Training Delivery on Adam Smith International (ASI) Policies

1. Background

ASI Nepal is committed to upholding the highest standards of ethics and compliance across its operations. This includes a zero-tolerance approach to sexual exploitation, abuse, harassment, corruption, and other forms of misconduct. It has developed comprehensive policies on safeguarding, child safeguarding, anti-corruption, conflict of interest (COI), anti-modern slavery and human trafficking, whistleblowing (Speak Up), group code of conduct, duty of care, equity diversity and dignity, data protection, data breach management, gift and hospitality management and counterterrorism.
ASI Nepal invites qualified consultants (individuals or firms) to submit their Expression of Interest (EOI) for delivering targeted training sessions to strengthen awareness and implementation of these policies among staff, partners, and other relevant stakeholders. Furthermore, this consultancy will translate the policies and training materials into English, Nepali, and other relevant local languages.
2. Objective
The consultancy's primary objectives include:
- To build capacity and awareness among ASI Nepal staff, implementing partners, and other relevant stakeholders on key ASI policies, ensuring alignment with ASI’s ethical standards and donor requirements.
- To provide technical support in translating ASI policies and training materials into English, Nepali, and other relevant local languages.
3. Scope of Work
The selected consultant will:
- Design a detailed training program including session plans, interactive methodologies and case studies.
- Facilitate contextualised trainings sessions for ASI Nepal staff, implementing partners, and other relevant stakeholders on ASI policies.
- Translate all relevant policies and training materials into English, Nepali, and other local languages as needed.
- Providing detailed report summarising the training outcomes, recommendations and future action plans.
4. Deliverables
The consultant is expected to deliver the following:
- Training programme design: A detailed module on training plan and materials (PowerPoint, handouts, case studies) based on the ASI policies.
- Training delivery: At least 3 training sessions (in-person or virtual) to be delivered on ASI policies in locations where ASI has a presence within Nepal.
- Policy translation: Translation of ASI Policies (including safeguarding, child safeguarding, anti-corruption, COI, anti-modern slavery and human trafficking, whistleblowing (Speak Up), group code of conduct, duty of care, equity diversity and dignity, data protection, data breach management, gift and hospitality management and counterterrorism) in English, Nepali, Maithili, Bhojpuri, Tharu, Awadhi, and other local languages, as relevant.
- Reporting: Following a pre- and post-training evaluation, a detailed report covering the training process, participant feedback, outcomes and recommendations will be prepared and submitted by the consultant for proper documentation.
5. Duration
The assignment is expected to be completed within 6 weeks from the date of contract signing.
6. Qualifications
- Both individuals or organisations with the relevant qualifications are encouraged to apply.
- For an individual, Master’s degree in any discipline
- For an organisation, at least two years of operation in Nepal
- Proven track record of module development and training facilitation on safeguarding, compliance, or governance; MToT certification is an asset.
- Familiarity with similar donor-funded organisations’ policies is preferred.
- Fluency in English and Nepali is mandatory; Knowledge of other local languages is a significant advantage.
- Strong analytical, facilitation, communication, and reporting skills are mandatory.
7. Reporting
The consultant/organisation will report to the ASI Nepal team.
8. Payment schedule
Payment shall be provided upon satisfactory completion of each delivery outlined above, in the following milestone basis.
- First Milestone: Training Programme Design (30% of total contract value)
- Second Milestone: Policy Translation (30% of total contract value)
- Third Milestone: Delivery of Trainings (40% of total contract value)
Note: Applicable Government of Nepal taxes will be deducted from each invoice against each milestone.
9. Submission Requirements
The consultant should apply for this announcement with the following documents at

- Financial proposal (including all associated costs)
- Company registration and PAN/VAT certificates
- Samples of similar previous work
Submission Procedure: Proposals must be submitted via email to asi.nepal@adamsmithinternational.com with the subject line “ASI Nepal, EOI-Delivery on ASI Policies FY 25-26”.
Submission Deadline: 25 July 2025. Quotations received after the mentioned date will not be accepted.
10. Evaluation Criteria
Proposals will be evaluated based on a combined score:
1. Technical Proposal (70%)
- Experience (20%)
- Expertise & qualifications (30%)
- Detailed training agenda (10%)
2. Financial Proposal (30%)
- Cost-effectiveness
Minimum technical score required: 45/70
