Attention: All Interested consultancy firms.
The Women in Climate Resilient Agri-Systems for Enhanced Nutrition Security (WE-CAN) Project is supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and Welthungerhilfe (WHH), and jointly implemented by Working for Access and Creation (WAC) Nepal, PeaceWin Nepal and SAMBIKAS Nepal in close coordination with Sanphebagar Municipality and Chaurpati Rural Municipality of Achham District, Sudurpashchim Province, Nepal.
Climate variability, changing rainfall patterns, increasing temperature stress, pest and disease outbreaks, and unpredictable extreme weather events are affecting crop and livestock production in the project area. Farming households often do not have timely access to localized, practical and understandable weather information and agroecological advisory messages. This limits their ability to make informed decisions on sowing, irrigation, nutrient management, pest and disease control, livestock care, harvesting, market engagement and disaster preparedness.
To address this gap, the project will establish a localized Agro-Meteorological Advisory System that combines weather forecasts, climate-smart and agroecology-based farming advice, market information and expert support. The system should be accessible through SMS, broadcast/voice calls, a mobile application or digital platform, and other locally appropriate channels. The selected consultant or firm will design, establish and initially operate the system while strengthening the capacities of designated municipal IT and agriculture/livestock personnel. A phased transition and handover will enable local governments to independently manage and sustain the system beyond the consultancy period.
Required Team Composition and Qualifications
The assignment may be carried out by a qualified firm or a multidisciplinary team. The proposed team should include, at minimum, the following expertise:

| Agriculture / Livestock Extension Expert | Relevant degree and field experience in crop/livestock advisory, climate-resilient agriculture, pest/disease management and farmer training. | Develop and validate advisory content, train staff/lead farmers and support farmer feedback analysis. |
| ICT / Digital Advisory System | Expert Experience designing or managing ICT-based advisory, SMS, IVR/broadcast call, mobile application, dashboard or data management systems. | Configure platform, database, dashboard, user roles, dissemination channels, security and municipal handover. |
Firms should demonstrate prior experience implementing agro-met, early warning, ICT-based agriculture, farmer advisory or similar digital extension services in Nepal or comparable contexts.
Key Requirements of consultancy firm or individual
- Letter of interest/application.
- Technical proposal describing understanding of the assignment, methodology, work plan, timeline, team composition, quality assurance and risk management approach.
- Financial proposal with detailed budget breakdown, inclusive of applicable taxes, travel, accommodation, communication, software/platform/subscription, SMS/broadcast call and other relevant costs.
- Company profile, registration certificate and PAN/VAT certificate, where applicable.
- CVs of proposed team members clearly indicating relevant experience.
- Examples of similar assignments, completion certificates or references.
- Declaration of availability, conflict of interest and compliance with organizational policies, including safeguarding and data protection requirements.
