Vocational and Skill Development Training of Assistant Beautician for 20 participants

1.     Organization Background

RRPK is non-governmental, nonprofit making social development organization, established in 2061 BS (2004 AD) by a team of active professionals with long experience in the field of integrated community development, health, disability, community forestry, micro-finance, gender empowerment, good governance, child rights, livelihood, safe migration, DRR and WASH. RRPK is registered under Society Registration Act, 2034, at the District Administration Office of Sarlahi. It is affiliated with the Social Welfare Council (SWC) Nepal and member of NGOCC and Federation Sarlahi. RRPK started its social development programme in Sarlahi district from 2005. 

RRPK has been implementing Sponsorship Program in Balara & Godaita Municipality since July 2017 with the partnership of Save the Children to improve the lives of children in Sarlahi district through education, health & nutrition, livelihood, and adolescent development. 

Objectives 

RRPK is planning to provide market-led vocational training to out-of-school married women (18-35 age) from marginalized communities for the creation of new job replacements in Balara & Godaita Municipality.

The overall objective of this consultancy is to provide Assistant Beautician training (Level 1) to 20 married women. The training aims to uplift the livelihood of married women by increasing income through beauty parlour business.

Scope of Work

The training program should cover the essentials of Assistant Beautician training including techniques of straight of hair, threading of eyebrow, facial, make up and dressing. The consultant/firm shall design and deliver a training based on CTEVT curriculum that covers the following topics:

• Assistant Beautician training for 390 Hours (65 Days, 6 Hour/Day) to 20 married women (18-35 age).
• Provide hands-on training to the participants using a combination of lectures, demonstrations, and practice session.
• Provide Level 1 National Skill Certificate to the participants.

 Expected Deliverables

The selected institute should provide the training as per the RFP and deliver the following tasks:

• The training institute shall provide 390 Hours (65 Working Days, 6Hour/Day) Assistant Beautician training to out of school 20 married women (18-35 age) based on CTEVT curriculum.
• The training institute shall conduct the training at Godaita Municipality-08, Godaita.
• The training institute shall provide the Level 1 National Skill Certificate in coordination with National Skill Testing Board, CTEVT after completion of training.

Implementation Plan

The training will be conducted in a non-residential basis as the participants will be from the same municipality or adjoining municipality. The training institute need to manage essential basic equipment/instruments as per the need of training. The tentative start date and end date will be as follows: 

Start Date: 25 June 2024

End Date: 25 September 2024

General Qualification of the Training Institute/Trainers:

The training institute/trainers need to have the following qualifications:

• More than 5 years’ registration
• Qualified and experienced Level 2 trainers (with TOT) to facilitate the training.
• Detailed CV of the team members including academic qualification, training received, and work experience is required to submit before agreement.

• Vat/Pan registration certificate
• Company/institute registration certificate 
• Affiliation certificate of CTEVT
• Tax Clearance 079/080 or 080/081
• Company profile
• Past work experience along with experience Letter
• Technical & Financial Proposal
• If any documents/information are not available or not applicable, the reason(s) must be clarified in the proposal form. RRPK will have the right to disqualify the proposals from the selection process if the proposal submission guideline has not been followed.

Budget

The training institute shall submit a total budget along with a detailed breakdown including all applicable taxes at the time of proposal submitted. The training institute shall bear all tariffs, duties, lodging, fooding, training venue rent, training materials cost, travel, salary, participant's insurance, participant’s snack, and participant’s travel during the execution of the work.

Timeline:

Contract sign: 20 June 2024

Training Start date: 25 June 2024

Training end date: 25 September 2024

Payment Schedule: 

The payment will be provided in three installments:

1st installment: 30% will be paid after contract sign

2nd installment: 40% will be paid after 30 working days as per attendance and progress report

 3rd installment: 30% will be paid after Level 1 National Skill Certificate of CTEVT received by participants

Bid Assessment:

After evaluation of the proposals by the Procurement Committee, RRPK will make award to the applicant, whose proposal provides the best value, considering both technical and financial factors. 

• Technical-60% (Quality of proposal containing capacity statement for the assignment, methodology and implementation plan, qualification, team composition and experiences in relevant thematic sector/assignment)
• Financial (Value for money)-40%

REQUEST FOR PROPOSAL

Submission Process:

Technical/financial proposal meeting RFP requirements should be submitted via email  rrpkprocurement@gmail.com  or in a sealed envelope with the subject “Request for Proposal on Assistant Beautician Training” by 05 PM, 07, June, 2024. Technical/financial proposal received after the specified date and time of the invitation will not be considered.
