For Repair and Maintenance of ECCD Buildings & Rooms at Sarlahi (Kabilashi, Haripur & Barathwa Municipality)

1. Introduction / Background

Rural Women Upliftment Association (RWUA), Haripur, Sarlahi is a non-profit, non-governmental organization established in 1993 (2050 B.S.) to promote social reform in the Sarlahi district as women-led organization.

RWUA focuses on empowering women and marginalized communities through integrated development programs. Its experienced team delivers impactful results in areas such as child rights, healthcare, education, and emergency preparedness.

The purpose of this EOI is to invite interested qualified contractors to express their interest in performing the required repair and maintenance works. Following this EOI, shortlisted parties will be invited to submit detailed proposals or bids as per the procurement regulations of RWUA or donor agency.

The project, implemented by RWUA in partnership with Save the Children and funded by the SAARC Development Fund, aims to enhance the quality of education in Sarlahi district by improving school and ECCD infrastructures through construction, renovation, and quality supervision.

2. Scope of Services and Works

The scope of work includes, but is not limited to: structural repairs, roofing, painting, flooring, plumbing, electrical work, and other routine and preventive maintenance to ensure the building’s safety, durability, and functionality as follows:

1. Construction, Maintenance and repair of foundations, walls, columns, beams, ramp, floor, etc.
2. Repair, replacement of flooring, tiling, plastering of walls, RCC/CGI sheet roofing, etc.
3. Painting of internal and external walls, roofs, etc.
4. Repairing of doors, window frames including change of Sal Frame and Shutter
5. Complete electrical wiring, repairs or re-wiring, lighting, and child-safe fixture
6. Construction and maintenance of child-friendly toilets, accessible facilities
7. Plumbing, water supply, site drainage, rainwater management, proper waste and disposal system
8. Repairing and construction of child-friendly WASH facilities
9. Construction and maintenance of fencing, gate, footpath, play area, etc

3. Eligibility Criteria

Interested firms must meet the following minimum criteria:

1. Registered in Nepal under relevant regulatory authorities with construction license, etc.
2. Having valid VAT& TAX registration and other registrations.
3. Have minimum 3 years of experience in building construction/repair/maintenance works
4. Demonstrable prior experience of works of similar scope and size with references at 5.

5. Documents to be Submitted Along with EOI

Applicants must submit:

1. Cover letter of EOI expressing interest
2. Legal documents: Company/firm registration certificate or license, VAT and other certificates
3. Latest tax clearance certificate or evidence of date extension
4. Certificates of previous experiences related to similar nature of work
5. Any staff, equipment’s or key personnel CVs relevant to the works
6. Any other documents as proof of eligibility

6. Evaluation & Shortlisting Criteria

The evaluation shall be conduct as follows:

1. Company legal documents
2. At least 5 previous relevant experiences
3. Key personnel qualifications

Note: Only shortlisted applicants shall be invited to submit full proposals / bids with detailed BOQ and cost estimates.

7. Terms & Conditions: The RWUA reserves the right to reject any or all EOIs without assigning any reason, as per RWUA regulations.

1. EOIs submitted after the deadline shall be rejected.
2. All costs related to preparation of EOI shall to be borne by the applicant.
3. Amendments and clarifications if any, shall be allowed via email only
4. The successful contractor shall carry out work in compliance with all applicable laws, safety standards, etc.
5. The interest’s bidder should comply with different policies of RWUA like child safeguarding, anti-harassment, anti-corruption etc.
6. RWUA shall keep priority for eligible local bidders.
7. The enlisted vendor needs to provide bid security and a bank guarantee at the time of full proposal while bidding.
8. The enlisted vendor needs to provide a statement of capacity to pre-finance 10% of the project at the time of full proposal while bidding.
9. The enlisted vendor needs to provide confirmation of the five-year performance-based maintenance provision at the time of full proposal while bidding.
