Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

For the Development of an Accessible Animated Video on Disability-Inclusive Comprehensive Sexuality Education (CSE)
1. Background
Comprehensive Sexuality Education (CSE) is a rights-based and gender-focused approach to sexuality education, crucial for empowering children and young people to make informed decisions about their health, relationships, and well-being. Despite global progress, children and young people with disabilities are often excluded from CSE due to systemic barriers, including societal stigma, inaccessible learning materials, and misperceptions about their sexuality.
There remains a narrow understanding of what CSE means for children with disabilities. Often, stakeholders assume that disability-inclusive CSE must be a separate curriculum. This misconception contributes to further marginalization and results in children with disabilities missing out on the vital knowledge and skills that CSE offers.
In reality, the same CSE content can be made inclusive and accessible through adapted methods, communication strategies, and inclusive learning environments. By demonstrating how the same curriculum can be delivered differently, this initiative aims to foster a deeper understanding of disability-inclusive CSE as a shared, inclusive experience rather than a segregated one.
2. Objective of the Video
The objective of the animated video is to raise awareness and promote understanding of disability-inclusive CSE by:
- Demonstrating how CSE content can be delivered in accessible and inclusive ways for children and young people with various disabilities including those with visual, hearing, intellectual, autism and other disabilities.
- Clarifying that inclusive CSE is not a separate curriculum but a more accessible and equitable approach to existing content.
- Encouraging educators, policymakers, and organizations to adopt inclusive strategies in CSE delivery.
3. Scope of Work
The selected consultant/firm will be responsible for:
- Conceptualizing and scripting a 2–3-minute animated video explaining the concept of disability-inclusive CSE.
- Developing inclusive, easy-to-understand, and child-friendly animation that can appeal to a diverse audience.
- Ensuring the video integrates accessibility features, including audio description, captioning and sign language.
- Incorporating feedback from key stakeholders, including young persons with disabilities.
4. Expected Deliverables
- Inception Report with Storyboard, Script (draft and final versions)
- A fully produced accessible animated video (2–3 minutes) that includes Clear visuals and illustrations, Inclusive representations (diverse disabilities, gender, and age) and Accessibility features (captions, sign language, audio description, etc.)
5. Duration and Timeline
The assignment is expected to be completed within 6 weeks from the date of signing the contract,
6. Key Qualifications and Experience
- Proven experience in animation and multimedia production, especially educational or advocacy content.
- Familiarity with accessibility standards in multimedia (e.g., WCAG, Universal Design for Learning).
- Understanding of CSE and disability rights frameworks.
- Experience working with civil society, INGOs, or educational institutions.
- Ability to work collaboratively with diverse stakeholders including persons with disabilities.
7. Management and Coordination
The consultant/firm will work under the direct supervision of the project focal point of the BYAN.
8. Budget and Payment Schedule
The budget and payment schedule for this assignment will be discussed and finalized during the contracting process.
9. Submission Process

BYAN reserves the right to accept or reject any proposal and to annul the selection process at any time prior to contract award, without thereby incurring any liability to the affected consultants.
This TOR is subject to revision based on discussions and agreement between the contracting parties.
