Job Title: Program Officer (PO) – Kathmandu based with 40% field visits
Responsible to: In Honor of Amar (Amar) Program Manager
Responsible for: Field Officers, Program Assistants, Contact office, Friday and school facilitators
Background
Rural Health and Education Service Trust (RHEST) is dedicated to ending all forms of violence against women, including girl trafficking, early marriage, and child labor, and to promoting woman’s reproductive health. Currently, RHEST is supporting around 12,000 vulnerable girls in the rural communities in 18 districts of Nepal in their education to reduce the early marriage, girls trafficking and child labor. Girl’s leadership and capacity development are other focused areas of RHEST’s programs.
Under the direct supervision of the Amar PM, PO is responsible for the development plans and ensuring their implementation, monitoring, and evaluation in the district assigned to work.
Duties/Assignments
Planning, Implementation, and Management
- Assist the PM in developing Program Plan and Periodic Reports.
- Make monthly and annual implementation, field plan of the programs in coordination with PM, Field Officers, Contact Office.
- Collection, verification and compilation of Amar form in close coordination with SGT and MIS team for enrollment in grade 11.
- Data base management of beneficiary and school which includes preparing student list (subject wise, school wise, caste wise, age wise, district wise, etc)
- Follow up for yearly school expenses letter and timely payment of school fees in close coordination with District Office, field officers.
Coordination and Advocacy
- Build and maintain a good relationship with the governments, program-supported schools, School Management Committee (SMC) and Parents Teacher Association (PTA), like-minded NGOs and other stakeholders.
- Ensure effective communication with school teachers, beneficiaries and their parents.
- Work closely with field officers, District Office, program assistants and provide theme based technical support.
- Provide support to the PM in the analytical overview of required information in close coordination with MIS team.
Capacity Enhancement
- Identify gender-based issues prevalent in our working districts, aware field officers, beneficiaries of such issues. And provide technical input to the subordinates as and when required.
- Coordinate and facilitate interactions, support PM in developing session plans for interactions, orientations.
Monitoring, Documentation, and Reporting
- Timely follow up of absentees, student irregular with regular communication, Friday facilitators with support from field officers, program assistant and update the PM.
- Cross verification of students (subjects, schools as mentioned during enrollment), timely update of student list, update of students after each field visit with reasons and provide support to PM to develop analytical report.
- Document case studies and follow up as and when required.
- Compile and share required information with PM for annual and periodic reports.
- Prepare and submit field visit reports and short theme based analytical report to PM as per requirement.
- Proper documentation of the follow up and communication made with school teachers, beneficiaries, and District Office.
Program-supported Girls specific Role
- Enroll students in grade 11 and 12 in selected schools in specified subjects. Constant follow up with field officers, District Office for enrollment in technical subjects.
- Follow up with the regular absentee students and assess their vulnerability, identify the issues and inform the concerned authority and enroll them in the program.
Finance and Admin Responsibilities
- Support account and finance officer to prepare area wise budget and expenses detail.
- Prepare summary sheet of school expenses detail and procedure for fee payment with a support from finance section.
- Prepare field advance and timely settlement with required documents including school letter.
- Support finance team in cross verification of expenses and collection of bills and receipts of paid school fees.
- Make a request to administration if travel needs an office vehicle for field visits and ensure the logbook is up to date with complete information as provided in sheet.
Other Responsibilities
- Take other tasks as asked by supervisor.
- Abide by the Code of Conduct, Policies, and by laws of RHEST
Qualifications and Experience:
- Minimum bachelor’s degree in social sciences, Development Studies and a related field with at least 3 years of relevant experience
- Experience in project management with good financial knowledge in organization, donor-funded project is required
- Able to work effectively and efficiently under pressure and in a team to bring concrete results.
- Good written and verbal communication, presentation & public relation skills in both English and Nepali.
- Flexible and able to multitask on several different aspects of projects.
- Well-versed in Microsoft Word, PowerPoint, Excel and Google sheets, etc.
Salary and Benefits
Salary: Around 65k in gross
Benefits: As per RHEST Policy.
