Terms of Reference (TOR) for preparation of BIPAD Portal of Aathbis Municipality of Dailekh

Introduction of Everest Club, Dailekh 

Everest Club was established in 1993 as a non-profit organization for cultural and social service provider, especially development of health, education, sanitation, agriculture promotion, WASH promotion, natural economy, social empowerment, disaster risk reduction and climate change adoption, etc in Dailekh, Kalikot, Jumla, jajarkot Districts as per aspiration of Karnali.

From the beginning, it has been working to implement sustainable development with primary focus on the deprived and disadvantaged community by qualified, experienced professional and dedicated young hands. Now NGO is working for creation of self- reliance society through improve their (Focused community) socio-economic status. Everest club is working in renewal energy promotion, Climate change and adoption WASH promotion, drinking water scheme functionality, income generation, sustainable soil management, small irrigation; marketing, advocacy and networking, empowerment and organization development to creation of self- reliance society through improve their (Focused community) socio-economic status.

Introduction to the project Everest Club is implementing ‘Knowledge based Initiative for Reinforcing Resilience through Integrated Actions in Nepal (KIRAN)’ project in two municipalities: Aathbis and Chamunda Bindrasaini municipality whereas four wards-4, 5, 6, 7 of Aathbis and one ward-5 of Chamunda Bindrasaini is intensively implementing the project with Save the Children.  The project is integrated project covering education, child protection, livelihood, and resilience components and being implemented from 1st February 2021 to 31 January 2024. The project aims - Children from the most deprived and vulnerable families are educated, protected and their families are economically resilient. Based on the goal of the project, it intends to Provide technical support to local governments to update/develop risk informed sectoral plans and policies (Education, Livelihood, Protection, climate, and Disaster risk management) including local disaster and climate resilient plans.

Background/Context

To prevent the most deprived and vulnerable families and children falling back to the vicious circle of multidimensional poverty due to sudden onset of any climate disaster or crisis due to any shocks, the local government should have policy and programs for immediate response. When crisis hits, effective social protection support is often a crucial factor in determining whether children and their parents can quickly return to normality, or their life paths will be permanently altered. The government system, both local and national, should be able to respond these populations through rapidly expanding needed support or temporarily increasing transfer size while families and communities recover. For this, they should have clear policy and programs, updated risk profile and detail information of the vulnerable population in advance so that they can make forecast based financing mechanism to respond to the needy people. Therefore, in this project, Save the children will advocate for initiating policies and programs on Shock Responsive Social Protection (SRSP) by local and provincial governments. Series of meetings and discussions will be held with the Aathbis Municipality. These advocacy events will aware the government to form relevant policies and programs.

Objective of the assignment: 

  • Facilitate to develop integrated disaster and climate risk information management system (CRIMS) App/software that includes multiple indicators related to poverty, disaster and climate risk (hazard, exposure and vulnerability), social vulnerability and capacity linked to social protection registry, prime minister employment fund and government poverty criteria including analysis of these information that can be used during emergencies and normal time in Aathbis municipalities.
  • The CRIMS will use existing Palika profile, stakeholders database and PVCRA data collected by the project and multi-sectoral vulnerabilities and capacity at household and institutions related information shall be collected, if gaps exist using the HH survey and qualitative PVCRA tool. The information shall also be stored in local bipad portal of the municipality.
  • Train to carry out data collation, analysis and generate user friendly reports to be used by policy makers for making decisions in planning from IIMS and BIPAD portal. 
  • Facilitate/train Municipals designated team to ensure this information is updated at regular interval, the Consultant team will train municipal IMO (Information Management Officer), DRR, Environment and Climate Change Officer on the IIMS App, BIPAD portal and other details. 

Location and official travel involved

The consultant has to deliver the face-to-face training /orientation /sharing at Aathbis Municipality of Dailekh district. There will be 10-20 participants consisting the government staffs and relevant stakeholders of respective palika. The training should run at least 8 hours a day including breakfast and lunch time 

The consultancy team should manage all the travel costs, lodging with the lunch, dinner and breakfast under the consultancy cost. 

Services the consultant / will provide

The consultant is responsible to the following:

  • Develop a detailed workplan of PVCRA data analysis& institutional data (if missing from previous survey done by KIRAN project) including the pre-test.
  • Detail plan of orientation and coordination of Aathbis municipality related to BIPAD portal installed process and information where necessary.
  • Develop and Instal the portal ensuring with all relevant data as per national standard portal.
  • Prepare completion report of the assignment to Everest Club& also as required to save the Children Nepal.

Experience and skill set required

  • Previous experience in work in designing BIPAD portal with other organisation.
  • Experience in facilitating Information Management system (IMS) related to Education, protection livelihood and disaster and climate risk to government officials and their software.
  • Experience in conduct survey in relating to climate change, DRR and GIS system.
  • Demonstrating skills to maintain positive relations with the government local and federal level structure.
  • Having skill and knowledge on the child safeguarding risks and mitigating strategy

Conduction of the training- 2 days face-to-face IMS training, 2 events which need 2 days.
25 July 2022 (Two  week to make the portal and installation and two days for the municipality for the orientation )
5Handover the portal with necessary orientation to the human resources of  Athbis Municipality and Submission of final task completion report

Status updates/reporting

The consultant will report to the Project Manager of Everest Club based in \Rakam field office Aathbis Municipality and technically coordinate and report with Project manager Save the Children MFWFO-Surkhet, & Resilience, DRR and CCA Advisor of country office.

General assumptions and dependencies 

The consultant team will consult with SCI technical team during following deliverables. Everest Club Dailekh and Save the Children will provide support to the consultant. 

  • Everest Club Dailekh will support to conduct the coordination meeting in Aathbis palika and enumerator to collect the missing data as required.

Budget and payment information

  • The payment will be made on instalment basis 40% upon signing the agreement and 60% after the completion of all the deliverable and submission of reports.
  • The Tax on remuneration, allowances, transportation or if any heading will be deducted from consultancy /Resource Person / Trainer Pay/remuneration before final settlement as per the prevailing Nepal Government taxation rate and rule

Other important information

  • The Consultancy selection criteria will be access upon 40% on budget and 60% technical proposal.
  • The sub-contracting from the consultant for the services is not acceptable.

  • For firms: Copies of- Firm registration certificate, PAN/VAT registration certificate, and latest Tax clearance certificate. For firms that are tax exempted by the government, a copy of tax exemption certificate should be submitted.
  • An application letter including remuneration (package) and total cost charged by firm for the stated task and contact information for three work-related referees.
  • Applications not including all of the above information will not be reviewed. Only short-listed firms /individual will be contacted.
