Recruitment Process and Employee Outsourcing Agency

1.  INTRODUCTION 

Established in 1981, WaterAid is an international non-governmental organization focused on WaterAid is an international not-for-profit organization, established in 1981, determined to make clean water, decent toilets and good hygiene normal for everyone, everywhere within a generation. It aims to change millions of lives every year, working in 28 countries to provide clean water, decent toilets and good hygiene. 

Since it started in 1981, WaterAid has remained resolutely focused on tackling these three essentials that transform people’s lives. Without all three, people can’t live dignified, healthy lives. With all three, they can unlock their potential, break free from poverty, and change their lives for good. Children grow up healthy and strong, women and men get to earn a living, whole communities start to thrive. It sounds normal and it should be. 

WaterAid Nepal (WAN) was established in 1987 during the UN Water and Sanitation Decade, 1981-1990. WaterAid’s work covers service delivery as well as research, learning, capacity building, and advocacy related to Water, Sanitation and Hygiene (WASH). WAN’s work in Nepal spans across 6 districts and is based on a systems strengthening and programmatic approach to ensure service delivery and promote advocacy in the WASH sector.

2.  OVERVIEW 

This Terms of Reference (ToR) is developed to acquire services from a recruitment agency to provide recruitment process outsourcing and employee outsourcing services to WaterAid Nepal (WAN) as outlined in this ToR. 

3.  OBJECTIVE OF THE ASSIGNMENT 

The key objective of this assignment is for the recruitment agency to provide independent and external HR consultancy services for well-planned, open, credible, transparent, competitive and timely recruitment and selection of new/vacant posts. The recruitment agency shall also provide employee outsourcing services as and when required.

4.  SCOPE OF WORK 

  • The scope of work covers execution of the recruitment process of assigned positions as and when required by WAN. The agency shall compile a report recording all the process incurred in selection process and recommend final list of candidates for WAN’s final decision. The consultant will be responsible to provide services as outlined in Point # 5 below.
  • The recruitment agency shall also provide employee outsourcing services to WAN.

5.  RESPONSIBILITIES OF PARTIES 

The Contractor shall deliver to WAN the following deliverables to reflect all the work done under the contract: 

  • Executive Search 
  • Complete Recruitment Service 
  • Partial Recruitment Service 
  • Support in drafting JDs 
  • Provide consultancy services related to restructuring of the organization or units (when required) 
  • Employee outsourcing service (quality monitoring officers and support staffs)

Annex – A should be referred to for a complete list of activity process to be followed during recruitment. However, each recruitment process may be designed differently as per the need. 

6.  REPORTING LINE 

The consultant will report to Head of People and Organizational Development, WaterAid Nepal.

7.  TIME FRAME 

The consultant will work for a period of two year (or more) from the date of signing the contract. The firm is expected to propose a reasonable timeframe for overall recruitment process.

8.  REQUIRED QUALIFICATIONS 

The recruitment agency must meet the following specifications: 

  • The assigned organization shall have key personnel who possess an advanced degree in human resources management or related subject. 
  • Extensive knowledge of local and international labour laws, acts, regulations and procedures 
  • At least 5 years of professional experience in the HR consulting field mainly in recruitment and selection, preferably working in/with INGOs 
  • Strong communication and interpersonal skills 
  • Flexible, creative, detail-oriented and well organized 
  • Ability to maintain highest standards of confidentiality and professionalism 
  • Sound judgment. Able to influence senior managers and be seen as a credible source of advice 
  • Ability to render services in the most professional, effective and efficient manner. Strong networking and influencing skills is required.

9.  GENERAL TERMS AND CONDITIONS 

  • During the entire period of the assignment, the Consultant and its Personnel shall make themselves available for providing the Service to WAN.
  • In providing the Services to WAN, the Consultant and its Personnel shall ensure to the best of its/their reasonable endeavors the highest professional standards and exercise all due care, skill, and competence so as to ensure that the Services provided shall be to the full satisfaction of WAN and requirement of the Project. The Consultant shall render the Services in a proper and timely manner. 
  • The Consultant shall always comply with the relevant internal laws and policies of WaterAid in providing the Service to the WAN. 
  • All reports and documents prepared during the assignment will be treated as WAN property 
  • The reports / documents or any part, therefore, cannot be sold, used and reproduced in any manner without prior written approval of WAN. 

Additional terms and conditions shall be mentioned in the consultancy agreement. 

10.  PROPOSAL SUBMISSION GUIDELINE 

The proposal should demonstrate sound knowledge, technical skills and capability as required by the nature of the work of the assignment and understanding of the requisite tasks set forth in the scope of work. 

Eligible Consultants should submit technical and financial proposals. The financial proposal should quote consultancy fee and administration costs. Proposals should also include inter alia: 

  • Statement of relevant experience i.e. similar assignments executed in/under execution in the last five years; 
  • Measurable goals, objectives and methodology 
  • Propose separate fees for each of the recruitment process as listed below: 
    • Executive Search/Headhunting 
    • Complete Recruitment Service (Starting from vacancy advert through to final selection) 
    • Partial Recruitment Service (example- only conducting written test or interview etc) 
    • Employee outsourcing (for clerical/support staffs and quality monitoring officers)

For any services that require substantial time and effort on the consultant’s part, a separate fee agreement shall be made on mutual consensus. 

  • Indication of availability to carry out the Consultancy from January 2023 onwards.
  • Supporting documents such as- 
    • Copy of company registration certificate 
    • CV of designated personnel 
    • Copy of PAN/VAT registration certificate 
    • Latest year tax clearance certificate.
    • At least two positive references from previous clients/employers 

Other supporting documents will be required upon selection of the Consultant. 

The submission of your proposal shall be in PDF file with the subject line mentioning “EOI for Recruitment Process and Employee Outsourcing Agency” through the email: nepal-procurement@wateraid.org. The deadline for submission of proposal is 11th December 2022, Tuesday.

Annex A: Standard Recruitment Process 

  • WAN shall, as and when it may deem necessary, make a specific request to consultant for assistance in its recruitment process. 
  • Upon receipt of vacancy request from WAN, Contractor shall announced vacancy through web or Contractor shall provide Executive Search service where Contractor provides pool of potential candidates directly to WA Nepal for required job position. 
  • In case of Vacancy Announcement, WA Nepal shall provide vacancy text in two days prior notice. In some cases WAN may also publish the vacancy on their own upon agreement and information to the Contractor. 
  • In case of Executive Search, Contractor requires atleast one week duration to complete recruitment procedure per position. 
  • If a selected candidate leaves within three months of joining WAN for whatsoever reason, there will be no fee for finding an appropriate replacement provided the notified to Contractor within one week of their departure. Contractor will take every effort to provide a suitable replacement otherwise any professional fees paid will adjusted against other invoices or duly refunded. 
  • Upon request from WAN, in case of Vacancy Announcement Contractor shall compile and tabulate all the applications received in response to the advertisement and duly screen each of them against the laid down criteria and short-list the eligible candidate for a further selection process. The entire compiled data as above along with the short-listed candidates shall be submitted to WAN within 4 working days of the closure of the application filing date. 
  • Upon request from WAN, Contractor shall also facilitate various selection support services of Computer Based Test, Group Discussion and Interview. In this Contractor shall provide logistics supports of Communication, Venue, Desktops/Laptops, Test Coordination as per the requirement of service to WAN.
