1. Background

Prayatnashil Community Development Society (PRAYAS Nepal), Dhading is a non-governmental organization dedicated towards quality education, livelihood, good governance, inclusive and well-being of Nepalese people. PRAYAS Nepal focuses on children, women, marginalized and rural communities by setting holistic development goals in creating transformed and interdependent society. PRAYAS Nepal envisions a new Nepal by positive transformation of socio-economic aspect of society and individual through capacity enhancement and optimum utilization of local resources.  PRAYAS Nepal has been working with government & non- government partners since its establishment.

PRAYAS Nepal, with technical and financial support from ChildFund Japan, Nepal Office (CFJNO) is implementing the SAFE Project (Safer Schools and Communities) in Benighat Rorang Rural Municipality, Dhading. The project focuses on strengthening School-Based Disaster Risk Reduction and Management (SBDRRM) in 19 project schools through capacity building, infrastructure improvement, awareness raising, and community participation.

As part of SAFE project, PRAYAS Nepal invites qualified individual consultants or consulting firms to submit an Expression of Interest (EOI) to facilitate the Hazard, Vulnerability and Capacity Assessment (HVCA) prepare School Disaster Risk Management (DRM) Guidelines/Plans for each of the 19 project schools; painting of school evacuation maps; and facilitate evacuation simulation exercises in all 19 project schools after the HVCA reports have been completed and the evacuation maps have been painted in each school.

2. Objectives

The consultant shall:

  • Introduction of basic concept: Hazards, Risk, Vulnerability, Capacity, Disasters and Response.   
  • Conduct participatory HVCA in 19 project schools. 
  • Identify hazards, vulnerabilities, capacities, evacuation routes and assembly points. 
  • Prepare School-specific DRM Guidelines/plan. 
  • Design safe evacuation maps (6 ft × 4 ft) for each school. 
  • Facilitate evacuation drills/simulation exercises. 
  • Submit technical reports and recommendations. 

3. Scope of Work

The consultant will:

  • Prepare inception report and work plan. 
  • Conduct field assessments in all 19 schools. 
  • Facilitate participatory disaster risk mapping. 
  • Prepare school-specific DRM Guidelines. 
  • Design evacuation maps. 
  • Support painting of evacuation maps. 
  • Facilitate evacuation simulations. 
  • Submit final technical report. 

4. Required Qualifications

Applicants should possess:

  • Master's degree in Disaster Risk Management, Civil Engineering, Environmental Science, Geography, Development Studies or related field. 
  • Minimum 5 years' experience in Disaster Risk Reduction and School Safety, preferably in School-Based Disaster Risk Reduction and Management (SBDRRM) 
  • Proven experience conducting HVCA in school and communities
  • Experience preparing School-Based DRRM Plans/Guidelines. 
  • Experience facilitating participatory workshops and trainings. 
  • Knowledge of Nepal Disaster Risk Reduction and Management Act, Local Disaster Management Planning Guidelines and Comprehensive School Safety Framework. 
  • Excellent report writing skills. 

5. Required Documents

Interested applicants shall submit:

  • Letter of Expression of Interest 
  • Technical Proposal outlining the content and plan for a one-day HVCA workshop to be conducted in 19 schools, one workshop in each school. Financial Proposal- Clearly stating the proposed budget, with a separate cost breakdown for the HVCA workshop, the painting of evacuation maps, and the conduct of evacuation simulation exercises in each of the 19 project schools.
  • Updated CV(s) 
  • PAN/VAT Registration 
  • Firm Registration (if applicable) 
  • Tax Clearance Certificate (latest FY) for consultant firm
  • Submit at least two copies of similar assignments completed 
  • At least two professional references 

6. Duration

Approximately 25–30 working days.

7. Application Submission Process:

a) PRAYAS Nepal is inviting applications from qualified companies/firms, motivated candidates who are interested to submit a cover letter, their company profile with updated CVs of trainer/facilitator, financial proposal, PAN/VAT registration, academic qualifications and a copy of national ID card or passport, all that should be addressed to email account of PRAYAS Nepal procurement.prayasnepal@gmail.com no later than 5 PM 7 September 2026

b) Only short-listed consultants will be contacted for an interview. All rights are reserved with PRAYAS Nepal either to approve or disapprove any application without giving any reasons whatsoever. If needed, the consultant will be asked for modifications and presentations of the application/proposal before approval.

8. Submission deadline:

7 September 2026 (Closing of Business)

9. Terms of Payment:

The remuneration of the trainer/facilitator will be as per the organization policies and with final negotiations between two parties and the payment is made once the training/workshop completion report is submitted to PRAYAS Nepal. PRAYAS Nepal will make payment of the contract amount in cheque to the consultancy firm or individual trainer/facilitator within one week after the completion of assignment and submission of payment request letter, invoice, and complete set of training report from the trainer/facilitator. The applicable taxes will be deducted at source according to tax policy of government of Nepal. The trainer can receive the tax deposit slip from PRAYAS-Nepal. Also, the trainer should submit to us the receipt confirmation of the cheque amount.

10. Intellectual Property Rights

All materials, reports, and data produced under this assignment will remain the property of PRAYAS Nepal. The consultant shall not disclose or reproduce any part of the information without written consent from PRAYAS Nepal.

11. Child Safeguarding and Ethical Compliance

PRAYAS Nepal is a child-focused organization committed to ensuring the safety and protection of all children in its programs. The selected consultant will undergo background and reference checks prior to contract finalization. All information shared during the recruitment process will remain confidential.
