1. Background

Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit organization founded in 2011 and led by blind and partially sighted youth, formally registered with the District Administration Office, Kathmandu in 2012 and affiliated with the Social Welfare Council. Working toward a vision of persons with disabilities across Nepal living with dignity in an inclusive society, BYAN operates through chapters in multiple districts and carries out awareness-raising, advocacy, and capacity-building activities in inclusive education, youth empowerment, employment promotion, health and sexual and reproductive health rights, and disability-inclusive disaster preparedness.

Inclusive education is recognized globally as a fundamental right, enshrined in international frameworks such as the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and the Sustainable Development Goals (SDG 4), both of which call for equitable, quality education for all learners regardless of disability. Nepal has committed to these principles through its Constitution, the Disability Rights Act (2017), and various education sector policies that mandate inclusive learning environments for children with disabilities (CWDs).

Despite many legal and policy commitments, children with disabilities across Nepal continue to face significant barriers in accessing inclusive education. These barriers include inaccessible school infrastructure, a lack of trained teachers and inclusive teaching and learning materials, limited availability of assistive devices and support system, social stigma, self-stigma and attitudinal, institutional, communication, and policy-related barriers, long distances to schools including resource classes or special schools, and weak coordination between education authorities and disability service providers. The nature and severity of these barriers vary considerably across nations or provinces and between urban and remote communities.

Statistics and policy documents alone do not fully capture the lived reality of these barriers. Blind Youth Association Nepal (BYAN) therefore intends to produce a short testimonial video that documents the real voices and lived experiences of children with disabilities regarding barriers to the right to education (inclusive education), and that draws a comparative picture between children with disabilities in a relatively under-resourced province Madhesh or Karnali Province and those in Kathmandu Valley/Bagmati Province. The video is intended to generate evidence-based, human-centered material to inform BYAN’s policy dialogue, advocacy, and public engagement on inclusive education.

2. Objective of the Assignment

General Objective

To produce a short, ethically appropriate, testimonial video that documents and amplifies the real voices and lived experiences of children with disabilities, parents (caregivers), and school teachers regarding barriers to inclusive education, current management practices, coping strategies, and short- and long-term strategies (if any), presenting a comparative perspective between Madhesh or Karnali province and Kathmandu Valley/Bagmati Province.

Specific Objectives

• To document first-hand testimonials of children with disabilities and, where relevant, their parents/caregivers and teachers on the barriers they face in accessing inclusive education;
• To capture a comparative perspective between the experiences of children with disabilities in Madhesh or Karnali Province and those in Kathmandu Valley/Bagmati Province, highlighting both shared and province-specific barriers;
• Capture existing good and bad practices good/bad, coping strategies, the current situation, and the way forward from children with disabilities, parents (caregivers), and resource school and other teachers.
• To produce a well-edited, inclusive, and accessible video product that BYAN can use for advocacy, awareness-raising, and engagement with policymakers, donors, and the public;

Application Process

Interested candidates should submit the following to procurement@byanepal.org by 2nd Oct. 2026 

• Technical proposal (max 3 pages) outlining understanding of the assignment, proposed methodology, and shooting/edit plan;
• Financial proposal detailing the budget for the assignment;
• Portfolio or links to previous relevant video productions;
• CV(s) of all team members (including the lead videographer/production team lead), each with two references;
• Copies of citizenship (not mandatory), PAN/VAT registration, and tax clearance (as applicable).

Note: This TOR is subject to revision/change based on discussion and mutual agreement with the selected consultant/production team. Only shortlisted applicants will be invited for further selection processes, including an interview/presentation if required.
