Attention: All Interested consultancy firms. 

The Women in Climate Resilient Agri-Systems for Enhanced Nutrition Security (WE-CAN) Project is supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and Welthungerhilfe (WHH), and jointly implemented by Working for Access and Creation (WAC) Nepal, PeaceWin Nepal and SAMBIKAS Nepal in close coordination with Sanphebagar Municipality and Chaurpati Rural Municipality of Achham District, Sudurpashchim Province, Nepal.

The project aims to strengthen climate-resilient agriculture systems, improve food and nutrition security, promote sustainable natural resource management and enhance the capacity of local governments and communities to respond to the impacts of climate change. The project gives particular attention to women, smallholder farmers and vulnerable households whose livelihoods depend on rain-fed agriculture, local water sources and natural resources.

The project area is increasingly affected by erratic rainfall, prolonged dry spells, declining water sources, drought, land degradation, climate-induced hazards and reduced agricultural productivity. These challenges have weakened irrigation reliability, increased pressure on water sources and limited the capacity of farming households to adopt diversified and climate-resilient agricultural practices.

Local governments have a central role in addressing these challenges through evidence-based planning, sustainable water resource management, climate-resilient agriculture and strategic investment in municipal development priorities. To support this process, the WE-CAN Project intends to engage a qualified consulting firm or consultant team to prepare Water Resource Management Plans and Crop Diversification Plans for both local governments.

Required Team Composition and Qualifications 

The consultant/firm shall propose a competent multidisciplinary team. The proposed experts shall be available during the assignment and shall personally participate in key meetings and workshops.

Position

Minimum Qualification and Experience

Team Leader / Water Resource SpecialistMaster’s degree in Water Resource Management, Irrigation Engineering, Civil Engineering, Natural Resource Management, Environmental Science or related field. At least 7 years of relevant experience, including preparation of water resource, irrigation, watershed, climate adaptation or local government plans.
Agriculture / Crop Diversification SpecialistMaster’s degree in Agriculture, Agronomy, Horticulture, Agricultural Economics, Rural Development or related field. At least 5 years of relevant experience in climate-resilient agriculture, crop diversification, value chain/market analysis, local agriculture planning or nutrition-sensitive agriculture.
Climate Change / NRM / GIS SpecialistDegree in Climate Change, Natural Resource Management, Environmental Science, GIS/Remote Sensing or related field. At least 5 years of relevant experience in climate vulnerability assessment, resource mapping, DRRM, watershed management or local adaptation planning.
Field Researchers / EnumeratorsExperience in community consultation, data collection, facilitation and local language communication. Gender-balanced field team is encouraged.
  • Knowledge of the Achham/Sudurpashchim local context and local language will be an added advantage.
  • The proposed team leader and core experts shall actively attend the inception meeting, preliminary discussion meeting, pre-validation workshops and validation workshops in person.
  • If proposed core team members fail to attend agreed key meetings or workshops without prior written approval, WAC Nepal may deduct related costs based on the approved financial proposal and cost breakdown.

Key Requirements of consultancy firm or individual

  • Cover letter/letter of interest clearly mentioning the assignment title.
  • Technical proposal, including understanding of the assignment, methodology, workplan, team composition, quality assurance approach and relevant experience.
  • Financial proposal with detailed cost breakdown.
  • Updated CVs of all proposed team members, clearly indicating their proposed roles.
  • Company/firm registration certificate, where applicable.
  • PAN/VAT registration certificate.
  • Latest tax clearance certificate, if applicable/available.
  • Evidence of at least three similar assignments completed within the last five years.
  • Sample report or publication of a similar assignment, or a summary with title, client, year and scope if full report cannot be shared.
  • At least two client references with contact details.
  • Declaration of availability of proposed experts and absence of conflict of interest.
