Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Introduction of Organization
Blind Youth Association Nepal (BYAN) is a national organization led by and for youth with visual impairments, advocating for the rights, dignity, and empowerment of persons with disabilities across Nepal. Since its establishment in 2012, BYAN has worked tirelessly to promote the rights and dignity of persons with disabilities, ensuring their meaningful participation in all aspects of society. The organization focuses on key thematic areas, including quality education, employment promotion, disaster risk reduction, political participation, and health with a particular emphasis on Sexual and Reproductive Health and Rights (SRHR). BYAN’s efforts are grounded in a rights-based approach, aiming to dismantle systemic barriers and create an inclusive environment for individuals with disabilities to thrive.
Background of the project
The project “Action for Change” (2023-2025) is being carried out by BYAN in partnership with CBM Global Disability Inclusion in three districts: Kathmandu, Surkhet and Bara. The project focuses on promoting the sexual and reproductive health rights of youths with disabilities. Notably, diverse peer educators were developed and organized targeted SRHR training and awareness sessions SRHR. The, government health service providers were sensitized and trained to deliver more inclusive and disability-friendly services. As part of the initiative, model health facilities were also developed to demonstrate good practices in inclusive SRHR service delivery. This endline evaluation aims to assess the impact, effectiveness, and sustainability of these interventions.
As part of the project’s closeout process and to assess its achievements, challenges, and impact, BYAN seeks to engage a qualified consultant or consulting team to conduct a comprehensive endline evaluation of the "Action for Change" project. The evaluation aims to generate evidence-based insights, measure progress against intended outcomes, and inform future programming.
In order to achieve the aforementioned objective, the project is expected to carry out different interventions.
Project Results:
- Increased knowledge and positive attitude towards Sexual and Reproductive Health rights and Family Planning among persons with disabilities & their parents/care givers from Kathmandu, Bara & Surkhet districts,
- Government representatives & service providers from Surkhet, Bara & Kathmandu district are aware and responsive towards SRH and FP rights of Persons with disabilities,
- Model Health Facility strengthened and Accessibility to SRHR and FP services among persons with disabilities enhanced,
- BYAN, its chapters & other OPDs have increased organizational capacity to claim rights of persons with disability including SRHR and FP services,
Target Group: This project primarily targets persons with disabilities and serves as a key example of the powershift modality, where the project has been designed and developed by the beneficiaries based on their needs. aims to enhance access to inclusive sexual and reproductive health (SRH) and family planning (FP) services through strengthened advocacy and movement-building efforts.

Purpose:
As part of the project’s closeout process and to assess its achievements, challenges, and impact, BYAN seeks to engage a qualified consultant or consulting team to conduct a comprehensive endline evaluation of the "Action for Change" project. The evaluation aims to generate evidence-based insights, measure progress against intended outcomes, and inform future programming and advocacy specifically aims to:
- Measure changes in knowledge, attitudes, practices, and access to inclusive and disability-friendly SRH and FP services among persons with disabilities.
- Evaluate the effectiveness of project strategies in improving service provision and rights awareness.
- Identify best practices, lessons learned, gaps, and areas for sustainability.
- Provide evidence-based recommendations for scaling and policy-level influence.
Evaluation Methodology and Tools:
- Desk review: key project documents, including the project’s Logical framework, baseline and midline study reports, and various reports prepared and submitted by the project. review of the International, national and local policies, guidelines in regard to disability rights and inclusion of person with disability. Review the changes in policies, strategies, and systems mentioned in the report to understand the outcome of such changes at local.
- Mixed-Methods Approach: A mixed-methods approach combines quantitative and qualitative data collection and analysis techniques. This involves collecting numerical data (e.g., surveys, questionnaires) to measure the impact, effectiveness, and efficiency of the project, as well as gathering qualitative data (e.g., interviews, focus groups) to capture in-depth insights, experiences, and perspectives of project beneficiaries and stakeholders.
- Key Informant Interviews: KII Tools and questionnaire and sampling will be decided in coordination with the BYAN and CBM teams.
- Focus Groups Discussion: FGD Tools and questionnaire and sampling will be decided in coordination with the BYAN and CBM teams.
- Case Studies: Review, analysis the changes in the life of the people with disability.
- Participatory Approaches: Engaging project beneficiaries and stakeholders in the evaluation process through participatory methods.
Evaluation Deliverables
- Finalization of the evaluation concept note: An inception report demonstrating a clear understanding of the ToR with a realistic work plan for the evaluation is required. It should include the proposed methodologies, data collection and reporting plan with identified deliverables, activities and timeframe, List of data collection tools, team members’ roles and responsibilities, and propose travel and logistical arrangements for the evaluation.
- Finalization of the Tools: Review the base line tools, adapt, format and pilot quantitative and qualitative data collection tools in coordination with the BYAN and CBM team.
- Data collection and Analysis: Lead the implementation of high-quality data collection with adequate field testing and supervision of all data collection and data entry. Analyse and interpret data preferably through software.
- Visit the project location as necessary.
- Support BYAN to ensure strict adherence to the Safeguarding and other Policies, and processes of the end line study comply with international ethical standards on doing research/study.
- Debriefing: Debriefing to BYAN and CBM Global to discuss the initial findings before the submission of the draft report.
- Draft report: The consultant will produce a draft report which will be reviewed by the BYAN and CBM Global respective key persons which should include key findings/results, lessons learned, and recommendations for the current and future operation.
- Presentation: Findings and recommendations.
- Final report: The final report will contain a short executive summary (no more than 5 pages) and the main body of the report (expected to be no more than 25 pages). The body of the report will cover the background of the intervention evaluated, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, and recommendations. Recommendations should be specific, feasible and evidence based. Additionally, this report should provide an annex with ToR, cited resources or bibliography, a list of those interviewed, questionnaires and any other relevant materials.
Timeframe and Duration
The total duration of the assignment is July to October 2025 calendar days after signing the date (Aug-Oct 2025), with an expected contribution of approximately 31 working days. The Consultant is expected to carry out all the preparation required to roll out the end-line evaluation as per the suggested timeframes below:

Reporting and Coordination
The consultant will work under the overall supervision of the Executive Director of BYAN, with close coordination from the Project Lead and Monitoring, Evaluation & Learning (MEL) Focal Person. Regular progress updates will be shared throughout the assignment.
Required Expert Profile
- Master’s degree or similar in public health, social science, project management, etc.
- Five years of proven experience in conducting and leading evaluation or research particularly in rights-based or disability-inclusive development programs.
- Good understanding on International and National human rights instruments on disability rights and inclusion / UNCRPD, disability rights act 2017 and inclusive development.
- Familiarity with the Nepali context, particularly in working with organizations of persons with disabilities (OPDs) and youth empowerment framework.
- Experience in both quantitative and qualitative data collection and analysis.
- Excellent English report writing skills, including strong analytical skill.
Payment Schedule
Payment will be as per the organization policy; however, 25% amount will be paid after the agreement signed by both party and remaining 75% amount will be paid after the submission of final report of evaluation.

This TOR is subject to revision based on discussions and agreement between the contracting parties.

Consultants are required to sign and be bound by the BYAN and CBM Global’s Code of Conduct for Consultants and Safeguarding Policy and Behaviour Code, and Accessibility Policy; unless otherwise, these policies are available with BYAN Nepal which to be followed by the consultant.
