Introduction:

Village Development and Save the Environment Forum (VDSEF) Nepal is an independent, non-profit development and humanitarian organization committed to improving the living conditions of poor, marginalized, deprived, and vulnerable communities in Kalikot district and other districts of Karnali Province.

The organization was established with the core objective of promoting the wise and sustainable utilization of local resources while strengthening the capacities of local communities. This approach aims to enhance livelihood opportunities and ensure inclusive development, particularly for disadvantaged groups.

VDSEF Nepal places strong emphasis on children’s rights and gender equality, especially the empowerment of girls. The organization works across multiple thematic areas, including food security, education, health and nutrition, rural infrastructure development, adaptation of climate change, renewable energy, environment conservation, agriculture, natural resource management, drinking water, sanitation and hygiene (WASH), human rights, peacebuilding, democracy, and child protection.

Its interventions are implemented through donor-supported development and humanitarian programs, focusing on improving the socioeconomic and health status of the most vulnerable populations.

VDSEF Nepal follows a rights-based approach, combining social mobilization with service delivery mechanisms. It also promotes local knowledge and technologies to address poverty, strengthen community resilience, and ensure sustainable natural resource management for long-term development outcomes.

Objective of Consultancy:

To design, develop, and facilitate a 3-day Grant proposal writing training to strengthen the proposal development capacities of NGO staff working in both development and humanitarian context in Nepal.

Scope of Work:

The selected service provider shall:

  • Consult with VDSEF and Save the Children Surkhet Field Office to understand training objectives and participant profiles.
  • Develop a curriculum on 3-day proposal writing training.
  • Develop participatory training methodology, guide, presentation slides, practical exercises, case studies, and other supporting learning materials aligned with developmental and humanitarian programming.
  • Facilitate the training in Karnali Province - Surkhet or nearby district using adult learning principles.
  • Incorporate feedback from SCI technical experts throughout the assignment.
  • Submit a comprehensive training report including participants’ feedback, learning outcomes, recommendations, and others as necessary.

Duration:

Assignment commencement as soon as possible from the date of notice period.

Expected Output:

Selected consultants/firm shall deliver:

  1. A comprehensive 3-day proposal writing training curriculum in report format.
  2. A complete training package
  3. Successful facilitation of 3-day in-person training
  4. A final report documenting the training processes, participants' feedback, outcomes, lessons learned, recommendations, and relevant photographs.

Essential Qualifications and Competencies

Consultants/Firm should possess facilitators with:

  • Master’s degree in public health, International Development, Social Sciences, or relevant discipline.
  • Demonstrated experience in delivering similar proposal writing training services in Nepal.
  • Proven experience in conducting proposal development training for development and humanitarian organizations.
  • Excellent written and spoken communication skills in both Nepali and English.
  • Ability to produce high-quality deliverables within the agreed timeline.
  • Strong facilitation skills using participatory approaches.

General Assumptions and Dependencies

  • The service provider is expected to work closely with VDSEF and Save the Children throughout the assignment.
  • Design and facilitate participatory, practical, and interactive learning sessions.
  • Use simple, accessible language with minimal technical jargons to accommodate participants from diverse educational and professional backgrounds.
  • Be flexible incorporating comments and technical feedback from SCI’s designated subject matter experts.
  • Ensure training materials are relevant to both development and humanitarian proposal writing.
  • This is not for an individual consultant, rather than a team or a firm.

Reporting Line

The service provider will report to VDSEF Kalikot and coordinate closely with designated focal persons in VDSEF and SCI throughout the assignment.

How to apply

Proposal Submission Guideline/Required Documents

Interested firms/consultant should submit:

  • Technical proposal describing understanding of the assignment and proposed methodology
  • Financial proposal with detailed cost breakdown
  • Company profile including firm registration, VAT registration, and tax clearance or consultants’ CV, PAN/VAT registration
  • Evidence of previous similar assignments
  • At least two references from previous clients
  • Proposed work plan aligned with the assigned timeline

Budget Template
