Terms of Reference (ToR) for preparation of Local Disaster Climate Resilience Framework (LDCRF)

1. Background:

Rastriya Mukta Haliya Samaj Federation-Nepal (RMHSF-N) is an umbrella organization dedicated to promoting the socio-economic rights of freed Haliyas amalgamated with 510 freed Haliya groups and 12 Community Based Organizations (CBOs) across 12 districts of Sudur Paschim and Karnali Provinces. Since its establishment, RMHSF-N has been actively engaged in Evidence based advocacy, Empowerment, Livelihood, WASH and Sanitation, Humanitarian Response, Good governance, and Institutional Capacity development.  It was formally registered in District Administrative Office (DAO), Dadeldhura, in 2007 AD.

Currently, RMHSF-N is implementing the Strengthening ex-Haliya CSOs and their networks, and their collaboration with duty bearers for promoting Social, Economic, and Climate Justice for ex Haliya (SAKSHAM) project under financial and technical support of LWF Nepal. The project aims to enhance the economic, social, and climate justice of ex-Haliya communities by empowering them to access their rights, entitlements, and opportunities as equal citizens.

As part of this initiative, RMHSF-N intends to strengthen local climate resilience and inclusive development planning at the municipal level. Therefore, RMHSF-N is seeking a qualified and experienced consultant or consulting firm to facilitate the development of the Local Disaster and Climate Resilience Framework (LDCRF) for Ganyapdhura Rural Municipality, Dadeldhura District, through a participatory and evidence-based process in coordination with local stakeholders and relevant government authorities.

2. Objectives of the Assignment

The objective of this assignment is to support Ganyapdhura Rural Municipality, Dadeldhura in preparing a Local Disaster and Climate Resilience Framework (LDCRF) in accordance with the national LDCRF Guidelines, ensuring the integration of disaster risk reduction, climate change adaptation, and resilience-building measures into local development planning.

3. Scope of Assignment 

The consultant/firm will be responsible for:

• Conducting inception and coordination meetings with project partners and municipal authorities.
• Facilitating orientation on the LDCRF preparation process.
• Carrying out Vulnerability and Capacity Assessments (VCA) through community consultations and stakeholder interviews.
• Preparing and presenting a draft LDCRF for validation and feedback.
• Incorporating comments and submitting the final LDCRF to the Rural Municipality for endorsement.

4. Methodology 

The Consultant shall follow the Local Disaster and Climate Resilience Framework (LDCRF) Guidelines while conducting the assignment. A detailed methodology, including assessment tools, data collection approaches, stakeholder consultation processes, analysis methods, and work plan, must be clearly outlined in the technical proposal.

5. Deliverables

The Consultant shall deliver the following outputs:

• Inception Report within three days of contract signing, outlining the detailed methodology, tools, work plan, and assignment schedule.
• Local Disaster and Climate Resilience Plan/Framework (LDCRF) for Ganyapdhura Rural Municipality, prepared in accordance with the approved guideline and endorsed format.

6. Roles and responsibilities.

Responsibilities of the Consultant

The Consultant will be responsible for:

• Developing assessment tools and checklists required for the assignment.
• Preparing a detailed work plan in consultation with the project team.
• Conducting data collection, compilation, analysis, and interpretation.
• Facilitating consultations with stakeholders and local government representatives.
• Presenting draft findings to LWF Nepal and municipal authorities.
• Incorporating feedback received from stakeholders and finalizing the LDCRF document.
• Submitting the final report according to the approved format and timeline.

Responsibilities of RMHSF/LWF Nepal

RMHSF/LWF Nepal will be responsible for:

• Reviewing and providing feedback on the methodology, tools, draft reports, and final deliverables.
• Providing relevant documents, reference materials, and a briefing on the project intervention and expectations.
• Coordinating with local stakeholders and supporting consultation processes.
• Providing logistical support and bearing the costs of consultation and validation workshops.
• Providing timely feedback on submitted documents to facilitate smooth completion of the assignment.

7. Budget and timeline

The budget (remuneration) will be agreed with the consultant according to the submitted proposal, negotiation and available budget in the project. The timeline for this assignment ends on 30th Oct 2026. Within this timeline, the Consultant is expected to work for 14 days with the following schedule.

8. Guidance and Supervision

The consultant will report to the Project Coordinator of RMHSF. However, the consultant will also work closely with the Senior Program Officer and DRR and Resilience Program Officer of LWF Nepal.

9. Special Terms and Conditions / Eligibility Criteria

The Consultant shall meet the following minimum requirements:

• A Master's Degree in Environment, Disaster Risk Management, Social Sciences with 5 years’ experience in related field or Bachelor degree Environment, Disaster Risk Management, Social Sciences with  10 years of relevant professional experience, preferably in the preparation of disaster risk reduction, disaster management, climate resilience, or local adaptation plans.
• Demonstrated knowledge of disaster risk management, climate change adaptation, resilience-building approaches, and relevant national frameworks and policies.
• Proven experience in facilitating participatory assessments and multi-stakeholder consultation processes at local government level.

10. Evaluation Process

All proposals will be evaluated by the Procurement Committee. The contract will be awarded to the applicant whose proposal offers the best value for money, considering both technical quality and financial competitiveness.

The evaluation criteria will be:

• Technical Proposal: 80%
• Financial Proposal: 20%

Only proposals that meet the minimum technical requirements will be considered for financial evaluation.

11. Payment Modality

The Consultant shall be paid in two installments upon request with tax invoices:

• First Installment: 40% of the contract amount shall be paid upon submission of inception report with detail methodology framework and plan and acceptable to the procuring entity 
• Second/Final Installment: 60% of the contract amount shall be paid upon completion and submission and acceptance of the final report. 

Note: The consultant should bear all the expenses like travel, food and accommodation by themselves.

12. Application Procedure
