TERMS OF REFERENCE (ToR)

Resource Person/Consultancy Firm for Short-Term Technical Support on Accounting, Financial Literacy, Market Development, Market Linkage and Documentation of Women-Led Enterprises

1. Background

ISET-Nepal, with support from its development partners, is implementing initiatives to strengthen the economic resilience, business capacity, and sustainability of women-led enterprises and community-based groups in Changunarayan Municipality, Bhaktapur.

As part of this initiative, ISET-Nepal intends to provide short-term technical support on accounting, financial literacy, financial management, market development, market linkage, and business documentation to five supported enterprises/groups.

The five enterprises/groups are:

The overall purpose is to enable enterprise members to independently maintain their financial records, understand their business performance, strengthen market access and make informed business decisions.

2. Overall Objective

To strengthen the financial literacy, bookkeeping, financial management, market development, market linkage, and documentation capacity of five ISET Nepal-supported enterprises/groups in Changunarayan Municipality, enabling them to maintain transparent and practical business systems, improve market access, and make informed decisions for sustainable enterprise development.

3. Scope of Work

Assessment of Existing Systems 

Bookkeeping and Financial Management 

Bills, Vouchers and Documentation 

Human Resource and Attendance Records 

Costing, Pricing and Profitability 

Cash Flow and Financial Planning 

Market Assessment and Development Planning 

Branding, Digital Marketing and Promotion, Market Linkage, Networking and Sales Management 

Financial Reporting and Internal Control

4. Key Deliverables

The consultant/resource person/consultancy firm shall provide:

Deliverable 3: Financial Management Tools

Deliverable 4: Market Development Plans

Deliverable 5: Practical Training and Handholding

Deliverable 6: Market Linkage Documentation

Deliverable 7: Documentation Package

Deliverable 8: Final Consultancy Report

5. Required Qualification and Experience

The Resource Person/Consultancy Firm should have:

• Bachelor’s or Master’s degree in Accounting, Finance, Business Administration, Management, Economics, Marketing, Entrepreneurship, Development Studies or a related field; More Priority is given to Marketing and Entrepreneurship/running enterprises
• Demonstrated experience in bookkeeping, financial literacy and small enterprise financial management;
• Experience in market development, business development and market linkage;
• Experience working with women-led enterprises, MSMEs, cooperatives or community-based businesses;
• Knowledge of Nepal’s basic tax and statutory requirements;
• Experience developing simple accounting and business management tools;
• Experience in digital marketing and business promotion will be an advantage;
• Strong facilitation, coaching and communication skills;
• Experience in enterprise documentation and reporting; and
• Knowledge of local business and market conditions.

Preference will be given to consultants/firms with experience in women-led enterprises, green businesses, tourism/homestays, handicrafts, food processing and locally produced products.

6. Selection Criteria

The financial proposal may be considered in accordance with ISET Nepal’s procurement procedures.
