Panchtara Yuwa Samrakshak Manch (PTYSM) Jajarkot is an NGO dedicated to upholding the rights of marginalized and excluded communities through its interventions in Disaster, empowerment, equality and social justice and agriculture, education, health, nutrition, and livestock services are working in the area of widespread municipals of the district, women, children, Dalit, Janajati and vulnerable communities. It works with a vision of a just and prosperous society with people having access to and ownership over resources and communities.

PTYSM is going to implement the two different programme namely; Protection and Community Engagement Sponsorship Plan (PCESP) and Inclusive Quality Education (IQE)in Bheri Municipality Jajarkot in partnership with World Vision International Nepal anticipating “Equitable access to inclusive and quality education for most vulnerable children at basic level” and “Children are cared, protected and empowered. Thus, PTYSM invites an application from competent and self-motivated Nepali candidates for the following full-time positions:

1. Project Coordinator (Based on Bheri Municipality Jajarkot) 

Number of Position: One (1)

Project Coordinator will lead the overall programme portfolio between Two hundred thousand to Four hundred thousand (in figure 200,000 - 400,000) USD budget per annum to implement provided sectors with a cohesive integration among sectors and cross cutting themes. The child wellbeing outcomes will be the key focus to strengthen the sustainability efforts with community groups and in government systems. The team will be led with strong motivation and effective workforce management to manage effective implementation through comprehensive planning and problem-solving approaches. This position has imperativeness to highlight key successes and evidences of the programme through validated data, effective information management systems and case studies.  

This position expects to have agile leadership to manage multiple priorities, adapting to change and incorporate learning in the programme and managerial scope. The incumbent is expected to maintain a good coordination and collaboration with internal and relevant external stakeholders to effectively manage programme. Along with this, there should be strong focus on programme sustainability efforts as envisioned by the given projects and programme.  

This position expects to maintain a strong professionalism and role modeling for the team and others to demonstrate integrity, accountability, passion, commitment and strong team spirit. The incumbent should be able to work independently and interdependently managing every kind of situation and contexts. The major responsibilities with relevant key capabilities stated below are envisioned to be able to lead the organization meeting the expected deliverables confidently.  

The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run.

Key Responsibility& Capability: 

  • Portfolio Management (portfolio Program, reports, risks, problem-solving, team, governance) 
  • Solid Programs Quality and Technical Management (MEAL data/information, technical Program, project models, integration of sectors including sponsorship / cross-cutting themes-GESI, DRR) 
  • Community empowerment and engagements at a different level for sustainability 
  • Evidence of Programs Impact or Result collection/compilation to be shared at/for a wider platform
  • Strong Relationship and Partnership Management (internal and external)
  • Strong knowledge/skills of Project Management, Staff and beneficiary Capacity Building, Monitoring & Evaluations, Relationship Management, Child and adult safeguarding, and sponsorship of business.
  • Lead DPAC/Municipal level project advisory committee meeting in support with MEAL staff and the WVI Nepal team.
  • Manage effective communication and coordination with staff, the PNGO board, and all relevant stakeholders to manage the program effectively.
  • Lead the organization in complying with all child and adult safeguarding policies, requirements and audits.
  • Manage all the sponsorship businesses as per the protocols and guidance provided by WVIN.

Preferred Qualification and Experience: 

  • Bachelor Degree in Education, management, social science or business studies with minimum 5 years working experience in managing multiple projects with a diverse team or  
  • Master degree in the relevant field, management, social science of business studies preferred with minimum of 3 years of work experience in managing multiple projects with diverse team 
  • Proven ability to manage risks and promote governance to contribute on strategic outcomes 
  • Experience working with children and the well-being in both development or emergency contexts

2. Finance and Admin Officer 

Number of Position: One (1)

This position will be responsible for providing overall Financial, admin and supply chain support to the organization and ensure that all the financial truncations are adhered to the required financial compliance of the organization, donor and governmental compliances, which includes payment and disbursements; financial analysis and reporting for the achievement of overall organization and project goal.

Key Responsibility

  • Financial Management of the Project/Program, Budgeting and Reporting, financial Monitoring , Admin and Supply Chain Management, Compliance and Others 
  • Demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet
  • Experience of working in a computerized accounting environment like IPAS, FAMAS.
  • Ability to lead financial management of the project/program and make the linkage of this with overall financial management of the organization
  • Manage all the working environment in the office and working areas are child and adult sensitive
  • Guide the team and organization in managing-protection related matters appropriately 
  • Support the organization in complying with all child and adult safeguarding policies, requirements and audits
  • Ability to understand Child and adult safeguarding and sponsorship business and manage all the sponsorship businesses as per the protocols and guidance provided by WVIN
  • Registered children’s participation is well reflected in the provided reporting platforms
  • Ensure operationalization of World Vision’s Child Sponsorship standards, Development Project Standards and sponsorship integration in all phases of programming

Academic Qualification and Experience: 

  • Bachelor Degree of Commerce, Business Studies or Equivalent
  • Master Degree in Finance/Accounting or Equivalent, preferred
  • Minimum 2 years of experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO.

3. MEAL Officer

Number of Position: One (1)

This position will provide necessary support to conduct baseline, evaluation and outcome monitoring processes in the assigned programme areas. This position is responsible to improve the quality of Programs and information management through improved monitoring and accountability system in the Program areas; Reports to: Board Chairperson or Board Program Focal Person.

Major Responsibilities 

  • Support to update beneficiary’s information regularly in Compare system (developed by WVIN) to track all project beneficiaries
  • Ensure data quality of all the Programs ensure that all data are recorded in system within timeframe. 
  • Verify the data to ensure that the primary source (paper based recording) match with digital system - Monitor project activities, and produce and submit monthly report with action plan
  • Ensure that all the staffs are utilizing the QBM system action plan are tracked in periodic basis - Facilitate corrective actions based on the monitoring findings and update in the system 
  • Supports in different survey and evaluation process as per the guidance of WVI Nepal.
  • Take lead role in coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations and special researches/studies 
  • Support project teams to draw key learning, good practices and significant case stories from and share with senior management of organization as well as WVI Nepal.
  • Supervise the enumerators/volunteer during data collection and ensure data are collected with quality 
  • Facilitate beneficiary selection criteria including Most Vulnerable Children and Adult 
  • Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of PNGO as per prescribed feedback handling guidelines 
  • Support Program team in conducting the child consultation to ensure the voices of children in complaint feedback mechanism
  • Provide monthly report on accountability including feedback and response status to Field MEAL Specialist using prescribed format of WVIN General
  • Comply with WVI Nepal’s child protection policies and practice with respect to child safeguarding, anti-fraud policy and other relevant policies and procedures. 

Academic Qualification and Experience

  • Bachelor’s degree in social science or development studies in the field relevant to MEAL. 
  • At least 2 years of experience working with I/NGO in the field of monitoring, evaluation accountability and learning 
  • Sound knowledge on qualitative and quantitative data collection methodologies
  • Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint, Ability to work under pressure 

4. Field Officer (Assessment &Design) 

Number of Position: One (1)

Assessment and Design Field Officer will be based in NGO office and will work with local community people to identify the local level issues and context regarding the child wellbeing aspect. The main scope of this role will be the conduct series of community consultation meeting, primary and secondary data collection through the mobilization of SM as well as all community level events as per guided by DAP guideline (critical path 1 to 5) will be accomplished with the deadline.  

Key Responsibility:

  • Support conducting field-level activities with close coordination of Project coordinator.
  • Support community mobilization and facilitate to conduct FGD and KII with community key people 
  • Assist and mobilize the field level staff to conduct HHs level survey using DPA tolls and formats 
  • Form and capacity building of A&D group 
  • Collect primary and secondary data regarding the child-wellbeing aspiration 
  • Being in close coordination with local level stakeholders and local government officials 
  • Assurance of quality data and information collected from community.
  • Mobilize to do HHs level survey to identify the most vulnerable cluster and HHs too. 
  • Form RC selection committees and orient them about the WVIN child selection criteria 
  • Support to RC recruitment process 
  • Submit the regular monthly report to supervisor. 
  • Assist and facilitate to conduct ward level and Palika level summits and validation meetings 
  • Insure of the quality mobilization of A&D groups in DPA critical step 2 to 4.

Academic Qualification and Experience

  • Bachelor’s degree in social science or development studies in relevant field. 
  • At least 2 years of experience working with I/NGO in the development sector.
  • Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint, Ability to work under pressure.

5. Sponsorship Quality Control Officer 

Number of Position: One (1)

The purpose of this position is to manage and control quality of all sponsorship core business processes of the Area Programme. This position is expected to ensure sponsorship minimum programming standard, sponsorship programming tools and adherence to Sponsorship standards while implementing sponsorship activities. It requires managing the Sponsorship Systems desktop application and data management to ensure the quality of data and efficient management of sponsorship systems. 

Major responsibilities

  • Ensure that Sponsorship Operations Indicator (SOI) reports are green and plan follow up action in case of variance
  • RC records and files are well managed, scanned and stored securely
  • Support field mobilizers to conduct and produce quality periodic mailings Annual Progress Report (APR), Seasonal Greetings cards and Child Expression Worksheets. 
  • Facilitate in the processing of all special mails; Seasonal Greetings cards, Spontaneous letters, APR, introductory letters within deadline.
  • Develop child monitoring plan to ensure that all RCs are physically sighted within 90 days as required by the standard as well as all RC’s Child Wellbeing is monitored every 180 days 
  • Verify and file all correspondence log sheet sent to FO/ WV National Office 
  • Sent all reply letters (IL, EL, FL, RL and GAL) to Field Office after proper review. 
  • Ensure delivery of 100% APR/CEW and Seasonal Greeting cards on standard timeline
  • Established strong communication and ensure sponsor visits are hosted as per the standard and requirement WVI National Office.
  • Good coordination and collaboration with FO/NO sponsorship, finance, SCM and courier for smooth and quick services
  • Management of internal and external relationships required in sponsorship operations that facilitates the satisfaction of children, families, communities and sponsors/donors
  • Required Integration, Risk management, Reporting and Data Management skills.

A. Academic Qualification, Experience: 

  • Bachelor’s Degree in any relevant field with at least two years’ experience in Development Sector

6. Field Officer- Education (Unlock Literacy)

Number of Position: Two (2)

Unlock Literacy( Early Grade Reading) Education Field Officers will be based in community and will work with a certain number (up to 5) of schools and their reading camps in respective areas. With support from Education Officer(Technical), Field Officer will work with teachers, SMC and reading camp facilitators (RCFs) to build their capacity on various aspects of education project (inclusive education, early grade reading, school safety, and local level advocacy).

Major responsibilities

  • Support Project Manager/ Coordinator to effectively roll out the Inclusive and Quality Education Project in allocated schools, reading camps, and their community
  • Support training coordinator to roll out capacity building events for teachers, SMC and reading camp facilitators
  • Carry out observation visits to trained teachers & Reading CampsFacilitatorss, provide on-site support, and report training coordinator on major findings
  • Support MEALS officers to roll out Project M&E plan; including updating beneficiary database system
  • Strengthen relationship with local level stakeholders to ensure required support from their end
  • Ensure the participation of Registered Children and integration other sectors i.e. CESP and Protection. 
  • Work with local government for the Program alignment and sustainability.
  • Collect the best practices and success stories and document for the publication.

Academic Qualification and Experience

Bachelors in Education or relevant discipline with two year of experience in Education project (preferably Early Grade Reading, Inclusive Education, School Safety, and/or Community based advocacy projects)

7. Field Mobilizer (Assessment & Design)

Number of Position: Three (3)

Assessment and Design Field Mobilizers will be based in community and will work with local community people to identify the local level issues and context regarding the child wellbeing aspect. The main scope of this role will be the conduct series of community consultation meeting, primary and secondary data collection through HHs level survey as well as Development Programme Approach tolls and facilitate the community level events as per guided by DAP guideline (critical path 1 to 5).

Major responsibilities

  • Support conducting field level activities with close coordination of field officer 
  • Support community mobilization and conduct FGD and KII with community key people 
  • Conduct HHs level survey using DPA tolls and formats 
  • Form and capacity building of A&D group 
  • Being close coordination with local level stakeholders and local government officials

9. Community Engagement and Sponsorship Plan (CESP) - Mobiliser

Number of Position: Two (2)

CESP mobilisers will be based in the community and will facilitate implementation of Community Engagement Sponsorship Plan’s interventions at the community level to ensure that children are loved, protected and empowered and that the communities contribute towards child wellbeing outcomes. 

Major responsibilities

  • Conduct Child Selection and Registration process as per World Vision’s Global Child Sponsorship standards
  • Ensure sponsorship is introduced to Registered Children, their families, partners, community groups and local stakeholders in ways that are easily understood.
  • Engage and support in Sponsorship essentials during SIP reflection, PQSR and AP Annual Community Review Planning processes
  • Ensure that child monitoring, planning with sectoral staffs for Child wellbeing case management, analysis, follow up and reporting takes place as per World Vision’s Global Child Sponsorship standards
  • Ensure child data and other sponsorship documents (both electronic and hard copies) and relevant back-up copies are maintained systematically in a secure place.
  • Identify and facilitate to address Critical Emergency Needs of most vulnerable children and families (linkage with Gov.).
  • Coordinate and facilitate annual Preliminary Health Screening camps for children in PIA schools in coordination with local government, schools and other stakeholders
  • Support, mobilize and monitor the community level CP activities with the community level stakeholders like ward office, ward mechanism, child club, life skills clubs and school, and parents 
  • Support implementation of child friendly local governance (CFLG) initiatives in coordination with the ward and municipal office. 

Academic Qualification and Experience: 

  • Higher Secondary degree (+ 2) in any relevant field [Essential]
  • Higher Secondary degree (+ 2) in any relevant field with more than 1 years’ experience in Sponsorship Field. [preferred]
