Expression of Interest (EoI) for Training Consultants for “Engineers Training on Building Code Implementation”

Terms of Reference

BACKGROUND

Nepal introduced the National Building Code (NBC) in 1994 to promote safer, earthquake-resilient construction. Following the 2015 Gorkha Earthquake, the government enacted key reforms, including the Local Government Operation Act (2017) and the Disaster Risk Reduction and Management Act (2017), which empowered local governments to enforce building codes. The Ministry of Urban Development (MoUD) supported this shift by promoting model by-laws and permit systems, embedding building safety within the country’s federal structure.

The sole responsibility of building code implementation lies with the local levels with technical support from the federal and provincial government. CRS Nepal recently conducted a BCI survey in local levels of Bagmati Province. While 66% of buildings reportedly followed approved designs, 76% were constructed without building permits, highlighting weak enforcement. Only 11% of local governments had registered trained masons, and very few had prepared Risk Sensitive Land Use or Urban Development Plans. To strengthen the capacity of the province government and local levels on building code implementation, Ministry of Physical Infrastructure Development (MoPID), Bagmati Province in coordination with CRS Nepal is conducting a training on building code implementation to the technical persons. For the same CRS Nepal is seeking two individual consultants (one lead, one support) to conduct the training.

Required criteria: Mandatory documents to be submitted with EOI

1. For Organization, Company Registration Certificate, VAT/PAN Registration certificate and latest Tax Clearance Certificate of FY 2080/81. 
2. For individuals, PAN Registration certificate and Copy of Citizenship Certificate.
3. Curriculum Vitae of the consultant.
4. Financial Proposal with per day rate for the consultancy period (Justifying that the proposed rate is based on the expertise and experience of the consultant, present market context, previous service engagement with other development/international organization, we would appreciate it if you could share with us a few documents and evidence.
