Trems of Reference (TOR): Consultancy for the baseline survey of IGNITE Project

Nepal Disabled Women Association

Nepal Disabled Women Association (NDWA) was established in 2054 (1998) adopting the values of the fundamental rights and responsibilities provided by the constitution of Nepal. It aims to support Women with Disabilities (WWDs) to pursue their rights, and provide them protection and livelihood support. Unless WWDs from all sections of the Nepalese community understand and exercise their human rights, particularly as ensured by the UN Convention on Rights of Persons with Disabilities, their lives will not be bright and prosperous. Therefore, NDWA promotes programs to build the capacity of the WWDs living in both urban and remote areas of the country, enabling them to become capable, empowered, and proactive in exercising their rights. It is also vital to empower women from other disadvantaged communities, such as women with disabilities from Dalit and Madhesi community, to build their self- esteem and confidence. In this context, NDWA plays an important role to advocate on the issues of WWDs, including rights to education, health, employment, rehabilitation and social security.

Background

1. NDWA

The Nepal Disabled Women Association (NDWA), established in 1998 (2054 BS), is grounded in the principles of fundamental rights and responsibilities as outlined in the Constitution of Nepal. For the rights of persons with disabilities, with a particular focus on women, NDWA is affiliated with the Social Welfare Council (SWC) and the National Federation of the Disabled Nepal, as well as various national and international women's and human rights networks. NDWA’s core mission is to empower Women and girls with Disabilities (WGDs) by advocating for their rights and offering support for protection, livelihood, and access to services. However, for WGDs across all communities in Nepal to thrive, it is critical that they not only understand but actively exercise their human rights, particularly those guaranteed under the UN Convention on the Rights of Persons with Disabilities.

To address these needs, NDWA has been implementing programs aimed at enhancing the capacities of WGDs, both in urban and rural areas, equipping them with the skills and resources to become empowered and proactive agents of change in their communities. Special attention is given to the most marginalized sub-groups, including women with disabilities from Dalit and Madhesi communities, ensuring they have the opportunity to build self-esteem and confidence. In addition, NDWA plays a pivotal role in advocating for the rights of WGDs in areas such as education, healthcare, employment, rehabilitation, and social security. Through these efforts, NDWA strives to create an environment where women and girls with disabilities can access opportunities, overcome barriers, and fully participate in society.
