Blind Youth Association Nepal

Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

1. Background

Blind Youth Association Nepal (BYAN) is a national organization established and led by blind and partially sighted youth of Nepal. It envisions a society where children and youth with disabilities enjoy a dignified life in an inclusive and equitable society. Since its establishment in 2012, BYAN has emerged as a strong rights-based organization that works to promote, protect, and fulfill the rights of children and youth with disabilities—especially those with visual impairments—through advocacy, awareness, capacity-building, and movement-building initiatives.

Over the past 13 years, BYAN has made significant strides in influencing policies and creating more inclusive systems. Through continuous advocacy and strategic engagement with policymakers, BYAN has contributed to several policy-level changes, including the provision of additional time for candidates with disabilities during government job-related examinations and the inclusion of alternative questions for students with visual impairments in the national Secondary Education Examination (SEE) to replace inaccessible pictorial content.

BYAN has reached thousands of children and young people with disabilities across Nepal through inclusive education programs, SRHR and mental health campaigns, leadership and life skills training, and employment-readiness workshops. As a result, hundreds of youth with disabilities have successfully accessed employment and self-employment opportunities, enhancing their social and economic independence.

With a robust organizational network spanning all seven provinces and 10 active chapters—Jhapa and Morang in Koshi Province; Bara in Madhesh Province; Kathmandu and Chitwan in Bagmati Province; Kaski in Gandaki Province; Rupandehi and Banke in Lumbini Province; Surkhet in Karnali Province; and Kailali in Sudur Pashchim Province—BYAN currently has 850+ affiliated visually impaired youth aged 16 to 40 years.

BYAN has played a critical role in elevating Sexual and Reproductive Health and Rights (SRHR) issues within national dialogues and development platforms. The organization also had a noteworthy impact on the 2022 General Elections, advocating for accessible electoral processes and strengthening the participation of persons with disabilities in political and civic spaces.

Through these efforts, BYAN has amplified the voice, visibility, and agency of young people with disabilities across Nepal. In light of these milestones, BYAN now seeks to document its rich organizational journey, achievements, challenges, and impact through a professionally developed narrative booklet and documentary video, both of which will serve as advocacy and institutional learning tools.

2. Objective of the Assignment

The objective of this assignment is to document BYAN’s institutional journey and achievements in the form of a narrative English booklet (40–50 pages) and a professionally produced 5–7 minute documentary video. The outputs will serve as tools for advocacy, institutional memory, donor engagement, and public awareness.

3. Scope of Work

The selected consultant/firm will undertake the following tasks:

a. For the Booklet

  • Conduct key informant interviews (KIIs) and focus group discussions (FGDs) with BYAN central board, secretariat staff, chapter leaders, members, and external stakeholders.
  • Review relevant organizational reports, publications, strategic plans, policy briefs, and media coverage.
  • Develop an outline and content structure for the booklet in consultation with BYAN.
  • Draft and finalize a professionally written, English-language booklet (approx. 40–50 pages) including:
  • Organizational history and founding process
  • Key thematic areas and strategic interventions
  • Advocacy milestones and policy-level changes
  • Stories of change and testimonials from youth with disabilities
  • Institutional achievements and impacts
  • Voices from chapters and communities
  • Challenges and lessons learned
  • Infographics, timelines, and visual representations
  • Ensure the final version is digitally accessible, i.e., screen-reader friendly.

b. For the Documentary Video

  • Develop a script and storyboard in collaboration with BYAN’s focal person(s).
  • Visit the BYAN central office and selected chapters for filming.
  • Capture interviews, field visuals, and activities showing impact and diversity of BYAN’s work.
  • Produce a 5–7 minute documentary video in both Nepali and English (or subtitled), including:
  • Founding story and evolution
  • Voices and stories of members and beneficiaries
  • Key achievements and field-level impact
  • Partner and stakeholder testimonials
  • Ensure the final video is accessible, with closed captions, audio descriptions, and sign language interpretation.
  • Submit the final high-resolution video in formats suitable for web and event use.

5. Required Qualifications

  • Proven expertise in organizational documentation, content development, and publication design.
  • Professional experience of more than 5 years in filming, producing, and editing documentary-style videos.
  • Familiarity with disability rights, inclusive development, and youth movements in Nepal.
  • Strong understanding of accessibility standards 
  • Experience working with OPDs or similar rights-based civil society organizations will be an asset.

6. Duration of the Assignment

The assignment will be completed within two months from the date of contract signing.

7. Coordination and Reporting

The consultant/firm will work under the supervision of BYAN’s central secretariat and coordinate closely with the assigned focal person.

8. Budget and Payment Modality:

The payment will be made in installments based on satisfactory delivery of key outputs as outlined in the deliverables section. The total budget will be negotiated based on the technical and financial proposal submitted by the consultant/firm.

9. Application Process

  • At least 2 samples of similar previous work (booklet and video)
