Job Title: Sr. Operations Officer (SOO)
Reports to: Director of Finance and Administration
Based: Kathmandu with some travel to working areas as necessary.
Location: RHEST's Head Office, Bishalnagar, Kathmandu
Duration: 1 year will possibility of extension
Salary and benefits: Not less than NPR 55K per month in gross.
Background
Rural Health and Education Service Trust (RHEST) is dedicated to ending all forms of violence against women, including girl trafficking, early marriage, and child labor, and to promoting woman’s reproductive health. Currently, RHEST is supporting more than 12,500 vulnerable girls in the rural communities in 18 districts of Nepal in their education to reduce the early marriage, girls trafficking and child labor. Girl’s leadership and capacity development are other focused areas of RHEST’s programs.
RHEST is seeking a Senior Operations Officer for anticipated multiple projects. Under the direct supervision of the Director of Finance and Administration, the SOO will be responsible for ensuring the successful implementation of the organization’s operational functions.
Role overview
The Sr. Operations Officer (SOO) will manage operational functions of the organizations and compliance with RHEST policy, donor compliance, legal and statutory compliance. SOO will act an advance the organization's mission to stop girls trafficking through education, health, and awareness programs.
Actual hiring is contingent upon SWC approval.
Responsibilities
The responsibility of the Sr. Operations Officer (SOO) includes, but not limited to the following-
R1. Procurement and Inventory Management
- Prepare a procurement plan for goods and services, overseeing the entire procurement process.
- Collect quotations, handle tender applications, and coordinate with vendors. Provide support to the administrative and finance departments during the quotation process.
- Adhere to organizational procurement policies and report any uncertainties or clarifications needed to the Management Committee.
- Identify the best vendor based on the Goods Request Form (GRF) and provide assistance in raising Purchase Orders.
- Act as focal person to handle procurement and organize procurement committee to process the procurement.
R2. Human Resource, Office Administration and Logistic Management
- Recruitment Process Management: Coordinate the recruitment process of the organization from vacancy announcements, screening candidates, and making communicated to applicants, for reference checks.
- Implement and monitor HR Management System software to streamline HR processes and ensure efficient management of HR-related information.
- Manage HR records, including resumes, applicant logs, and employee forms, ensuring accuracy and confidentiality.
- Employment Contracts and Induction: Verify employment contracts, prepare induction plans, and organize employee orientation to ensure a smooth onboarding process for new hires.
R3. Assets Management
- Prepare a comprehensive list of assets and regularly check their status, including working conditions and location.
- Assist in implementing coding systems for the assets to ensure proper identification and tracking. Ensure that assets are appropriately placed and stored.
R4. Safety & Security
- Information Dissemination: Regularly provide information to staff and visitors regarding the safety and security situation within the organization. Keep them informed about any updates or changes that may affect their well-being.
- Safety Measures: Ensure that all necessary safety measures are in place within the organization. This includes implementing and maintaining protocols, procedures, and systems to minimize risks and promote a safe working environment.
Essential Knowledge, Skills and Experience and qualification:
- Bachelor’s degree in management with a minimum 3 years of related experience in a similar organization.
- Very good communication skills including the ability to write well in English and Nepali.
- Highest standards of integrity, discretion, and loyalty.
- Good interpersonal skills.
