managing Projects providing support to MSM, transgender people and networks of KPs and PLHIV.

6. Grants Officer
The Grants Officer is responsible for conducting pre-award assessment, supporting Grants Unit in developing new sub-award packages and modification of existing sub-awards, reviewing financial reports, and conducting orientation/capacity building activities for implementing partner (IP) as required. S/he will also support in maintaining compliance requirements as per sub-award terms and conditions, and support IP to address accounting and administrative issues.
Key Responsibilities
- Perform pre-award reviews by visiting the organization for assessing the organization’s financial and management capacity.
- Review funder rules and regulations, FHI 360’s policies and procedures; and local rules and regulations.
- Assist in developing sub-agreement budget following FHI 360 standard formats and requirements, and review cost based on allocability, reasonability and allowability.
- Prepare slides for financial management and reporting system and provide orientation/training to IPs as and when required.
- Prepare/maintain a checklist and complete file of implementing agencies for Grants Unit that includes agreement including modifications, pre-award, financial and administrative review checklist, policies, and procedures of the organization, among others.
- Ensure IPs submit the Recipient Monthly Financial Report (RMFR) in timely manner, reviews, and comments on monthly RMFRs submitted by IPs for country office approval and reimbursement of funds.
- Maintains financial information on funds received and monthly expenditure by the IPs and ensures IPs have good fund management system, have sufficient balance in hand and review IPs cash flow projection and their expenditures trends.
- Compile, review and prepare annual inventory report for IPs, maintain details of VAT bills, and forward to Admin Unit monthly.
- Conduct financial monitoring visit to examine compliance at IPs level using FHI 360 standard tool, share observations and obtain management response, work with IPs to liquidate the observations, update issue action matrix and subrecipient monitoring tracking sheet.
- Review IPs administrative/operation policy and make sure the policy is applied consistently and complies with the FHI 360 or funder or local policies and requirements.
- Assists in carrying out internal and external auditing functions and drafting report for management as required for internal and external sharing.
- Oversees/prepares IPs inventory control system and maintains details of VAT bills submitted by implementing agencies.
- Update Sub Award Tracking (SAT), Digital Process Automation (DPA) and other files as necessary in the document repository.
- Extend support to the Country Office Account Unit in reviewing documents as required for payment processing.
- Perform other duties as assigned by the supervisor or Finance and Administrative Director or Country Director.
Requirements
- Bachelor’s degree in accounting or business management with three to five years of work experience in a relevant field or master's degree with one to three years of experience in the above-mentioned field.

7. Human Resources (HR) Associate
The HR Associate is responsible for overseeing and coordinating day-to-day HR functions within the organization. The position works closely with all FHI 360 Nepal office departments and units and supports in various HR functions within the organization.
Key Responsibilities
- Support recruitment processes for new hires, including scheduling written tests and interviews, and coordinating with committee members.
- Support in maintaining up-to-date and accurate personal files for all employees.
- Support in insurance management including coordinating with insurance company regarding staff claims.
- Support in handling consultancy management, including package preparation, payment processing, and database maintenance.
- Support the onboarding process for new employees, conducting orientation sessions and ensuring timely completion of paperwork and onboarding training.
- Responsible for compiling professional development plan and support necessary training as needed.
- Keep track of staff leave requests and prepare the database accordingly.
- Support for smooth and efficient HR operations.
- Perform other duties as assigned by the Supervisor or Senior Human Resources Manager or Country Director.

8. Driver (based in Dhangadhi)
The driver is responsible for driving the FHI 360 vehicle and is responsible for keeping the vehicle in proper operating condition.
Key Responsibilities
- Drive FHI 360 vehicles in project field sites and Kathmandu.
- Ensure the vehicle is in proper operation and good condition.
- Clean and maintain vehicle daily and perform routine maintenance and services.
- Maintain vehicle logbook regularly.
- Deliver FHI 360 mails and parcels, as necessary.
- Report vehicle problem immediately to the supervisor.
- Other duties assigned by the supervisor.
Requirements
- Secondary education or equivalent with three to four years of driving experience.
- Valid driving license.
- Knowledge of vehicle machines, parts and basics of maintenance.
- Ability to read and write English and Nepali.
- Excellent interpersonal, communication and problem-solving skills.
