DETAILED JOB DESCRIPTION / REQUIREMENTS:
Established in 1997, SEBAC-Nepal is a national-level NGO. SEBAC-Nepal works in various thematic areas such as Livelihood/ Agriculture/Economic Recovery; Rural Infrastructure; Nutrition, Health and Education; Governance, Gender Advocacy and Empowerment; Water Sanitation and Hygiene (WASH); and Disaster Risk Reduction and Management/Natural Resource and Biodiversity Management/Climate Change.
SEBAC-Nepal, in partnership with Helvetas Nepal, is implementing the Integrated Water Resource Management (IWRM) program in Achham district of Sudurpaschim Province. Upon the selection of Project Coordinator, Technical Coordinator, Capacity Building Coordinator, and Finance and Administration Officer, the organization invites additional applications from qualified, motivated, and dynamic individuals for the following positions:
1. Position 1
Title: Technical Facilitator
Required No.: Three (3)
Duty Station: working palikas of Achham district

Key Responsibilities:
The Technical Facilitators will be responsible for construction supervision of drinking water, sanitation, multi-use, and micro irrigation schemes in line with approved design estimates. The role includes ensuring construction quality of work at sites, mobilizing user committees for improving sanitation and hygiene initiatives. S/he will also conduct regular monitoring of pre- and post-construction activities, providing coaching and training to communities, updating scheme-related data in the NWASH system of the respective municipality, conducting feasibility/detailed technical surveys of drinking water and sanitation schemes, and assisting in the preparation of design cost estimates in accordance with program requirements. The detail responsibilities include but not limited to:
- Take primary responsibility for technical aspects of various types of drinking water and sanitation schemes, multiple-use, and small irrigation projects, along with activities related to hygiene and sanitation in the Palika.
- Facilitate the formation and mobilization of water Users Committees for drinking water and sanitation schemes at the community level as per program guidelines.
- Conduct feasibility studies, detailed surveys, and prepare cost estimates for drinking water projects under the annual program plan, and support in their approval process.
- Coordinate and maintain transparency Users Committees and Palika during the project agreement process.
- Regularly supervise drinking water and sanitation projects, ensure construction quality as per design and estimate, and report progress to the Technical Coordinator.
- Support public hearings, social audits, financial audits, and other review activities related to water and sanitation schemes as per program provisions.
- Regularly review physical and financial progress of projects, and ensure that stakeholders have received the agreed funds and payments.
- Prepare and support Measurement Books (MB) based on the progress of construction works carried out by Users Committees.
- Facilitate final monitoring and completion certification of construction works, assist Users Committees in preparing payment requests, and support documentation and record management.
- Ensure procurement of construction materials by Users Committees is competitive, transparent, accountable, and fair.
- Support Users Committees in maintaining quality of construction materials.
- Carry out regular monitoring, coaching, and follow-up of completed projects, and update related Palika project data in NWASH.
- Support pre-construction and ongoing construction activities.
- Provide necessary support to Users Committees during project implementation as needed.
- Facilitate required processes for releasing complementary funds from the Palika.
- Support the completion of baseline and endline surveys for projects under the program.
- Coordinate with local governments, Users Committees, beneficiaries, and donor agencies for effective program implementation.
Required Educational Qualification, Experience, and Skills
- Technical SLC (TSLC)/ Pre-diploma in Civil Engineering from a recognized technical institute, with at least 2 years of experience in drinking water, sanitation, and hygiene (WASH) projects, and overall 3 years of experience.
- Ability to use survey equipment (GPS, Abney level, Auto level, Smartphone).
- Ability to conduct surveys, design, and prepare cost estimates for drinking water and sanitation schemes, or provide technical support to the Technical Coordinator for the same.
- Honest, transparent, and committed to working with communities, consumer committees, and institutions, with awareness of gender equality and social inclusion.
- Desirable skills: stress management, time management, teamwork, willingness to learn and teach, results-oriented, and readiness to work in geographically remote areas.
- Ability to coordinate and collaborate with local governments.
- Willingness to stay and work in designated project areas as per assigned duties.
2. Position 2
Title: Community Facilitator
Required No.: One (1)
Duty Station: Working palikas of Achham district
Application Deadline: 5:00 PM, 1st October 2025
Type: Full-Time

Key Responsibilities:
The Community Facilitators will be responsible for conducting trainings activities at the field level, mobilizing and coaching water users, user committees and other civil societies /groups to implement comprehensive sanitation campaigns. S/he will support regular monitoring of completed schemes, assist in updating scheme-related data in the NWASH system of the respective municipality. The detail responsibilities include but not limited to:
- Collect baseline data and fulfill basic indicators of different types of drinking water and sanitation schemes, multiple-use, and small irrigation projects, and sanitation-related activities implemented in the Palika through social mobilization.
- Form user committees for drinking water and sanitation schemes as per program guidelines, and facilitate approval processes at municipalities and rural municipalities, ensuring gender balance, social inclusion, and representation of disadvantaged groups in decision-making.
- Coordinate and maintain transparency with user committees and the Palika during the project agreement process.
- Support in various social mobilization activities, through coordinating with field staff, supervisors, program coordinators, and the organization.
- Prepare work plans for orientations, trainings, and workshops at municipal, rural municipal, and project levels for building the capacity of user committees and communities, and support institutional development.
- Facilitate public hearings, social audits, and financial audits during project implementation.
- Regularly review physical and financial progress of projects, and ensure stakeholders have received the required payments or funds.
- Take initiative to resolve conflicts that may arise during project implementation through collective discussion.
- Support user committees in preparing payment requests, and assist in project documentation and financial record management.
- Coordinate with technical staff and other field employees for smooth implementation of activities.
- Provide necessary data and information to the Capacity Development Coordinator, and submit quarterly, semi-annual, and annual progress reports of projects on time as required in agreements.
- Assist in regular monitoring, coaching, training, and updating Palika project data in NWASH.
- Support households and communities to monitor and evaluate sanitation and hygiene indicators through home visits, group discussions, and regular monitoring, and encourage self-assessment. Assist wards and Palikas to declare clean and sanitized areas.
- Support pre-construction and ongoing construction activities.
- Provide support to user committees in transportation and storage of external construction materials when needed.
- Facilitate and coordinate the release of complementary funds allocated by the Palika.
- Support the completion of baseline and endline surveys for projects under the program.
- Coordinate with local governments, user committees, users, and donor organizations to support program implementation.
Required Education, Experience, and Skills
- Should have completed at least a drinCommunity Facilitator Certificate Level or Grade 12, with 3 years of overall experience in community development and with 2 years specific experience in community-level drinking water and sanitation work.
- Must be honest, transparent, and capable of working with communities, user committees, and institutions, with awareness of gender equality and social inclusion.
- Other desirable skills: stress management, time management, teamwork, willingness to learn and share, result-oriented, and willingness to work in geographically remote areas.
- Ability to coordinate and collaborate with local governments.
- Basic computer knowledge.
- Willingness to stay and work in assigned project areas as per given responsibilities.
