Development of a Sensitization Package for Parents/Caregivers of Persons with Deafblindness, Profound and Severe Disabilities on Sexual and Reproductive Health and Rights (SRHR)

1. Background

Blind Youth Association Nepal (BYAN) is a youth-led, rights-based organization established in 2012, led by and working for and with blind, partially sighted and other children and youth with disabilities in Nepal. With a nationwide presence through 10 dedicated chapters, BYAN promotes the rights, inclusion, leadership and meaningful participation of children and young people with disabilities.

BYAN works through advocacy, capacity strengthening, research, community engagement, partnerships and policy dialogue, with a focus on inclusive education, sexual and reproductive health and rights, employment and livelihoods, leadership and civic participation, climate and disaster resilience, and disability-inclusive development. BYAN works with government, organizations of persons with disabilities, civil society, youth networks and development partners to build an inclusive and equitable society where children and young people with disabilities can exercise their rights and lead change.

Blind Youth Association Nepal (BYAN), with support from AmplifyChange and in collaboration with the National Federation of the Deaf Nepal (NDFN), The Federation of Women with Disability Nepal (FWDN), and the Society of Deafblind Parents Nepal (SDBP) is implementing the project “Strengthening the Capacity of Organizations of Persons with Disabilities for Sexual and Reproductive Health and Rights (SCOPE for SRHR)”.

The project aims to strengthen access to inclusive sexual and reproductive health information and services for persons with disabilities and promote their meaningful participation and decision-making regarding their bodies and relationships. The project recognizes that persons with deafblindness and profound and severe disabilities face particularly significant barriers to accessing SRHR information, expressing their choices, exercising bodily autonomy, and accessing appropriate services.

Parents and caregivers are important gatekeepers and support persons in the lives of individuals with deafblindness and profound and severe disabilities. However, limited awareness, social stigma, misconceptions about sexuality and disability, and lack of appropriate communication and support often prevent persons with disabilities from receiving accurate SRHR information and making informed decisions.

Therefore, BYAN intends to develop a three-days disability-inclusive SRHR sensitization package for parents and caregivers of persons with deafblindness, profound and severe disabilities. The package will be used to strengthen parents’ and caregivers’ knowledge, attitudes, and practical skills to support the SRHR, dignity, safety, autonomy, and rights of persons with disabilities.

2. Purpose of the Consultancy

The purpose of this consultancy is to develop a user-friendly, disability-inclusive, practical, and accessible sensitization package that can be used by facilitators during orientation and sensitization sessions with parents/caregivers of persons with deafblindness, profound and severe disabilities.

3. Objectives

The specific objectives are to:

• Develop a structured and practical parent sensitization package on SRHR.
• Increase parents’/caregivers’ understanding of the SRHR needs and rights of persons with disabilities.
• Promote understanding of bodily autonomy, consent, privacy, dignity, and informed decision-making.
• Address common misconceptions, stigma, and harmful attitudes related to the sexuality and SRHR of persons with disabilities.
• Provide parents/caregivers with practical guidance on communication and support according to the individual needs of persons with deafblindness, profound and severe disabilities.
• Increase awareness of available SRHR information, services, referral mechanisms, and protection mechanisms.

4. Scope of Work

The consultant will be responsible for developing the package, including but not limited to the following key areas:

A. Content Development

The package should cover relevant topics such as:

1. Disability 
2. SRHR and Human Rights and Sexuality and SRHR of Persons with Disabilities
3. Human Development including Puberty and bodily changes 
4. Personal Hygiene , Menstruation, Menstrual Hygiene Management (MHM) and Menopause 
5. Bodily Autonomy and Informed Decision-Making including Consent, Privacy, Personal Boundaries and Safe/Unsafe Touch
6. Violence and staying safe 
7. Communication and Support for Persons with Deafblindness and Profound/Severe Disabilities 
8. Parents and Caregivers Roles and Responsibilities 

(Note: the final contents will be determined based on the discussion and consultation with the stakeholders)

B. Facilitation Approach

The package should include:

• Session objectives and expected learning outcomes
• Suggested session plans and time allocation
• Key messages for each topic
• Participatory and practical activities
• Discussion questions and case scenarios
• Frequently asked questions and suggested responses
• Pre/post-session assessment or simple learning-check tools
• Guidance for facilitators on handling sensitive SRHR discussions.

C. Accessibility and Inclusion

The consultant should ensure that the package:

• Uses simple, clear, and respectful language.
• Is disability-inclusive and rights-based.
• Considers the specific communication needs of persons with deafblindness and profound/severe disabilities.
• Includes accessible visual/communication approaches where appropriate.
• Can be adapted into accessible formats such as PowerPoint, large print, audio, or other appropriate formats.
• Avoids discriminatory, stigmatizing, or ableist language.

5. Methodology

The consultant is expected to use a participatory and consultative approach, including:

• Review of relevant SRHR, disability rights, safeguarding, and existing project materials.
• Consultation with BYAN/SCOPE project team and relevant disability/SRHR experts.
• Consultation with parents/caregivers and/or representatives of persons with disabilities, where appropriate.
• Development of the draft package.
• Validation/review with BYAN and Consortium Partners.
• Incorporation of feedback and submission of the final package.

6. Key Deliverables

The consultant will provide the following deliverables:

• Inception/outline of the proposed package, including content structure and methodology.
• Draft parent sensitization package for review.
• Facilitator/session guide with session plans, activities, key messages, and discussion questions.
• Accessible presentation materials/PowerPoint aligned with the package.
• Pre/post assessment or learning-check tools, as appropriate.
• Final revised package incorporating feedback from BYAN and relevant stakeholders.
• Editable soft copies of all final materials in appropriate formats.

7. Duration and Timeline

• The consultancy is expected to be completed within 15 days from the date of signing the consultancy agreement.
• A detailed timeline will be agreed upon between BYAN and the selected consultant.

8. Consultant Qualifications and Experience

The consultant should have:

• Master's degree in Public Health, Social Sciences, Gender Studies, SRHR, Disability Studies, Education, or a related field.
• At least 5 years of relevant professional experience in SRHR, disability inclusion, gender, safeguarding, health education, or related areas.
• Demonstrated experience in developing training manuals, learning packages, facilitation guides, or IEC/training materials.
• Knowledge and understanding of disability-inclusive and rights-based SRHR.
• Experience working with persons with disabilities, parents/caregivers, community groups, or relevant organizations will be an advantage.
• Strong writing, communication, facilitation, and material-development skills.
• Understanding of accessibility and inclusive communication approaches.

9. Reporting and Coordination

• The consultant will report to the Director, BYAN.
• Close coordination with BYAN, partner organizations (NDFN, FWDN, SDBP), and project staff will be essential.
• Regular updates and consultations during the development phase are expected.

10. Payment and Logistics

• Payment will be made upon satisfactory submission of deliverables.
• BYAN will provide necessary background documents, project resources, and support for consultations.

11. Submission of Proposal

Interested individual consultants, consulting teams, or firms are invited to submit their proposals including:

• Updated CV/Profile of the consultant
• Cover letter outlining suitability for the consultancy
• Brief technical proposal and proposed methodology
• Proposed work plan and timeline
• Financial proposal/consultancy fee
• At least one relevant sample of previously developed training, learning, IEC, or similar material, if available

The selection will be based on:

• Relevant academic qualifications and professional experience
• Understanding of the assignment
• Quality and appropriateness of the proposed methodology
• Relevant previous experience and demonstrated work
• Quality and feasibility of the proposed work plan
• Financial proposal

BYAN reserves the right to accept or reject any proposal and to annul the selection process at any time prior to contract award without incurring any liability to the affected consultant or firm.

This TOR may be revised based on discussions and mutual agreement between BYAN and the selected consultant/consulting team.

12. Ownership and Confidentiality

All materials, documents, tools, presentations, and other products developed under this consultancy will remain the property of Blind Youth Association Nepal (BYAN).

The consultant shall not reproduce, publish, distribute, sell, or use the materials developed under this consultancy for other purposes without prior written approval from BYAN.

The consultant shall maintain confidentiality regarding all information, documents, and discussions accessed during the consultancy and shall comply with applicable safeguarding, protection, confidentiality, and ethical standards throughout the assignment.
